Approval of November Mnutes Moton was made by Trustee Bruff, seconded by Trustee Lck, to approve the mnutes of the November Board meetng. Unanmously approved. 3. Appontment of Athletc Drector Trustee Bruff moved the appontment of Mr. Douglas W. Weaver as Drector of ntercollegate Athletcs, subject to contract, for the perod January 22, 1980, through January 21, 1985, wth a salary for the frst year of $52,500. Gfts & Grants s Specal Grant tems Natonal Superconductng Cyclotron Laboratory The above total ncludes tems 329 and 330, and are on fle as ndcated above. t s further recommended that the name of the laboratory be changed from the "MSU-NSF Heavy on Laboratory" to the "Natonal Superconductng Cyclotron Laboratory" as agreed upon by the grantng agency and Unversty personnel. RESOLVED that the above recommendatons be approved. Unanmously approved. C. BDS AND CONTRACT AWARDS 1. nstallaton of Data Processng Equpment Moton by Trustee Bruff, seconded by Trustee Sawyer. Wth the adopton of the budget, provsons were made for an upgradng of the computer equpment utlzed by the Data Processng Department and an BM 370/168 wll be nstalled on or before May 1, Several alteratons to the mechancal and electrcal systems must be made prerequste to ths nstallaton and formal bds wll be receved for ths purpose n February n order to meet the May 1, 1980, nstallaton schedule, t wll be necessary to award contracts mmedately upon recept and analyss of the bd responses. Ths s to request that the Admnstraton be authorzed by the Board of Trustees to accept proposals and award the necessary contracts pror to formal Board acceptance. After a prelmnary desgn revew, the Physcal Plant Dvson has estmated the cost of the requred plant modfcatons to be approxmately $120,000. Unanmously approved. RESOLVED that the Admnstraton be authorzed to accept proposals and award contracts wth a reportng to be made at the subsequent Board meetng. 2. Dr. Mackey also commented that the Governor's budget recommendatons contemplate larger ncreases than had earler been ndcated. The Governor's recommendatons also depart from earler sgnals n that they make some effort to recognze nsttutonal role and msson and are not straght across-theboard adjustments for all nsttutons. 2. Board Commttee Reports a. nvestment Commttee On behalf of the nvestment Commttee, Trustee Krolkowsk reported that the Commttee revewed letters from Scudder, Stevens & Clark outlnng nvestment transactons taken snce the October meetng of the Board of Trustees. Also revewed was the nvestment Performance Report for the quarter ended September 30, The Commttee heard a presentaton from representatves of Detrot Bank & Trust regardng ther management of the Fee trusts and dscussed a recommendaton from the bank that full dscretonary authorty be granted to them n the management of these assets. Currently, the Board s requred to approve sales n two of the three trusts. The Commttee voted to recommend to the Board that full dscretonary authorty be granted subject to the requrement that all nvestment transactons be reported to the nvestment Commttee on an after-the-fact bass at the next meetng of the Commttee followng the transacton.
