It cvers 22 Octber until 28 Octber, The next reprt will be issued n 5 Nvember. Highlights 607,000 new arrivals are reprted as f 28 Octber, accrding t IOM Needs and Ppulatin Mnitring, UNHCR and ther field reprts frm Naikhngchhari (Bandarbhan district). Since the last situatin reprt n 26 Octber, there have been 2,000 new arrivals. As f 28th Octber, the gvernment has registered 325,660 peple using bimetric registratin. The Lcal Gvernment and Engineering Department (LGED) is cnstructing the access rad twards different spntaneus camps. Meanwhile 10 access rads 9.25 Kilmeter length 68% has been cmpleted. The Military started cnstructin f main the cnnecting rad within the new camp, which will be 22 kilmeters lng. 5 kilmetres have been cmpleted. The Bangladesh Gvernment Scial Services Divisin has identified and registered 22,484 rphaned children as f 28th Octber. Thirteen new NGOs were granted FD7 permissin this week. The ISCG remains available t assist partners with the clearance prcess thrugh the NGO Crdinatin Cell. During the last reprting perid, many statistics have changed due t better data cllectin and better data reprting frm partners. 607,000 Cumulative arrivals since 25 Aug 327,000 Arrivals in Kutupalng Expansin Site 1 234,000Arrivals in ther settlements and camps 46,000 Arrivals in hst cmmunities Situatin Overview Vilence in Rakhine State which began n 25 August 2017 has driven an estimated 607,000 Rhingya acrss the brder int Cx s Bazar, Bangladesh. The speed and scale f the influx has resulted in a critical humanitarian emergency. The peple wh have arrived in Bangladesh since 25 August came with very few pssessins. They have used the majrity f their savings n transprtatin and cnstructing a shelter, ften ut f n mre than bamb and thin plastic. They are nw reliant n humanitarian assistance fr fd, and ther life-saving needs. Basic services that were available prir t the influx are under severe strain due t the massive increase in peple in the area. In sme f the sites that have spntaneusly emerged, there is n access t water and sanitatin facilities, raising the risks f an utbreak f disease. The Rhingya ppulatin in Cx s Bazar is highly vulnerable, having fled cnflict and experienced severe trauma, and nw living in extremely difficult cnditins. Ppulatin mvements within Cx s Bazar remain highly fluid, with increasing cncentratin in Ukhia, where the Gvernment has allcated 3,000 acres fr a new camp. Peple have begun arriving at the new, prpsed site befre infrastructure and services can be established. Crucially there is limited access t the site and n rads thrugh this site; this is preventing the develpment f infrastructure including water and sanitatin facilities.

Cnstructin f tilets and hand washing facilities in all learning spaces in needed. 40,994 children have access t learning spaces utside the registered camps. During this reprting perid Educatin Sectr partners established 22 new temprary classrms in Hakimpara, Jamtli and Kutupalng Expansin site. Sectr partners have recruited 56 new teachers in Unchiprang, Hakimpara, Jamtli and Kutupalng Expansin. Since August 25, 385 teachers have been recruited. During this reprting perid 4,234 girls and bys gained access t temprary classrms in Hakimpara, Jamtli and Kutupalng Expansin. 15,994 girls and bys wh gained access t learning spaces since August 25. The ttal number f children accessing learning spaces utside the registered camps is 40,994 including the sectr baseline 25, Schl in a Bx (SiaB) and 20 ECD kits were distributed in Unchiprang, Hakimpara, Jamtli and Kutupalng Expansin. Sectr partners distributed 100 SiaB and 100 EiE kits benefitting 7,000 hst cmmunity girls and bys in Teknaf and Ukhia Upazila. Educatin partners in the registered camp have revised the curriculum fr students until the end f the year, allwing fr students t still cmplete the schl year in December. Teachers in registered camps have prvided vluntary supprt in the schls t aid new arrivals. Over 83 teachers have been engaged. 5 schls have been cleared in Kutupalng RC t start receiving students. 412,000 girls and bys d nt currently have access t safe and prtective classrms. Lack f WASH facilities in the schls are the greatest challenge. Slw apprval f FD7 frms is hampering the scale-up f educatin in emergencies (EIE) respnse. The educatin sectr is currently recruiting a full-time Infrmatin Management Officer. The furth rund f fd distributin will be nging until 3 rd f Nvember. 226,000 ht meals were distributed with a daily average f 32, ,606 individuals have received High Energy Biscuits (HEB). 1,532 (415 PLW and 1,017 Children Under 5) have received supplementary feeding the last 7 days. Since 25 August, 65,328 (13,617 PLW + 51,711 Children Under 5) have received supplementary feeding. During the reprting perid, there was a gap in fd assistance fr 19,285 peple. Peple in need are still mving and changing their lcatin in search f better arrangements. This includes thse peple being relcated. In additin t there being a need fr mre distributin sites, the existing sites require imprvement. This includes rad access, shade, sanitatin facilities, etc. Fd distributin shuld als be imprved with mre prters, mre vlunteers fr crwd management and better cmmunicatin with cmmunities (many peple are nt sure abut the date f the distributin and the tken system). Further, additinal mnitring during distributins and pst distributin mnitring (PDM) is needed. Mre accuntability measures (cmplaint respnse mechanism, help desk, entitlements, etc.) shuld be put in place. Crwded living cnditins with lack f adequate water and sanitatin (WASH) cntinue t present risks f cmmunicable disease utbreak, ntably acute water diarrhea, bacillary dysentery, Hepatitis E, Typhid fever, etc There is a high level f cntaminatin f water, bth at the water surce and even mre at husehld level, with pr husehld hygiene practices. Scaling up WASH interventins is nging and a majr pririty. Althugh imprved, Insufficient access t health care services, including: New settlements and hardest-t-reach areas are prly cvered with public health services. Health care services implemented at settlement level lack standardizatin; Quality f care needs t be reinfrced. Insufficient accessibility t inpatient and secndary health facilities, including referral system. There is a need t reinfrce existing hspitals, and additinal inpatient facilities. Insufficient access t essential reprductive, health/maternal and child and newbrn health services, particularly in the hard t reach areas. There is als a lack f delivery facilities, with inequitable distributin. Hme deliveries are anecdtally been reprted t be high, especially where accessibility t delivery services is pr. The quality f care fr thse wh have experienced GBV is reprtedly pr in the wmen friendly centers (WFC). There is an aim t scale up and imprve referral pathways, accessibility and standards fr quality f care in PHC facilities and WFC s. Currently there are n adlescent friendly health services. An assessment is planned. Need fr scaling up and standardizatin f the cmmunity health wrkers (CHW s) netwrk, t ensure adequate health/hygiene prmtin, hme visits f pregnant wmen, newbrn and children and cntinuum f care. Mental Health and Psychscial Supprt needs cntinue t be immense. Currently there are n cmprehensive HIV and TB services, but the natinal HIV and TB prgrammes are planning t scale up supprt. 431,208 ppl prvided with health care services

A ttal f 431,208 persns have been reached with health care services since August 25, including 215,801 OPD cnsultatins, admissins and ther health services; 87,134 wmen and girls reached with SRH services; and 128,273 peple wh have received MHPSS. A ttal number f 135,519 children (9 mnths-15 years) received Measles/Rubella vaccines, 72,334 children (0-5 years) received pli vaccines and 72,064 children (6 mnts-5 years) received Vitamin A supplementatin. The Oral Vaccine (OCV) campaign was carried ut between Octber. 700,487 peple (1 year and abve) have been vaccinated, reaching 106% f the ttal estimated target ppulatin. OCV was als given t new arrivals at Arjumandpara and Sabrang entry pints. An Acute Watery Diarrhea wrking grup, chaired by the Civil Surgen, has been created fr regular mnitring f the AWD preparedness and respnse planning, including at the level f the Upila health cmplexes and UNMR camps that will be supprted. Agencies must quickly scale up their respnse capacity as several camps are nt cvered by partners wh can set up DTC/DTU s. Health sectr preparing fr pririty activities fr cyclne preparedness and respnse has been initiated. Medical/Nutritin screening, treatment and vaccinatin with MR and OCV vaccinatin and Vitamin A supplementatin is nging at the transit center at the Rubber Garden, Arjumandpara and Sabrang entry pints. An assessment will start in the last week f Octber t measure acute malnutritin rates in children under-5 years ld amng refugees in the makeshift sites, spntaneus settlements and registered refugee camps. The assessment will als include data cllectin n demgraphics, anemia, IYCF practices, under-5 child mrbidity and access and OCV and MR vaccine cverage. It shuld be nted that there is underreprting f health services by multiple agencies. T imprve crdinatin, it is crucial t designate a persn wh will be crdinating fr health at zne level at the UMR camp, crdinating with the relevant agency (IOM r UNHCR). Finding space fr setting up service health centres still remains a challenge t cater the need f the unreached Rhingya ppulatin in 3 large settlements (Balukhali, Unchinprang and Kutupalng). The newly indicated area f 3,000 acres fr refugee settlements has been tentatively planned fr ne health pst per zne (apprx. 14,000-20,000 peple), ne 20-bed inpatient facility per 50,000 ppulatin (in the zne) and larger inpatient facilities n the main rad, as well as space allcatin fr CTC/CDU. The cntinued influx f new refugees builds up the unvaccinated chrt and thus adds t the risk f transmissin f measles, rubella and chlera. Between 16 September till 21 Octber, 67 measles cases (21% cnfirmed) have been reprted, f which 90% amng the UMN ppulatin, and 69% frm the settlements in Ukhia. 0nly 11% reprted histry f 1 dse f measles vaccinatin (4 frm the hst cmmunity and 1 frm UMNs). Strengthening f EPI amng the under 2, is expected t start next week as a matter f urgency. The natinal bld bank is cnsidering a bld dnatin campaign in Ukhia t increase safe bld supplies. Cunter referral f UMN s is a majr issue. A strategy is needed. There is a clear need t standardize and scale up the Cmmunity Health Vlunteer (CHV) netwrk. Nutritin Sectr Crdinatr Tabasum Abdul Rasul Masumbuk tmasumbuk@unicef.rg Sectr Target: 470,300 peple Estimated ttal number f peple reached: 268,624 An estimated 564,000 peple need nutritin assistance f the new and previus arrivals and hst cmmunity. 240,000 children need nutritinal supprt 120,000 Pregnant and Lactating Wmen need nutritin supprt. 204,000 adlescent girls need nutritinal supprt. 54 Breastfeeding Supplementary Feeding Prgrammes established In the last week, 30,843 children under 5 were screened fr acute malnutritin (cumulative: 278,052) Amng them, 1,379 were identified as SAM and were admitted t in- and utpatient settings fr treatment (cumulative: 6,200)

6 Situatin Reprt Cx s Bazar Influx 6 In additin, 608 Children (6-59 mnths) were identified as MAM and were admitted t utpatient settings fr treatment (cumulative: 6,991). 376 children (6-59 mnths) were admitted t malnutritin preventin prgrammes (cumulative: 8,186). 53 Pregnant and Lactating Wmen (PLW) were identified as MAM and were admitted t utpatient settings fr treatment (cumulative: 784). 195 PLW admitted t malnutritin preventin prgrammes (cumulative: 7,461) 4,353 PLW received cunseling n Infant and Yung Child Feeding (cumulative: 23,996). 3,063 children f 6-59 mnths received Vitamin A supplementatin (cumulative: 72,064) 11,212 PLW and adlescent girls received Irn Flic Acid supplementatin (Cumulative:196,560) 66 Outpatient Therapeutic Prgrammes and fur Stabilizatin Centers were established during this reprting perid. An IYCFE respnse plan is under develpment Emergency Health and Nutritin Assessment (Demgraphy, Anthrpmetry, Immunizatin / Mrbidity Infant and Yung Child Feeding, Fd Security and Dietary) data cllectin is nging. CMAM TWG was established and wrking n mapping f existing and planned stabilizatin centers, OTPs and TSFP/BSFP and gap analysis. During the reprting perid, there was a gap in nutritin fr 295,376 peple. Capacity building fr nutritin partners t execute emergency nutritin interventins efficiently is needed. Infrmatin prvisin (relating t all services and sectrs) needs further imprvement. Targeted assistance t all persns with specific needs requires scaling up while Psychscial First Aid (PFA), Psychscial Supprt (PSS) and cunseling services need t be imprved and expanded. Basic infrastructure, including drinking water pints, lighting, signpsting, and WASH facilities are still nt available t many f the refugees, r facilities need imprvement; prtectin needs arise ut f the absence r inadequate quality f these services / interventins. A cmprehensive crss-sectral mapping f available services is an urgent need t ensure that services are available and accessible t refugees in an equitable manner in the different lcatins, and t avid duplicatin f effrts. There is a grwing demand fr cash, as it wuld facilitate a mre immediate respnse t meet basic needs by refugees, and wuld, as such, mitigate against certain prtectin risks. Unaccmpanied and separated children run many risks, including the risk f being expsed t early marriage and child labr. Identificatin f unaccmpanied and separated children, as well as ther children at risk, needs t scale up t refer them t and prvide them with apprpriate supprt. Family tracing and a system fr reunificatin must be strengthened. Cmmunity structures are t be fully mapped and strengthened, including issues f representatin and participatin, t ensure that the cmmunities can actively participate in decisins affecting them and can cntribute t the fullest t their wn prtectin and well-being. Brder mnitring cntinued fr the identificatin f any new arrivals bth thrugh field missins and regular liaisn with cntact persns at the main entry pints. A rapid prtectin assessment missin has been undertaken t Kunarapara and Br-Sngkhla entry pints where 6,000 and 7,040 refugees have been stranded respectively in between the Bangladesh and Myanmar brder fr abut six weeks.

7 Situatin Reprt Cx s Bazar Influx 7 The establishment and running f the transit centre at a rubber plantatin cntinued during this reprting perid. Services available include assistance and prtectin interventins fr the mst vulnerable individuals, medical and nutritin screening, vaccinatins, water and latrines, distributin f clthing and hygiene kits. Ht meals are als served. The relcatin frm the schls f the 728 families/3600 persns wh had arrived at the end f last week thrugh Anjumanpara entry pint t the zne OO in the Kutupalng extensin is underway, including iidentificatin and fllwing up n vulnerable cases, and assistance with their relcatin. The jint RRRC-UNHCR family cunting exercise is nging, with a cumulative number f 84,741 families r a ttal f 363,296 individuals cunted as f 26 Octber. This represents 80% f the extended target f 105,000 families An estimated 280,000 individuals have been individually registered in the gvernment-led bimetric registratin exercise. This figure represents apprximately 45% f the estimated ppulatin eligible fr registratin. A ttal f 306 incidents f gender-based vilence (GBV) were reprted and referred t care during the reprting perid. Of these, 96 percent were referred t emergency medical care services. A cumulative ttal f 1644 incidents have been reprted t date. These incidents include, but are nt limited t, sexual frms f vilence. Apprximately 2,590 wmen and girls received psychscial supprt and GBV service infrmatin frm twelve established safe spaces fr wmen and girls (SSWG). Since August 27th, apprximately 13,245 wmen and girls have accessed these SSWG fr peer supprt and recreatin, case management, and GBV emergency referral services. Over 5,391 men, wmen, bys, and girls received GBV service infrmatin thrugh cmmunity utreach and awareness raising in make-shift and spntaneus settlements during the reprting perid. A ttal f 19,695 have been reached t date. A ttal f 42,387 children have been receiving psychscial supprt in different child friendly spaces thus far. A ttal f 82 (Female: 22) data cllectrs (Department f Scial Services and SARPV staff) received training n Child Prtectin in Emergencies (CPiE). Tw new structures built t be used as rphanages were identified and lcated (nt yet peratinal). The tw spaces are intended t hst unaccmpanied refugees and rphans. A cmmunity based apprach f fstering unaccmpanied & rphan children by refugees families was successfully advcated fr. Life-skill sessins cntinue t be prvided t 13,467 adlescent bys and girls. Safe Space learning sessins were facilitated in varius lcatins. Limited capacity is a main challenge in respnding t GBV incidents and prviding supprt t survivrs. Increased bat fares result in additinal risks fr refugees seeking t reach safety and services. Lack f space cntinues t be an bstacle fr the establishment f service facilities, and affects access f refugees t necessary services, including identifying private, safe service pints fr prtectin case management. It is necessary t set-up a prper case-management and referral/fllw-up mechanisms fr prtectin cases. Refugees wh arrived prir t the last influx and wh have been living in hst cmmunities are at-risk f being displaced and f lsing livelihd and educatin pprtunities. Lack f access t livelihd pprtunities fr refugees especially wmen and girls wh are increasingly at risk f being frced int survival sex which has reprtedly becme a cping mechanism in the camps. Wmen and girls face safety and security risks when cllecting firewd frm the frest. The lack f sufficient lighting in camps further exacerbates such risks and negatively affects their sense f safety. Wmen and girls have n safe havens. Overcrwding in make-shift settlements and rapid ppulatin mvement in spntaneus settlements challenges the ability f service prviders t identify private, safe service pints fr GBV case management and psychscial supprt services. Nt all distributins pints are safe. In sme reprted cases, wmen with humanitarian gds in hand were targeted fr theft, harassment, and assault. Increasing islatin and restricted mbility f wmen and girls limits their access t infrmatin, including regarding life-saving GBV services. Further, the lack f designated tilet r bathing facilities in spntaneus settlements has a severe impact n the health and safety f wmen and girls. T avid pen bathing and defecatin, they reprtedly wash inside their shelters, restrict fd and water intake, and restrict mvement during the menstrual perid. The child prtectin subsectr is targeting t reach 200,000 children f the 348,000 ttal caselad f children between The current reach is still under 30,000, with additinal apprximately 50,000 under planning. Still the subsectr is in need t duble it is reach and seek additinal actrs t prvide CP services. The technical capacity f many f the wrkers in the field need additinal enhancement and advance training in technical areas such as case management. The lack f space in the camps in hampering the establishment f static CFS, shifting t mbile CFS wuld partially slve the issue but still there is a need t lcate spaces fr the CFS activities acrss the camps.

In the reprting perid, ver 36,000 HHs received acute emergency shelter assistance; 32,000HHs received blankets; 16,000 HHs received sleeping mats and 14,000 HHs received kitchen sets. The sectr is mbilizing material and technical resurces based n needs t carry ut shelter upgrades and ther interventins t imprve living cnditins as the secnd phase f the respnse. 150,000+ HH received emergency shelter assistance since 25 August Expansin sites already identified will nt have sufficient space fr the cmprehensive decngestin f Kutapalng Camp. Additinal land wuld need t be fund in ther areas t reduce the density f the large camps. Sectrs and cmmunities are reprting that there are numbers f vulnerable HHs which have nt received shelter and NFI inputs and will require targeted distributins. Site Management Sectr Crdinatr Wan S. Lack f crdinatin f service prvisin and infrastructure in existing sites hsting refugees, have resulted in gaps and duplicatin acrss sectrs. Standardizatin and harmnizatin f the areas/zne/blck bundaries and naming cnventins needs t take place and be agreed upn by all key stakehlders. It is imprtant that zne and blck systems are harmnized in a manner that reflect situatins n the grund t frm the basis fr address system. 9 Situatin Reprt Cx s Bazar Influx 9 Key Prtectin Cnsideratins fr Relcatin f Refugees was shared by the relcatin taskfrce (click here). The taskfrce may be drafting a SOP fr transprt as well as wrking with CwC WG n messaging related t relcatin that may happen in the future. Mvement f peple wh were living in schls t zne OO had started with nearly 200 families relcated by 25 th, and 800 expected in ttal t empty ut the schls and families with severe vulnerabilities t be mved frm transit center. On 25 th Oct., 202 new arrival families were transferred by the Army this mrning frm Thaingkhali (primary Schl / ftball field) t Balukhali (madrasa) with mre families expected t arriving in the cming days. Planning and crdinatin meetings fr receptin f new arrivals are taking place n an ad-hc basis. Need Assessment: Family cunting exercise in Kutupalng and Balukhali areas carried ut by RRRC with the supprt f UNHCR is expected t be cmpleted within the cming day. Fllwing this, the team will be mving int the area further suth, arund Jamtli and Hakimpara. NPM Flw Mnitring team established netwrk f key infrmants and setup standby mbile teams at strategic pints alng the brder t strengthen the timely reprting f new arrivals crssing the brder pints. Site Develpment: Site planning taskfrce had planned t carry ut preliminary survey and feasibility study f land fr pssibility f 1,000 acres additinal site expansins arund the area f Jamtli and Hakimpara. The survey is t be carried ut with Frestry Department. The taskfrce is als lking at cnstruct bridges acrss the Mdhuchhara Canal and enhance access and cnnectin frm existing rads int the Kutupalng Extensin Site. Ukhia-Balukhali Rad preparatin wrk has reached 4.6 km in the nrth, and 1.05km in the suth. Wrk n site planning at zne level had started in Znes OO and SS. Assessments are als n-ging t imprve rads inside Balukhali. Reprts f large pckets f settlements in hst cmmunities in Teknaf that will require further re-fcus and attentin by partners. The sheer size, density and spntaneus nature f the makeshift settlements hsting refugees remain majr bstacle t setting up the cmmunal infrastructures necessary t crdinate services at site level and interact meaningfully with cmmunity leaders and lcal authrities. The need t increase presence and capacities f partners fr site management activities, as well as t prvide n-ging capacity building/mentring supprts. The lack f traditinal cmmunity structures pses a serius challenge in ensuring inclusive and representative leadership structure in the camps. Land availability and access remains ne f the mst challenging aspects f site activities acrss all sectrs. Water, Sanitatin and Hygiene Sectr C-Crdinatr Sectr C-Crdinatr Naim Md. There is cntinuus new influx f refugees resulting in increase in ppulatin at multiple sites which is verlading existing WASH facilities due t heavy use. In additin, these new arrivals are in urgent need f WASH NFI s (jerrycans fr strage/transprtatin f water). 450,000 ppl are prvided with WASH assistance

10 Situatin Reprt Cx s Bazar Influx 10 Receptin areas clse t brder area have very limited safe water and sanitatin facilities. Based n the influx wrking grup discussin sectr partners are prviding bttled water and setting up mbile sanitatin facilities. The existing public health cnditins in the different areas due t space limitatin and terrain, cmbined with the increased ppulatin, has greatly increased the risk f serius public health hazards. As a part f AWD preparedness and respnse plans sectr partners have t prepsitin cntingency supplies which includes water purificatin tablets, chlrine pwder and NFI kit, in additin cntinue t meet immediate needs fr hygiene kits. WASH and health sectr partners will be jintly visiting different sites/camps t select apprpriate lcatins fr setting up DTC/DTU s. An estimated 530,000 peple have been reached with immediate WASH assistance. Cllectively, the sectr has reprted 4,370 tube wells (hand-pumps). Hwever, there are cncerns abut the quality f infrastructures (with a majrity being shallw), their apprpriate siting, ptential cntaminatin, and their adequate distributin given cntinued ppulatin mvements. Sme infrastructure surveys have fund ver 30% f water pints needing immediate rehabilitatin/replacement. Fr sanitatin, 24,773 temprary emergency latrines have been built hwever, there are cncerns regarding the quality, durability and the gegraphic distributin f the infrastructure. Infrastructure surveys indicate that in sme areas as many as 36% f cnstructed latrines are abut t be full, cmpunded by limited space and the current unavailability fr faecal sludge management ptins. Sectr partners will begin the desludging f the latrines and based n the cntext and decmmissining f latrines. Based n a signed MU between UNICEF and MDMR, The Bangladesh Army will start the cnstructin f 10,000 latrines ver the next 8 weeks. Bth agencies are currently wrking t define the allcatin f these latrines at varius makeshift settlements. Other sectr partners will cntinue t install WASH infrastructures in the expansin areas. 38,674 hygiene kits/nfis have been distributed in the majr spntaneus sites, makeshift settlements, and refugee camps as well as in sme nearby hst cmmunities. WHO has mbilized 6 teams t carryut water quality testing f all the water pints and at HH level. This assessment is meant t be cmpleted in tw weeks. Sectr partners will wrk clsely with the Bangladesh Army t pilt faecal sludge management treatment technlgy t establish a slid waste management system in the cming weeks. The ttal estimated gap in the number f peple wh require WASH services is 636,000. Physical access within the new sites is a majr cncern in scaling up the WASH emergency respnse. Gvernment, with the supprt f the military is wrking n the cnstructin f these access and link rads t varius parts f the camps. The prgress has been hampered due t recent spell f rain. With the n-ging influx, cngestin in the receiving sites is a majr cncern; it has verburdened existing facilities that has cmplicated access fr emptying latrines. This has increased the public health risk in these sites. Faecal sludge management remains a high pririty fr the WASH Sectr. T address the sludge management, partners are develping multiple cntext specific technlgies fr all the sites. Reliable access t health statistics, water quality testing/mapping and demarcatin/naming f the camps/ znes, will be essential t ensure rapid respnse in the case f epidemics. Crdinatin The humanitarian respnse in Cx s Bazar is crdinated by an Inter-Sectr Crdinatin Grup (ISCG) which was established after the previus significant influx f peple in Octber 2016 t try and ensure better peratinal crdinatin amngst agencies. Eleven sectrs are currently perating in CXB: Educatin (UNICEF/SCI), Fd Security (WFP), Prtectin with GBV and Child Prtectin Sub-Sectrs (UNHCR, UNFPA and UNICEF), Nutritin (UNICEF), Health (WHO), WASH (ACF/UNICEF), Lgistics and Emergency Telecmmunicatins (WFP), Shelter & NFI (IOM), Site Management (IOM), and Multi-Sectr ( fr the registered refugee respnse in Nayapara and Kutupalng Registered Refugee Camps, in place since the early 1990s, under UNHCR) alng with tw wrking grups Cmmunicatin with Cmmunities and Infrmatin Management. The Inter-Sectr Crdinatin Grup (ISCG) perates under the strategic guidance prvided by a Plicy Grup, which includes UN, INGOs and dnrs at Dhaka level.

11 Situatin Reprt Cx s Bazar Influx 11 The Sectrs liaise with relevant Gvernment cunterparts: Ministries, Departments r ther authrities, and ensure clear linkages with the natinal level clusters. Sectrs are underpinned by the principles f the cluster apprach, allwing fr a mre effective crdinatin, the establishment f sectr standards, needs assessments and analysis, technical issues, and mnitring needs and gaps in the prvisin f humanitarian assistance. Better crdinatin with the large number f Bangladeshi civil sciety rganizatins wh are prviding multiple, small scale, but ften uncrdinated distributins including clthing and fd is required. Individuals and private cmpanies in Cx s Bazar wh wuld like t prvide supprt t the Rhingya ppulatin shuld cntact the lcal authrities t ensure that this prcess is apprpriately crdinated. The District Administratin has established a cntrl rm t supprt this thse individuals wishing t prvide assistance shuld call them n The Department f Public Health Engineering DPHE and the District Civil Surgen have established mechanisms in Cx s Bazar t imprve crdinatin with implementing agencies n WASH and health respectively. The Ministry f Disaster Management and Relief (MDMR) district level RRRC will als be engaging in crdinatin with humanitarian actrs n the Kutupalng site establishment. The gvernment has nt requested supprt frm Freign Medical Teams at this stage. Lgistics: The Lgistics Hub in Ukhia has nw 12 functinal MSUs, ut f the 15 planned (up t 5,000 m3 capacity) Tw additinal MSUs, lcated utside f the camp, have been erected as additinal supprt t the Gvernment. Currently gvernment relief items ccupy three MSUs, dwn frm fur previusly ccupied, as Unslicited Bilateral Dnatins are decreasing (80% drp registered). The Lgistics Sectr received strage requests frm fur rganizatins: UNICEF, WFP, Save the Children and Christian Aid. The Lgistics Sectr, with the supprt f Handicap Internatinal-Atlas Lgistique, will be prviding space fr a kitting area inside the Lgistics Hub. The carg will be in the custdy f the Lgistics Sectr nce it is kitted. Lgistics technical supprt was prvided t UNHCR fr the erectin f three MSUs. In additin, training has been rganized fr UNHCR n erectin and setup f ffice prefabs. Further, the sectr is planning tw trainings pen t all interested rganizatins: 30 Octber: Mbile Strage Units (MSUs) setup and maintenance; at the Lgistics Hub, Ukhia Degree Cllege, Nvember: Warehuse standards, pest cntrl and warehuse management, at the WFP cmpund in Cx s Bazar ( ) with a practical exercise in the Lgistics Hub, Ukhia Degree Cllege, n 8 Nvember. Gender Understanding and addressing the gender needs and cnstraints f Rhingya Refugees will enhance the effectiveness f humanitarian respnse acrss sectrs. T aid this, sectrs have nminated Gender Fcal Pints (GFPs) t cnstitute a Gender in Humanitarian Actin (GiHA) Wrking Grup, which will be chaired by the Inter- Sectr Gender Capacity (GenCap) Advisr. The GiHA WG will (i) Serve as a Crdinatin frum fr exchange infrmatin n gender issues; (ii) Prvide Technical Advice and Guidance n gender mainstreaming; (iii) Supprt in the integratin f gender analysis in sectr assessments; (iii) Prvide technical supprt in gender capacity develpment; and (iv) Supprt sectrs in advcacy n gender related matters. Nutritin and Ppulatin Mnitring: The NPM team will be reviewing the assessment questins and indicatrs tgether with sectr leads and infrmatin managers at the next IMWG, in preparatin fr launching the next rund f NPM by the start f Nvember. The sectr will be wrking t align tls used in site management / cmmunity-based prtectin activities, as well as training materials, t ensure harmnized respnse.
