To ad and assst n the preservaton, stablzaton and revtalzalon of economc and aesthetc condtons wthn desgnated resdental communtes and commercal zones wthn the corporate boundares of the Cty of Buffalo, so as to promote a hgher qual ty of lfe and socal exstence by the grantng and coordnatng of loans, on a non-proft bass, to property owners for repar and rehabltaton of resldenta and commerca structures wthn such desgnated areas.

To coordnate and supervse efforts towards physcal rehabltaton and preventon of fnancal dsnvestment and deteroraton of housng,... commercal structures, and publc rghts of way, and to provde publc servce wthn the communty, ncludng co-operaton wth local government agences n the achevement of more extensve housng and health code complance, the possble revson of outdated code requrements, and coordnaton of 1 'publc mprovements wthn the communty, so as to stmulate the prde and concern of communty resdents and busnessmen. 3. To act as a counselng agent so as to provde nformaton concernng neghborhood rehabltaton and fnancal ssues relatng thereto.., 4. To establsh one or more "Hgh Rsk Revolvng Loan Funds" from whch varyng sums pfmoney may be loaned to property owners wthn such desgnated areas not meetng lendng standards for obtanng loans, at varyng rates and terms. 5. To act as a referral agent for those property owners who may be able to satsfy prevalng lendng requrements, and to stmulate such bank lendng wthn such desgnated areas,.so as to ncrease the avalablty of funds for the repar and rehabltaton.df resdental and commercal structures. 6. To apply for and request fundng from any federal, state or local government agency, as well as from varous prvate lendng nsttutons and foundatons, for the support and provson of the programs and purposes enumera ted above.' 7.
