Only text enclosed in quotation marks reports a speaker' s exact words. Pursuant to notice through the media and in conformance with the Public Meeting Law, Keith Heck, Chair called the meeting to order at 9: 00 a.m. Items discussed were as follows: 1. PROCLAMATION( S): a. In the Matter of Proclaiming the Month of October 2015 as GMO Awareness Month Commissioner Heck mentioned this would be tabled until September 30, b. In the Matter of Proclaiming the Days of September 30 October 4, 2015 as Navigating Adventure Continues Week( One original Proclamationfiled with the County Clerk) with Zonta The Commissioner Hare read and presented the Proclamation to Rosemary Padgett and Leslee O' Brian. Rosemary stated she is the new Zonta President and said the club will be welcoming 100 women to the City of Grants Pass during the week of September 30 October 4 and thanked the Commissioners for approving the proclamation. Leslee declared she was the past President of Zonta the last two years and expressed that Zonta improves the lives of women in our community and each year there are fundraisers to help women who are in abusive relationships or women who just get out of prison find jobs. 2. ADMINISTRATIVE ACTIONS IN CONSIDERATION OF: BOARD DECISIONS UNDER ADMINISTRATIVE ACTIONS WERE MADE AFTER PUBLIC COMMENT WAS RECEIVED a. Approval of Owner' s Sale Agreement with Frieda Bridges for County Purchase of Real Property at 315 N.W. D Street for use as Community Corrections Transitional Housing; Acceptance of Warranty Deed; and Closing Documents; Purchase Price$ 115,000; Map/ Tax Lot#: AD, TL 6400( Original Agreement returned to Legalforfull execution) Nate Gaoiran, Community Corrections Director, presented a Transitional Housing Need PowerPoint ( Exhibit A) discussing the benefit of purchasing the property located at 315 N. W. D Street which will be called the Lillis House. 3. REQUESTS/ COMMENTS FROM CITIZENS: ( Each person will be given three( 3) minutes to speak) Vivian Kirkpatrick-Pilger, Grants Pass, spoke about her dissatisfaction with BLM and asked how to stop the mineral withdrawal. Sandi Cassanelli, Merlin, read and submitted Weekly Business Session September 23, 2015 ( Exhibit B). Ron Ruby, Grants Pass, spoke about his concern with the proposed fire ordinance. Larry Ford, Grants Pass, spoke about his dissatisfaction to the recent dam removal and the effect it will have on our future water supply. Bill Hunker, Merlin, would like to know who wrote the proposed fire ordinance. Marianne Strehler, Grants Pass, read and submitted a letter regarding the proposed fire ordinance( Exhibit C). Rycke Brown, Grant Pass, spoke about enforcing a weed and litter code. Pauline Dean, Grants Pass, read a devotional from Anne Graham Lott( daughter of Billy Graham). Judy Aherns, Grants Pass, spoke about stopping BLM with the mineral withdrawal. Dale Matthews, Grants Pass, spoke about his video recordings. Upon roll call vote. motion passed 2-0: Commissioner Hare yes and Commissioner Heck yes. 5. 3 Transitional Housing Need Josephine County Community Corrections supervises over 900 probationers and parolees. Approximately 33 offenders a month are new to parole or probation in Josephine County. Statistically, 1 out of 2 people on supervision who are assessed as either high risk or medium risk are convicted of a new felony within 3 years ( recidivism rate). Many of the high or medium offenders who recidivated within the last 3 years had a housing need. Xht 791 ' c /

5 Transitional Housing 2017 Strategic Plan for Continue Partnership with Welcome Home Oregon to coordinate transitional housing, and other essential services like conducting needs assessments Identify and actively seek funding for Ferguson House, Lillis House, and East D St. House. Screen, manage, and supervise occupants to maximize potential for success. Develop new policies and procedures to maintain consistency, maximize efficiency, and meet the Transitional Housing needs.

6 Funding Housing : No Josephine County Plan for Transitional Occupants pay a housing fee to Josephine County Oregon Health Authority General Funds pays $57, 120 toward Ferguson House State of Oregon Justice Reinvestment Funds pay $ 105, 358 for staff, house manager position, Welcome Home Oregon transition coordination, and maintenance. State of Oregon Justice Reinvestment carry-over funds paying $ 90,000 toward purchase of Lillis and repairs Allcare paying $ 30,000 toward purchase of Lillis

7 Transitional Housing for Post- Prison 314 NW 4th, also known as the Ferguson House is owned by the County, and has infrastructure in place to house a maximum of 12 beds for clean and sober living. The annual operating expenditures are approximately $ 50k/ year The average stay is 100 days, which allows for a structured transition back into the community. The upcoming year, our agency anticipates to serve 43 offenders with the Ferguson House.

8 awi Transitional Housing for Probation 315 D St, also known as the Lillis House has current infrastructure in place for 6 transitional housing beds for clean and sober living. We have the possibility to purchase the home for a price of 115, 000. (Using the State' s Justice Reinvestment money from the biennium carryover funds coupled with $30,000 from Alicare funds) If an average stay is 100 days, the Lillis house will serve approximately 22 offenders per year.

9 Y Transitional Housing for Probation The East D Street house has been renovated by a private owner and is tentatively willing to lease the home to Josephine County for $975 a month for two years. If an average stay is 100 days, the East D St. house will serve approximately 29 offenders per year.

11 5)&/ 1/ boa i5 Weekly Business Session - September 23, 2015 On September 17th Jim Moore wrote an article about the County's renewed contract with Charter. But once again, he reported the news with the typical Courier spin. The result of negotiations continues to give the County' s General Fund 5% of Charter' s gross receipts. This amount has never changed since the initial contract in the late 1990s. Our County Counsels made darn sure that was protected. It has never changed, and is a great deal for the County government. But what they didn't care as much about was the contract' s influence on the public. The amount of money available for Public, Education, and Government Access for broadcasts was ONE TENTH of what was given at the initial contract. Not only did this dramatically decimate the P.E.G. fund, but the station for viewing the Commissioners' meetings could NOT be broadcast on any premium service tier. Charter wanted our premium station and our County Counsels essentially gave it away to them. Not so good for the public. Then Mr. Moore wrote, "Former county commissioner Sandi Cassanelli, a frequent critic of the Board of Commissioners since her recall in 2011, criticized the reduction in the PEG fund." A more truthful statement would be, " Former county commissioner Sandi Cassanelli, a frequent advocate for Josephine County citizens since her ILLEGAL recall in " But Jim Moore will never do the required research to know that our County Clerk certified an unlawful election, nor would he ever bother to report such. The Ordinance proposes the selection by the Commissioners ofjust one fire protection company per service area, thus removing all competition and choice and leaving homeowners at the mercy of the winning franchisee. The Ordinance further calls for fees, an Administrator and Board, all of which is designed to drive local operators out of business and increase costs for the homeowner. This proposed Ordinance is uncalled for, expensive, destructive and ill-conceived. I strenuously oppose it and ask the Commissioners to scrap it in its entirety.
