N D 7:J Scsq For the Regular Meeting oft December 12, 2017 Originating Department: Administrative Services Department Head: 1,1 Jackie Acosta City Manager Flad SUBJECT: APPROVAL OF AN AMENDED AND RESTATED TENTATVE AGREEMENT FOR A SUCCESSOR MEMORANDUM OF UNDERSTANDNG WTH THE SOUTH GATE POLCE OFFCERS ASSOCATON AND ADOPTON OF A RESOLUTON APPROVNG PAY TABLES FOR THE SOUTH GATE POLCE OFFiCERS ASSOCATON PURPOSE: To approve an Amended and Restated Tentative Agreement for a Successor Memorandum of Understanding ( Amended and Restated Tentative Agreement ) with the South Gate Police Officers Association ( SGPOA ) which will cover the three-year period of July 1, 2017 through June 30, 2020, and to adopt a resolution approving the associated pay tables. RECOMMENDED ACTONS: a. Approve Amended and Restated Tentative Agreement for a Successor Memorandum of Understanding with the South Gate Police Officers Association; and b. Adopt Resolution Approving Pay Tables for the South Gate Police Officers Association. FSCAL MPACT: f approved, the cost over the three-year term of this agreement will be approximately $745,500. The unbudgeted FY 2017/18 costs will be funded from the unassigned general fund balance. The FY 2018/19 and FY 2019/20 costs will be included in the FY 2018/19 and FY 20 19/20 budgets. ANALYSS: None. BACKGROUND: The previous Memorandum of Understanding ( MOU ) with the South Gate Police Officers Association expired on June 30, On April 11, 2017, the SGPOA representatives and the City s labor representatives commenced labor negotiations, including exchanging proposals and meeting and conferring towards reaching agreement on a successor MOU. Since that time, the parties continued to meet and confer in good faith. On November 20, 2017, the parties reached a complete tentative agreement for a successor MOU. The initial tentative agreement was ratified by the SGPOA members on November 27, 2017, and approved by the City Council on November 28, After the parties ratified and signed the initial tentative agreement, the City offered a one-time, lump sum, non-persab1e payment of $ to the SGPOA as set forth in the attached Amended and Restated Tentative Agreement. The SGPOA has accepted the Amended and Restated Tentative Agreement and understands that this Amended and Restated Tentative Agreement replaces and supersedes any other prior Tentative Agreements between the parties. This Amended and Restated Tentative Agreement does not become effective until accepted, approved and adopted by the South Gate City Council per Government Code Section

2 The main deal points of the this Amended and Restated Tentative Agreement include: Wages: o One-time, lump sum payment of $ o 3.7% salary increase effective November 26, 2017 o 3.7% salary increase effective June 24, 2018 o 3.6% salary increase effective June 23, 2019 Bilingual Pay: o ncreased from $ per month to $ per month The City and the SGPOA have also agreed to work together to jointly prepare a comprehensive MOU for City Council approval on or before March 1, Additionally, Section 4.1 of the Rules and Regulations for the Administration of Civil Service Procedures (Resolution 6377) states that, the Compensation Plan shall be set forth in an appropriate salary resolution adopted by the City Council. Therefore, the salary increases approved in this Amended and Restated Tentative Agreement need to be formally approved by the adoption of an appropriate salary resolution, which is included as Attachment B. Staff would like to acknowledge and thank the SGPOA negotiating team for the time and effort that has been put forth to come to this Amended and Restated Tentative Agreement, as well as for the cooperative and courteous manner in which the meet and confer sessions were conducted. 4 Effective November 26, 2017, the base salary for the position of Police Officer will be increased by3.7%. Effective June 24, 2018, the base salary for the position of Police Officer will be increased by 3.7%. Effective June 23, 2019, the base salary for the position of Police Officer will be increased by 3.6%. Bilingual Pay: Effective November 26, 2017, bilingual pay for all eligible SGPOA represented employees will be increased from $ per month to $ per month. Grievance re: timing of the implementation of the 17% longevity step: As soon as reasonable after the adoption of this Amended and Restated Tentative Agreement, the City shall pay retroactive unpaid longevity pay, effective the beginning of their 27 th year of continuous service, to only those Police Officers who have previously reached the beginning of their 27 th year of continuous service and did not receive longevity pay for that year. n conjunction with this retroactive unpaid longevity pay, the affected Police Officers will have their vacation leave balances reduced by the number of vacation leave hours they accrued during their year of continuous city service. CTY OF SOUTH GATE LOS ANGELES COUNTY, CALFORNA A RESOLUTON OF THE CiTY COUNCL OF THE CTY OF SOUTH GATE APPROVNG PAY TABLES FOR THE SOUTH GATE POLCE OFFCERS ASSOCATON WHEREAS, on December 12, 2017, an Amended and Restated Tentative Agreement for a successor Memoranda of Understanding ( MOU ) for the South Gate Police Officers Association ( SGPOA ) was approved; and WHEREAS, Section 4.1 of the Rules and Regulations for the Administration of Civil Service Procedures (Resolution No. 6377) states that, the Compensation Plan shall be set forth in an appropriate salary resolution adopted by the City Council; and WHEREAS, a Resolution is needed to formally adopt the previously-approved salary ranges as shown in the attached pay tables. 7 NOW, THEREFORE, THE CTY COUNCL OF THE CTY OF SOUTH GATE DOES HEREBY RESOLVE AS FOLLOWS: SECTON 1. The City Council hereby approves and adopts the South Gate Police Officers Association Pay Table, effective November 26, 2017, attached hereto as Exhibit A. SECTON 2. The City Council hereby approves and adopts the South Gate Police Officers Association Pay Table, effective June 24, 2018, attached hereto as Exhibit B. SECTON 3. The City Council hereby approves and adopts the South Gate Police Officers Association Pay Table, effective June 23, 2019, attached hereto as Exhibit C. SECTON 4. The City Clerk shall certify to the adoption of this Resolution which shall be effective upon its adoption.
