6 The City Council held a public hearing to consider the request by Andrew Schiele to move a single family residence from th St NE Karlsruhe, ND to th St NE also known as OLT 9 of NE S under the following conditions: A $10,000 completion bond must be posted with the City of Minot prior to issuance of any permits for this work. Building permits for all proposed construction An approved foundation design in compliance with City of Minot building codes. The plumbing and electrical systems must be brought into compliance with current code requirements of the City of Minot. All work at the new location must be in compliance with the City of Minot building codes and zoning ordinances. Egress windows must be installed in the basement and all sleeping rooms. Smoke detectors must be installed in the basement, in each bedroom, and in areas immediately outside bedrooms. There must be fire resistive wall and door between the house and attached garage. The exterior of the structure must be one consistent color or scheme of colors and relocation. Applicant must obtain all necessary permits, and coordinate all relocation activities with public utilities and traffic authorities. The property must be provided with proper drainage, and must be landscaped in a manner similar to surrounding properties. All work must begin within 30 days of issuance of moving and building permits and completed within ten months of start date and generally in accordance with the following schedule. 1. Foundation complete within two months. 2. Structure relocated within four months. 3. Work required for code compliance complete within six months. 4. All proposed construction and final clean up complete within ten months. 5. City of Minot Zoning Ordinance, Section 23-1 states that All off-street parking spaces and all driveways on private property leading to such parking areas shall be all-weather hard surface material. Acceptable surfacing materials include asphalt, concrete, brick, cement pavers or similar materials installed and maintained according to industry standards. Whereupon Alderman Lehner moved the public hearing be closed and the Council approve the request to move single family residence from 65 48th St NE Karlsruhe, ND to th St NE. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog, Frey, Hatlelid, PERSONAL APPEARANCES Former Mayor Orlin Backes of 910 Village Ave SE appeared before the Council to present his proposal for reducing the size of City Council. He stated there has been a lot of discussion by citizens in the past year on this topic, but he believes it is important the City retain the voting structure for its citizens. He continued by saying local issues are generally resolved through contact with the Aldermen of the ward. He gave examples of issues addressed by Aldermen as speeding issues, signage, storm sewer backup and planning, zoning and building issues. He said only unresolved issues come to the City Council for consideration. He believes wards could be well served by only one Alderman rather than two. Mr. Backes also believes it would be well served to have one additional Alderman elected at large to assist the Mayor and City Manager on projects. The former Mayor stated, with his proposed structure the acting Mayor would still have a vote on those important issues that divide the Council vote. It is important for the Mayor to weigh in on these types of issues. He continued by saying the petition currently circling for the proposal by Make Minot would not allow the Mayor to vote on important issues and would allow decisions in Minot to be made by as few as three people, which he believes is too few. Also, the time component dedicated to City Council for such few people would deter people from seeking office. He is asking Council to consider his proposed ordinance and take it to a vote of the citizens of Minot. Alderman Frantsvog moved the City Council take the eight Council member proposal under consideration at the November Council meeting. 7 MAYOR S REPORT The Mayor recognized Paulette Nelson from the Minot Public Library who was voted ND Librarian of the year. He presented the Minot Park District with a check from BNSF Railway Foundation in the amount of $5,000 and stated Minot was recognized as a Railway Heritage Community. He welcomed Burdick Job Corps students in attendance and recognized Debbie Chappo from Minot Public Library for a written commendation from a patron. He concluded by reminding Council of the HUD Resiliency meeting on October 6 th and 8 th. APPOINTMENTS AND REAPPOINTMENTS APPROVED Alderman Hatlelid moved the City Council approve the following Mayoral appointments: Magic Fund Steering Committee Julie Drady appointed to replace Randy Bartsch with a term to expire October 2018 Minot Public Library Susan Gessner reappointed with a term to expire October 2018 Motion seconded by Alderman Connole and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog, Frey, Hatlelid, CITY MANAGER REPORT The City Manager stated public communication and transparency continue to be priorities for the City. He said a film crew from the Rockefeller Foundation had been in Minot for two days in September to film a documentary focusing on Minot s Resiliency efforts. He also reminded those in attendance of the final public meetings for the HUD Resiliency Competition on October 6 th and 8 th. He said the Chief Resiliency Officer and Finance Director would be attending a Funders Summit in Washington DC on October 6 th where they will present a summary of the application. He continued with updates from the various City departments including the airport which is 89% finished with the new terminal construction, the fire department which purchased a Emergency One Platform Ladder.
