PRESENTATION: ISLER CPA 214 AUDIT REVIEW Paul Nelson, Isler CPA, revewed a PowerPont Presentaton Exhbt A June 3, 214 Audt Revew wth the Board. He reported overall " the house was n order" along wth the accountng processes. Mr. Nelson dscussed challenges the County would be facng due to Federal fundng ssues. 2. ADMINISTRATIVE ACTIONS IN CONSIDERATION OF: s BOARD DECISIONS UNDER ADMINISTRATIVE ACTIONS WERE MADE AFTER PUBLIC COMMENT WAS RECEIVED a. Approval of Intergovernmental Agreement Between Douglas County and Josephne County Juvenle Offenders( One orgnal Agreement returned to Juvenle Justceforfull executon) for Detenton of Commssoner Heck reported that James Goodwn, Juvenle Justce Drector, was askng to contract wth Douglas County k Juvenle Justce for one bed wth the possblty of expanson for serous juvenle offenders. The cost s $ 131 per bed per day on an as- needed bass. 1 1 b. Approval of Federal Lands Access Program Match Agreement ( FLAP Grant); OR Josephne County 24( 1), Galce Road Pavement Preservaton ( One orgnal Agreement returned to Publc Works forfull executon) t. Commssoner Hare advsed Publc Works had receved the FLAP Grant whch was only for roads that access publc lands and Galce Road s a heavly accessed road. He sad the Grant was over $ 1 mllon dollars wth the County' s match of x approxmately 1% or$ 96, and the project was would span over several years. c. Approval of Contract Between Josephne County and WH Pacfc for Engneerng Desgn, Envronmental and Constructon Servces Durng AWOS-IIIT Project, a ConnectOregon V-ed Project ( One orgnal Contract t fled wth the County Clerk) Larry Graves, Arport Manager, dscussed the contract wth WH Pacfc to oversee the ste locaton for the nstallaton of the AWOS-IIIT system at the Grants Pass Arport and advsed t was part of the ConnectOregon-V grant. He explaned the need for an nstrument approach system was very hgh due to restraned trade and dsrupton of servces havng to be dverted elsewhere based on weather condtons. d. Approval of Request for Poston Reclassfcaton- Publc Health Clnc Nurse (Moton only no documents) JJ Scofeld, Human Resources Drector, dscussed the need to reclassfy the Publc Health Clnc Nurse postons due to the t mplementaton of Coordnated Care Organzatons ( CCO' s) whose nurses provde very smlar dutes to publc health nurses but pad at a much hgher rate of pay. He advsed that Jackson County and Klamath County currently changed ther 1 wages and usually they are very smlar to the County' s wages. g 3. Paul Walter, Grants Pass, spoke n support of Agenda Item 2( c). Rycke Brown, Grants Pass, dscussed a ctzen' s abusve behavor. Sand Cassanell, Merln, spoke n opposton of Agenda Item 2( c) and submtted Exhbt C Request for Release of Publc Informaton. Judy Ahrens, Grants Pass, dscussed several quotes from a book and dscussed her concerns for the proposed tax levy. Larry Graves, Arport Manager, clarfed Agenda Item 2( c) regardng the bddng process for contracts wth WH Pacfc and advsed ths contract was not to exceed$ 83, wth a lkelhood the actual expenses wll come n below the contract prce. s

MATTERS FROM COMMISSIONERS: Commssoner Hare gave an update on the AOC Legslatve Commttee meetng he attended and advsed he would be attendng a conference n Washngton, DC to dscuss many ssues relatng to the County. He announced the Court Apponted Specal Advocates ( CASA) luncheon at the Bear Hotel on February 12, 215 and congratulated Ryan Mulkns who has been apponted as the Dstrct Attorney replacng Stephen Campbell. Commssoner Heck advsed that Alan Bolschweger, Bureau of Land Management, reported Pea Vne Road was closed for an ndefnte tme, Bear Camp Road should reman open, and Rock Creek Road and Rffle Creek Road would be cleared wthn 24 hours, and announced upcomng communty events. Commssoner Hare recognzed Ross Roe for hs tremendous contrbutons and hs tme he provdes for the Annual Tree Plant Event.
