COUNCL / STAFF COMMUNCATONS COUNCL COMMUNCATONS Counclmember Abelson attended the " Greenn g the Golden State" Conference n Sacramento. Presentatons ncluded nformaton regardng nnovatve buldng temperature controls and also envronmental mpacts resultng from dscarded cgarette butts. Counclmember Abelson encouraged everyone to partcpate n the upcomng Earth Day Celebraton and noted that every year resdents work together to remove cgarette butts from the gutters along San Pablo Avenue. She also attended League of Calforna Ctes Polcy Commttee meetngs n Pomona. Commttee members made recommendatons on pendng legslaton. The Communty Servces Commttee looked at the ssues of sexual harassment, ncreased ncdents of crme throughout the state and homelessness. Counclmember Fadell stated that he s lookng forward to the Cty's Earth Day celebraton and noted that he collected over 1800 cgarette butts at a pror Earth Day event. He also reported that he attended a League Transportaton Polcy Commttee meetng n Pomona ths month. Counclmember Lyman announced that the annual Hllsde Festval s May 4-6. Copes of the festval program are avalable n the lobby. Mayor Pro Tern Pardue- Okmoto noted the success of the Lbrary's Frst Wednesday Celebraton on Aprl 4 and nvted all to vst the lbrary to enjoy the Lbrary's extended hours of operaton. Mayor Qunto agreed that the Frst Wednesday Lbrary Celebraton was a great event. The Cty hosted the Contra Costa Mayors Conference on Aprl 5. Al Sad, Contra Costa Deputy Publc Defender, presented the new " Stand Together Contra Costa" program that provdes rapd response and mmgraton legal servces n Contra Costa County. On Aprl 7, Mayor Qunto attended a ceremony at the Presdo n San Francsco honorng Flpno World War veterans. He receved a gold medal n memory of hs late father's servce. Hs father partcpated n the war of New Gunea. Mayor Qunto stated that t was great to see the senors present gettng the recognton they each deserve. Later that evenng he attended the Rose the Rveter Annual Beneft Dnner wth Counclmember Fadell. He also attended the League of Calforna Ctes Envronmental Polcy Commttee n Pomona last week. The Commttee s workng on alternatve methods for recyclng plastc materals and hopes to see " Cap and Trade" program funds used for ths. Earler today he attended a Chamber of Commerce luncheon and presentaton on alarm systems wth Counclmember Abelson. Counclmember Lyman announced the appontment of Tenzn Rangdol to the Fnancal Advsory Board and Art Machado to the Park and Recreaton Commsson. He announced the new play at Contra Costa Cvc Center and welcomed Maya Wllams. Barry Koops, El Cerrto, Contra Costa Lbrary Commsson Alternate, spoke n support of the Frst Wednesday Extended Lbrary Hours celebraton and thanked the Cty Councl and staff for ther efforts. Mr. Koops stated that patronage for the frst week ncreased consderably over the last fscal year. Mchael Fscher, El Cerrto, Contra Costa Lbrary Commssoner, thanked everyone for ther support of the Lbrary's Frst Wednesday Celebraton. Mr. Fscher remnded all that the lbrary s outdated and n need of an upgrade and expanson to better serve the communty. Al Mller El Cerrto also spoke p n support of extended hours at the lbraryry and asked that fundng contnue for expanded hours. Mr. Mller also expressed support for Consent Calendar No 4( G). Robn Mtchell, El Cerrto, spoke n support of affordable housng. Howdy Goudey, expressed hs apprecaton for the Councl' s nvestment n extended lbrary hours and announced that the Envronmental Qualty Commttee wll host a Fx t Clnc at the lbrary on June 9. Summer 2018 Cty Councl Meetng Schedule App rove a reduced Cty Councl meetng schedule consstng of the thrd Tuesday n July and August, and thrd Monday n September Cty Councl meetng dates n July, August and September 2018 would be held on Tuesday, July 17 and August 21 and Monday, September 17, 2018 ( Yom Kppur begns on September 18) wth an addtonal request to keep the frst Tuesday n August and September reserved for addtonal meetngs as needed. Support for the Renstatement of the Freedom for mmgrants Advocates Program At the request of Counclmembers Fadell and Mayor Pro Tem Pardue- Okmoto, adopt a resoluton requestng the renstatement of the Freedom for mmgrants Advocates Program at the West Contra Costa County Detenton Faclty and Jal to provde access to the communty vstaton program for detaned undocumented mmgrants and the program Hotlne so long as program partcpants follow faclty polces lke other agences. Speakers: Sherry Drobner, El Cerrto, expressed support for Counclmember Lyman' s alternatve resoluton and expressed concerns for practces that are occurrng at the County jal. Judth Tannenbaum, El Cerrto, expressed support for Counclmember Lyman' s alternatve resoluton and expressed concerns about practces that are occurrng at the County jal. Ronne Polonsky, El Cerrto, expressed support for Counclmember Lyman' s alternatve resoluton and the return of CVC volunteers to the West County Detenton Center to help detanees. Ms. Polonsky also expressed concerns about Sherff Lvngston. Ncholas Galloro, El Cerrto, stated that he laud' s the Councl effort to defend the Freedom for mmgrants program. Mr. Galloro stated that he felt the Sherff's acton of denyng the volunteers from enterng the jal was unethcal. Janet Newman, Albany, CVC Volunteer, stated that she supports a more clear resoluton and emphaszed the urgency of the ssue as many of the detanees are solated and have language barrers. Rchard Bell, El Cerrto, sad he supports the resoluton beng-more concse and urged maln g the resoluton to the Sherrff. Helen Dckey, El Cerrto, expressed her apprecaton for what the Councl has done on ths matter. Suzanne Stoddard, El Cerrto, expressed apprecaton for the CVC/ Freedom for mmgrants program and urged the Councl to support renstatement of the program. Verson:

Patel for 1718 Eastshore Boulevard Conduct a publc hearng and upon concluson adopt a resoluton authorzng executon of a purchase and sale agreement wth Kant Patel and Mradula Patel for the dsposton of 1718 Eastshore Boulevard for the purpose of hotel development. The approval of enttlements for the proposed development wll requre envronmental analyss under the Calforna Envronmental Qualty Act ( CEQA). The Purchase and Sale Agreement preserves the Cty' s dscretonary rghts to condton any enttlement approvals on the completon of the approprate CEQA analyss and the mplementaton of any requred mtgaton measures or alternatves necessary envronmental mpacts dentfed n the CEQA analyss. to address Melane Mntz, Drector of Communty Development. Mr. vy sad he s concerned about the ste havng adequate traffc flow and asked that the Cty Councl delay the sale or fnd a way that the three partes can come up wth a traffc management soluton. Speakers: Howdy Goudey_, El Cerrto, sad he s dsapponted about the narrowness of what s beng consdered ths evenng regardng electrcal vehcle ( EV) chargng and challenged the proposed EV and electrcal fees. Mr. Goudey stressed that the Cty needs to more thoughtful about permt fees so that the fees reflect actual cost and the Cty should also consder- fees wthn the context of scalablty. Cordell Hndler, El Cerrto, expressed support for Mr. Goudey s statement, stated that j a lot of work goes nto the agenda reports and encouraged the Cty Councl to pass the resoluton. One of the bggest changes s havng the County come on as a votng member. The future JPA would only have one vote per jursdcton as a result of scalng the scope back to core servces. The Cty of Rchmond whch currently has three votes would have only one vote. Any devaton n scope or changes n scope fundng requres a unanmous decson. The Authorty Board also moved to reduce reserves at RecycleMore whch wll result n the potental dsbursement of$ 750, 000 of whch El Cerrto would get approxmately 10% of the total amount.
