1 VILLAGE OF NORTH BARRINGTON MINUTES OF A PUBLIC MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF NORTH BARRINGTON HELD ON JULY AT THE NORTH BARRINGTON SCHOOL IN SAID VILLAGE 8:5 P.M. PRESENT - Trustees Gross Jablonsk Krumlnde and Schulke Presdent Anderson - Clerk G. Scharfenberg ABSENT - Trustees Davs and Forrest ALSO PRESENT - Offcer Frank E. OFFICERS' REPORTS: TREASURER - Treasurer Gerry reported balances on July as follows: Corporate Fund - Cash and Securtes - $72.98 Vehcle Lcenses Motor Fuel Tax Fund Polce Contrbuton Fund 6.38 Trustee Jablonsk moved to approve the treasurer's report - seconded by Trustee Schulke - By roll call vote: AYES - Trustees Gross Jablonsk Krumlnde and Schulke NAYS - None ABSENT - Trustees Davs and Forrest The Presdent declared the moton carred. Treasurer Gerry then submtted Treasurer's Report - Fscal Year ended March and Statement of Cash and Stcurty Balances as of March After dscusson Trustee Schulke moved the report be referred to the trustees commttee for revew and presentaton at the next meetng - seconded by Trustee Gross and passed unanmously. Trustee Krumlnde commended Treasurer Gerry for the beautful work performed n the preparaton of ths report whch was unanmously seconded by the entre board.

POLICE: Chef Svacha reported the followng complants and ncdents processed: Home nvason - no loss. Break n at school. Burglary alarm at school. Burglary - resdence. Prowler at new constructon. Freworks thrown n yard of resdent. Chld n need of emergency medcal treatment. Wld anmal complants. Annoyng telephone calls. Boat damaged by vandals. Auto accdent: Traffc obstructon. Lost dog Seats stolen from automoble Suspcous cars. Suspcous man at door. Party of teenagers found wth alcoholc beverages. "For Sale" sgns carred away. Vllage sgns vandalzed. Eleven () nvestgaton requests from federal agences. Twenty-nne (29) mal box depredatons. Teenage grl molested by group of young people. As Offcer Frank Fenner had nvestgated the vandalsm to mal boxes Chef Svacha turned the matter over to hm to report - Offcer Fenner sad hs nvestgaton wth postal authortes revealed ths vandalsm was not confned to the North Barrngton area but was spotted throughout the entre Barrngton countrysde. Whle ths type of vandalsm s not new ths surge has been the most extensve and the matter has reached the stage where somethng must be done possbly by combned effort of the communtes. After dscusson t was the consensus the Vllage wll go on record wth the Postmaster and wll contact other vllages relatve to a cooperatve nvestgaton. HEALTH OFFICER: No report. ROADS: In the absence of Supt. C. M. Newgent the presdent reported the state has approved the MFT contract n amount $ BUILDING OFFICER: No report PARKS & AUXILIARY SERVICES: No report

3 7/22/68 - Page 3 MOSQUITO ABATEMENT: Supt. L. M. Palmer reported on the severe mosquto problem - the rate s the hghest ever experenced. Normal foggng by truck has not been effectve; flghts of mosqutos follow one after the other too close for effectve control. Clarke Outdoor Sprayng Inc. plan to fog the area by helcopter at 6:00 P.M. Tuesday - July 23 - n an effort to spray naccessble areas as well as resdental areas and to make better contact. Ths s expermental usng dbrom and sugar and s approved by the F.A.A. CIVIL DEFENSE: No report. PLAN COMMISSION: Charman Rchard E. Johnson reported - Merely as a matter of nformaton at ths tme Mr. Johnson reported that Mr. Ken Schmd has submtted a revsed plan for subdvson of hs property. Mr. John J. Cordll has submtted hs resgnaton as member and vcecharman of the Plan Commsson because of ncreased busness responsblty. Mr. Johnson suggested that the board send a letter of apprecaton to Mr. Cordll for hs long years of dedcated servce to the Vllage. Trustee Schulke moved to accept Mr. Cordll's resgnaton wth regret - seconded by Trustee Jablonsk - and passed unanmously. A thrd petton has been receved from the Denkers Olsons and Pertls for vacaton of a porton of Hawthorne Road and after careful study and delberaton the Plan Commsson recommends that the petton be granted snce - - The Vllage has no nterest n the road If the vacaton s approved the pettoners wll releve the Vllage of any responsblty for servces - snow plowng etc. - and Fees of $50.00 per pettoner - a total of $ have been receved. After dscusson Trustee Krumlnde moved to concur wth the recommendaton of the Plan Commsson - seconded by Trustee Jablonsk - By roll call vote: AYES - Trustees Gross Jablonsk Krumlnde and Schulke. Presdent Anderson NAYS - None ABSENT - Trustees Davs and Forrest The Presdent declared the moton granted. The Presdent then submtted and read n full Ordnance No. 87 to vacate a porton of Hawthorne Road - Trustee Krumlnde moved adopton of Ordnance No seconded by Trustee Schulke - By roll call vote: AYES - Trustees Gross Jablonsk Krumlnde and Schulke - Presdent Anderson NAYS - None ABSENT - Trustees Davs and Forrest The Presdent declared the moton carred.

TRUSTEE COMMITTEE REPORTS: FINANCE & LAW: Trustee Schulke advsed that the Trustees Commttee had prepared a tax levy n amount $27000 whch wll be formally presented for passage at the August meetng. Ths s based on an assessed valuaton of approxmately $ and represents a rate of Copes were gven to the trustees for revew before passage. The Presdent reported a census report should be ready at the next meetng - a few people have not as yet reported. The sales tax survey s beng' completed and tabulated. Landwer wll ask the Supreme Court of Illnos to revew hs case; whether or not the Supreme Court wll hear the case s dscretonary wth the Court. The Presdent advsed that because of the urgent need for Vllage offce space he had requested Buldng Offcer Mlton Schwartz to prepare a rough renderng for a proposed vllage hall. The Presdent reported that he together wth Trustee Jablonsk had attended the Chamber of Commerce meetng along wth other vllage and cvc representatves on July 0 to dscuss the need for and fnancng of ambulance servce n the area. After dscusson t was suggested that the matter be a townshp operaton. The Presdent of the Chamber of Commerce wll appont a commttee for further study. POLICE FIRE AND PUBLIC SAFETY: Trustee Krumlnde dscussed the serous ncdents and ncreased number of ncdents facng the Polce Department. Presdent Anderson advsed that as suggested at the prevous board meetng he had nvted 2 ctzens to a meetng on Thursday evenng - July 8 - to dscuss the problem of polce and securty n the Vllage. Eleven () ctzens attended - along wth three trustees of the two commttees - Polce Fre and Publc Safety - and the Fnance Commttee. There was a preponderance of feelng that the Vllage should have patrol servce 24 hours a day - but t was realzed the cost would be prohbtve. The Presdent read hs letter to the trustees dated July 2 reportng on the results of ths meetng. The Presdent advsed he had then met wth Trustee Krumlnde and Chef Svacha on Saturday mornng - July 20 - for further dscusson of ncreased polce servce and ways and means of securng t. The Presdent read hs letter dated July 2 to the Trustees Commttee on Polce requestng them to nvestgate contractual servces and ntra-vllage servces. Pendng complete study and reorganzaton of the polce functons the Presdent presented as an nterm expedent - RESOLUTION No a resoluton authorzng payment to Polce Offcers for servces performed at the rate of $2.00 per hour for patrol servce and $.00 per hour for related servces - effectve August 968. Trustee Jablonsk moved to adopt Resoluton No seconded by Trustee Schulke - and passed unanmously.

5 7/22/68 - Page 5 RESOLUTION No a resoluton authorzng an annual rate of compensaton for the Offce of Chef or Actng Chef of Polce of $ effectve August 968. Trustee Jablonsk moved to adopt Resoluton No seconded by Trustee Gross - and passed unanmously. RESOLUTION No a resoluton provdng for the appontment of Gunnar Jensen as a Specal Polceman n the Polce Department. Trustee Gross moved adopton of Resoluton No seconded by Trustee Schulke - and passed unanmously. The Presdent advsed he had dscussed wth the Vllage Attorney methods by whch the Vllage may have avalable mones. The Presdent read an opnon of the attorney relatve to a possble referendum whch wll be studed for the future. The Presdent then dscussed an nterm alternatve whereby a specal Road and Brdge Tax of.0% may be assessed wthout a referendum. After dscusson the Presdent submtted and read Supplemental Appropraton Ordnance No n amount $ Trustee Schulke moved adopton of Ordnance No seconded by Trustee Gross - By roll call vote: AYES: Trustees Gross Jablonsk Krumlnde and Schulke. Presdent Anderson. NAYS: None The Presdent declared the moton carred. ABSENT: Trustees Davs and Forrest. The Presdent read hs drectve to Chef Roy E. Svacha dated July 2 that only operatng expenses be ncurred durng ths reorganzaton perod. Also that the servce statons be surveyed for the best possble dscount or prces and that credt cards be secured to be used on all purchases of automoble gas ol and accessores. Also that bds be secured on purchases aggregatng $250 or more. Trustee Jablonsk moved to concur wth the Presdent's drectve - seconded by Trustee Gross - and passed unanmously. The Presdent then submtted Paul J. Barta's resgnaton as leutenant on the Polce Force due to busness reasons and hs absence from the area for long perods. Mr. Barta has requested that he be apponted a specal offcer for standby servce. The board very reluctantly accepted Mr. Barta's resgnaton and expressed deep apprecaton for the fne servce he has rendered to hs vllage and the entre communty. The Presdent then submtted Resoluton No. 249 appontng Paul J. Barta a specal polce offcer. Trustee Gross moved to confrm and consent to the appontment of Mr. Barta and moved adopton of Resoluton No seconded by Trustee Schulke and passed unanmously. Presdent Anderson advsed that he had sent a draft of a curfew ordnance to the Trustees Commttee for study and recommendaton to the board. Sgt. Wm F. Meyers dscussed the nsurance coverage on polce offcers coverng false arrest and related matters. Attorney Brathwate wll be asked to

6 7/22/68 - Page 6 revew the polces and prepare a comprehensve opnon on the protecton afforded (or not afforded) polce offcers f sued as ndvduals. Presdent Anderson advsed that he had wrtten to Mr. John DePue relatve to the Boy Scouts partcpatng n the program to clear debrs from the creeks as a conservaton project. The matter wll be pursued. Dr. Tom Olson recommends the month of August as the best tme to do ths work. ROADS AND PUBLIC UTILITIES: No report. Dscoloraton of guard rals at Brooksde Road and Eton Road dscussed - wll check for possble corroson. BUILDING - HEALTH & SANITATION: No report. PARKS & AUXILIARY SERVICES: Deeds to 5 lots receved.
