4 HUMANITARIAN NEEDS Since the beginning f the refugee influx in April 2015, sme mre than 240,000 peple have fled t Tanzania, making Tanzania the largest hst f Burundian refugees in the regin (refugee arrival number frm 5 th March 2017). A ttal f 303,139 persns f cncern, refugees and asylum-seekers, mainly frm Burundi (234,578 peple) and the Demcratic Republic f Cng (DRC) (68,354 peple), are hsted in Tanzania. In 2016, all new arrivals frm Burundi were granted prima facie refugee status, hwever, frm 20 January 2017, the Gvernment f Tanzania lifted the universal refugee status recgnitin fr Burundians. Prir t the current influx f Burundian refugees, Tanzania had ne refugee camp remaining Nyarugusu camp which was established in 1996 and primarily hsted Cnglese refugees (apprximately 60,000 peple). Nyarugusu was quickly cngested, exceeding the maximum carrying capacity with negative cnsequences n living cnditins, dignity, and prtectin f refugees. It further exacerbated tensins between the pre-influx refugee ppulatin and the new arrivals frm Burundi. Insufficient space and shelters, lack f NFIs, pr WASH cnditins and insufficient learning and play spaces fr children, created great psychlgical distress. Tw frmer refugee camps were re-pened Mtendeli and Nduta camps in Kaknk and Kibnd districts, respectively, t decngest Nyarugusu and hst the n-ging newly arriving persns. Until the end f the year, Nduta camp received 85,045 refugees which is als beynd the initially planned capacity f 55,000 persns. At the mment f writing this reprt, Nduta camp cunts 119,042 refugees. Mtendeli camp hsted 50,736 refugees at the end f December 2016, which is the maximum capacity based n water availability. Discussins are n-ging with the Gvernment f Tanzania regarding the prvisin f additinal land t accmmdate the cntinuing influx f new arrivals frm Burundi and DRC. The initially planned Karag camp prved nt t be suitable t hst peple due t unavailability f water. Due t the large number f newly arriving refugees in 2016, the humanitarian needs f persns f cncerns were immense, cvering needs f prtectin, fd aid, health and nutritin, educatin, shelter and nn-fd items, WASH and lgistics. The arrival f the large grup f refugees increased pressure n already challenged hst cmmunities. Lack f alternative cking fules led t defrestatin f the areas arund Nyarugusu and tensin between the hst cmmunity and refugees increased. Due t the encampment plicy, refugees arriving in Tanzania are entirely dependent n fd assistance. The basic needs and essential services such as health, educatin and water became verwhelmed. Lack f prper schl infrastructure (classrms, water, sanitatin and child Friendly Spaces (CFS) facilities), classes were cnducted under the trees and during rainy days schls were clsed. Shrtage f classrms was partly due t gvernment plicy fcusing n permanent infrastructure in camps, but als due t a lack f available funds t keep up with the influx f newly arriving refugees. In additin t the humanitarian situatin directly related t the refugee influx, Tanzania has als been battling a massive chlera utbreak that started in August The utbreak affected 28 f the cuntry s 30 regins. T date 25,095 cases have been registered and ver 389 deaths in cuntry. Reprts indicated that cntinued chlera transmissin is largely due t cntinued water cntaminatin, weak water, sanitatin and hygiene infrastructures, and the limited ability t sustain preventin and treatment services within the public health system. As f 20 January 2016, ttal f 551 chlera cases (52% males, 48% females) and 14 deaths had been reprted in the cmmunities hsting the refugees in Kigma District, Kigma Municipal and Uvinza District since August Hwever, n cases had been reprted amng the refugees ppulatin. II. FOCUS AREAS AND PRIORITIZATION Prtectin, Shelter and NFI, Health, WASH, Fd sectr, Transprtatin and Chlera respnse were the fcus areas fr this CERF prject. Particular attentin was given t vulnerable grups, amng them individuals with special needs as identified (persns with disabilities/chrnically ill, elderly and elderly taking care f children, persns living with HIV/AIDS, separated children and unaccmpanied minrs), wmen and girls. The CERF pririties included establishment f water supply and sanitatin and hygiene facilities in the new sites targeting an estimated 60,000 refugees in Nduta and Mtendeli. The utcme f jint assessment carried ut by UNHCR and its partners n the viable ptins fr supplying ptable water t the refugee ppulatin was thrugh accessing undergrund surces. Additinally, the WASH infrastructure in all three camps needs cntinuus maintenance, and gradual upgrading with prper designs beynd the current emergency mdalities t ensure that WASH facilities meet the minimum SPHERE standards. While the cnstructin f transitinal shelters cntinues, the wrk t replace the emergency cmmunal latrines and shwers with husehld latrines needs t be undertaken simultaneusly t ensure that all transitinal shelters are equipped with husehld latrines. In line with the shelter strategy, this ensures the ppulatin t be safe frm public health risks r epidemics related t pr sanitary facilities. In additin, it shwed that individual husehld latrines are als an imprtant measure t reduce risk f SGBV incidents in the camps. WASH interventins were further planned t target schls and child friendly spaces (CFS) in the refugee camps with an verall aim t enhance safe learning envirnment and curtail risks f disease utbreak and deaths amngst children and adults thrugh prvisin f water supply, sanitatin and hygiene services in schls and CFS.

5 It invlved cnstructin f semi-permanent and permanent installatin f handwashing facilities and prvisin f waste water drainages; installatin f water strage tank; and hygiene educatin/prmtin in schls t sustain safe and clean learning envirnment. A rapid schl WASH assessment was cnducted in early 2016 and the findings were incrprated int the prject. Insufficient number f latrines fund t be far belw recmmended natinal interim standards f 1:40 fr girls and 1:50 fr bys and as well as belw SPHERE minimum standards. In Nyarugusu the rati was 1:148; Nduta 1:682 and Mtendeli was 1:394. Sme 274 ut f 480 latrines in all camps were full and needed decmmissining r desludging. Pr cleanliness f latrines, average f 37.5% latrines were fund clean in all schls, an indicatin f pr hygiene educatin/prmtin. Further challenges were identified in lack f waste management facilities in all schls and CFS, and insufficient number f water pints fr drinking water per schl. Absence f hygiene prmtin/educatin, which includes frmatin f child-t-child facilitatrs and hygiene clubs; absence f enugh infrmatin, educatin and cmmunicatin (IEC) materials in schls led t lw hygiene knwledge amng children attending schl and CFS. Further, it was imperative t cntinue supprting the cnstructin f emergency and transitinal shelter t ensure adequate shelter in the refugee camps in Nrth-western Tanzania. The CERF prject included the distributin f 500 family tents t vulnerable families and shelter kits t 10,000 families and t imprve the physical security and reducing the risk f SGBV by mving peple frm cmmunal shelters. Prvisin f Emergency Cre Relief Items t 2,000 new families, was anther element f the prject. The shelter need remained even thugh emergency shelters were set up and cnstructin f mre durable shelters slutins started. The shift t transitinal shelters made frm mud bricks and crrugated irn sheets fr rfing was dne as emergency shelters such as tents and tarpaulin cnstructins are nt a lnger-term ptin. UN agencies are wrking with partners, ensuring that cnstructin is cmmunity driven and refugee participatin is maximized. Althugh the relcatin f refugees frm Nyarugusu t a new camp site was halted, Nduta camp must absrb all the newly arriving refugees. One key interventins area was t ensure preventin and respnse t SGBV thrugh multiple entry pints, including: ensure greater mnitring frm the brder entry pints t the camps, reduced firewd cllectin thrugh prvisin f fuel efficient stves. Safety during cllectin f firewd remains a key challenge and prvisin f fuel efficient stves reduces this threat and is part f the wider preventin strategy t reduce incidents f GBV during firewd cllectin. The plan was fr prvisin f 5,000 slar lamps, 100 slar street lights, 5 cmmunity based prjects in the hst cmmunities; establishment f cmmunity supprt grups, safe centers, referral mechanism and prvisin f cunseling t victims thrugh prvisin f psychscial experts in three camps; supprt t interagency and multi-sectral prgramme delivery n wmen s rights and empwerment, including preventin and respnse t SGBV; develpment f safe centers and wmen supprt grups and prmte and develp referral mechanicals fr victims. Hwever due t the increasing number f persns f cncern and the assciated risk f SGBV incidents, UNHCR re-fcused n the prcurement f slar lanterns as well as prvided material supprt in the frm f additinal emergency tents t prvide dignified space fr wmen-headed husehlds. The initially planned street lights t be funded by CERF were implemented thrugh a partner. T ensure that survivrs f rape and SGBV receive treatment within 72 hurs it was planned thrugh CERF t prcure and sustain availability f inter-agency emergency reprductive health kits. Due t the encampment plicy, transprtatin services had t be prvided fr all arriving refugees. Apprximately 30,000 refugees with their belngings were transprted t the camps and transit centers in a safe and dignified manner, ensuring that medical checks are undertaken and that necessary infrmatin messages are prvided. There were n changes t the riginal plan t transprt every asylumseeker, and t priritize vulnerable persns by taking them in light vehicles where needed and aviding lng waits fr them t bard the vehicles. Where the fit-t-travel checks fund peple t be t unwell t travel, they were referred fr medical treatment. T reduce the spread f diseases it was agreed t undertake immunizatin campaigns t 12,000 refugee children under 2 years and all children under five newly arriving t the camp. The target was als fr detectin and treatment f 2,000 children under five with severe acute malnutritin and t prvide medical supplies t supprt treatment f cmplicated malaria cases. Due t the identified gaps in maternal and newbrn health it was agreed t prvide training and supply fr emergency treatment fr sick newbrns and essential nenatal care as well as supprt reprductive and maternal health services by: prviding lifesaving emergency reprductive health kits and establish referral mechanism by leasing tw ambulances. As the encampment plicy limits the pssibilities fr livelihds fr the refugees the CERF als targeted the prvisin f fd t 120,000 refugees (and up t 170,000 with new arrivals during the implementatin perid) thrugh General Fd Distributin (GFD) and wet feeding (ht meals) t new arrivals t meet the minimum recmmendatin f 2,100 kil calries per day. The prject wuld als prvide 48,000 beneficiaries with supplementary feeding fr the treatment f mderate acute malnutritin and preventin f malnutritin, as well as, fd fr hspitalized patients. Fr the preventin and respnse t the chlera utbreak, 8 districts frm 5 regins were selected fr the CERF underfunded respnse prject based n limited husehld access t safe water and sanitatin facilities. These regins are Mara, Ddma, Iringa, Mrgr, and Mwanza. The eight ht spt districts selected frm these high pririty regins based n number f incident chlera cases ccurring within the last 14 days, and the ptential fr cntinued future utbreak are Ddma MC, Iringa DC, Musma MC, Musma DC, Mrgr MC, Ulanga, Ilemela and Ukerewe.

6 These regins/districts are mstly lcated arund the majr lakes, and the inhabitants are mstly fishermen whse native cultures and traditins harbur myths and miscnceptins that are inimical t safe hygiene practices. Transmissin f chlera which remains elusive t respnse effrts has cntinued t be a huge challenge in these regins. It was therefre realized that fcusing n a package f interventins in few htspt regins and districts that were prducing the highest number f cases, had the ptential t rll back the chlera utbreak. The CERF underfunded prject therefre prpsed interventins that deal with the rt causes f the utbreak in these areas. Limited access t safe water and sanitatin was identified as the mst imprtant factr fr the utbreak in Tanzania. III. CERF PROCESS This CERF grant is prviding funds t activities which are part f the Burundi Reginal Refugee Respnse Plan (Burundi RRRP) and which are als priritised activities discussed with the Gvernment f Tanzania. With the cntinuatin f the utflw f Burundian refugees, lcal, natinal and internatinal crdinatin structures are used and strengthened. The supprt t the Gvernment f Tanzania is essential t ensure that the needs f persns f cncern are prperly addressed and refugees are able t live in dignity and have access t basic services. Under the Refugee Crdinatin Mdel (RCM), UNHCR leads and crdinates the respnse t the Burundi refugee emergency, whereas technical meetings are rganised per sectr at the lcal level and als at Dar es Salaam level. Mre than 30 rganisatins are actively part f the RRRP with many natinal NGOs as partners. In develpment f the CERF priritizatin strategy, sectrs were requested t prpse areas fr pririty interventin under the CERF allcatin based n: current gaps in the humanitarian respnse and infrmatin available frm needs assessment. The prpsals submitted were reviewed by the Refugee wrking grup and final endrsement was dne by Heads f Agencies invlved in the refugee respnse. Three pririty areas f interventins were identified early n: actin t reduce SGBV and supprt t victims; water sanitatin and hygiene fr new camp sites t ensure that they can be peratinal t supprt the decngestin f Nyarugusu and receive new arrivals; identify alternative surces f fuel t reduce defrestatin and the risk wmen are expsed t when cllecting firewd. These interventins were allcated the full amunt requested befre priritizing amng the remaining interventins prpsed based n funding available t implement and ensuring that the allcatins wuld be large enugh t make a difference. All interventins are included in the Refugee Respnse Plan fr 2016 and have been identified as imprtant. The selectin f chlera htspts is guided by the available surveillance data and assessment reprts. Assessments and water quality surveys revealed that the surce f the utbreak was cntaminated water frm shallw wells, deep wells and tap water, as Vibri chlerae has been islated frm all these water surces, which are used fr cnsumptin by the ppulatin. The findings demnstrate that the cntinued chlera transmissin amng rural cmmunities is largely due t uninterrupted water cntaminatin, pr water and sanitatin infrastructure, and limited ability t sustain preventin and treatment services within the public health system. Assessments f epidemilgical trends f the utbreak, vi-a-vis husehld s access t safe water and imprved latrines led t the selectin f eight pririty districts fr CERF-Underfunded.

BENEFICIARY ESTIMATION Beneficiaries fr WASH activities cvered thrugh this CERF grant are all refugees frm the three camps (Nyarugusu, Nduta and Mtendeli). While nly sme f them have benefitted directly frm new sanitatin facilities such as husehld latrines, all refugees have benefitted thrugh the upgrading, maintaining and repair f the water supply system als cvered thrugh this prject. The number f beneficiaries in the initial prject was in relatin t the number f refugees, hwever, the cntinuus influx f newly arriving refugees frm Burundi made that the ttal figure f direct beneficiaries is much higher than the initially planned number. As the reprting perid ended n 31 st December 2016, UNHCR wrked with the bimetrically registered number f refugees wh arrived in Tanzania pst April 2015 crisis in Burundi, which is 204,102 persns. The ttal number f refugees living in the three camps in Nrth-Western Tanzania at the end f 2016 was 267,769 peple, which included the Cnglese refugees (as well as a few frm ther cuntries) that were registered befre the Burundi Situatin. While Cnglese refugees have als benefitted thrugh the general maintenance, repair and upgrading f the water supply system in Nyarugusu camp, they are nt part f the Burundi Situatin and therefre nt cunted in the ttal number affected by the crisis. T avid duble-cunting f refugees, UNICEF and UNHCR decided t fllw thrugh with the UNHCR figure fr the refugees and have added the 42,000 peple in the hst ppulatin UNICEF reached thrugh its prject activities. 1 Ttal number f Burubndian refuees in the refprting perid, nt including hst ppulatins r thse affected by the Chlera utbreak. 2 As the funds allcated fr the chlera respnse was nt directly linked t the verall refugee repspnse the number f benificiaries differed grately and these numbers are nt used t indicate the ttal target grup nr direct benificiaires reached in Table 5. 7

8 Beneficiaries fr Prtectin activities cvered thrugh this CERF grant are 204,102 refugees frm the three camps (Nyarugusu, Nduta and Mtendeli) and 11,000 peple frm hst cmmunities were reached as well. The ttal number f pst-april 2015 refugees is used, as fr example all SGBV services are benefitting the entire camp ppulatins. The refugees wh lived in Nyarugusu camp prir t the start f the Burundi Situatin (mainly refugees frm DRC) were nt calculated as direct beneficiaries in this prject. Beneficiaries fr Shelter/NFI activities cvered thrugh this CERF grant were 131,646 refugees frm the three camps (Nyarugusu, Nduta and Mtendeli). While all newly arriving refugees received NFI assistance, unfrtunately nt all received immediate shelter assistance. We calculated the direct beneficiary number with the peple reached thrugh the NFI distributin nly. The number f beneficiaries in the initial prject was als in relatin t the number f refugees UNHCR anticipated at the mment f prpsal writing, hwever, the cntinuus influx f newly arriving refugees frm Burundi made that the ttal figure f direct beneficiaries was much higher than the initially planned number. Fr the Chlera respnse, beneficiary estimatin was based n actual number f chlera patients admitted and treated at the Chlera Treatment Centres (CTC), the number f peple served by the 20 brehles and 200 VIP Tilets prvided by WHO in the eight htspt districts, and assessments f the number f husehlds reached by scial mbilisatin messages and chlrine tablets distributin. Ttal CERF RESULTS The mrtality indicatrs (under five mrtality and crude mrtality rates) remained belw threshld levels f critical situatin thanks t the interventins made pssible with CERF. The CERF cntributin allwed the UN t prvide the required fd needs t beneficiary ppulatins as per SPHERE standards. During the CERF timeframe, there was n increase in levels f acute malnutritin amng the refugee ppulatin. Hwever micr-nutrient deficiencies (particularly anaemia) and stunting levels were high, which calls fr a multi-sectral respnse. Fd basket mnitring during fd distributin assessed the effectiveness f the fd distributin system. The results frm fd mnitring shwed that n average all the refugees received ver 98% f the kilcalrie requirement frm the fd basket indicating efficient distributin. 54,966 pupils (28,432 girls and 26,534 bys) and 950 (241 female and 709 male) teachers have been reached by WASH in schls interventin acrss the 3 refugee camps In all the 3 camps, pupils nw have access t at least 3litres/pupil/day f water in all schls/cfs. Batch chlrinatin cntinued t treat the water supplied t schls. Daily free residual chlrine (FRC) mnitring indicated that the chlrine level was between 3-5mg/l hence ensuring that water supplied t pupils in schls is safe. Water supply was cnnected t hand washing statins, rms fr children with disabilities and MHM rms in all the newly cnstructed, as well as t the existing, latrine blcks. One grup handwashing facility has been installed in Mtendeli camp, where pupils wash hands in a grup at scheduled time t help internalise the habit f handwashing at critical times. 54,966 pupils frm 21 schls and 10 CFS have benefitted frm imprved latrine facilities. Each f the girls latrine blck has a tilet fr menstrual hygiene management (MHM) fr pubescent girls enabling them t manage menstruatin in privacy with dignity. At baseline, 94% girls reprted that there were n facilities in schl fr them t manage menstruatin in privacy and with dignity hence majrity pted t miss schl during menstruatin perid. 8

9 In additin, each f the girls and bys blcks have a latrine t cater fr the needs f children with disabilities. Handwashing facilities were cnstructed next t each latrine blck t prmte handwashing with sap after latrine use. As a result f this interventin, the latrine access rati has imprved frm 1 drphle/384 pupils t 1/86 pupils in Nyarugusu; frm 1/682 pupils t 1/290 pupils in Nduta and frm 1/200 pupils t 1/139 pupils in Mtendeli. Thugh recrding cnsiderable imprvement, the access rati is still belw the Tanzania Natinal interim SWASH/SPHERE standards f 1 drphle/40 girls /50 bys. Over 92% f latrines are clean cmpared t nly 59.7% at baseline. Slid waste management facilities and sak away pits have been put in place, greatly imprving the slid and liquid waste management mechanisms within the schls. 31 SWASH clubs (at least 1 per schl r CFS) have been trained in all the schls and CFS acrss the 3 camps invlving 311 pupils (195 girls and 116 bys) and 100 teachers t increase and sustain awareness n prper use f the WASH facilities as well as prmte hygienic practices in the schls. The schl cmmunity in Mtendeli camp have access t safe drinking water with establishment f the drinking water statin with fully functinal O&M mechanisms. 7,000 HH (42,000 peple) have benefitted frm husehld water treatment and safe strage prmtin thrugh the distributin f water guard fr drinking water treatment at the husehld level. 11,190 latrines were cnstructed in the three camps. The cntinuus high number f newly arriving refugees, mainly in Nduta camp, means that the cverage f husehlds with access t family latrines is nt achieved. Standard daily water supply was maintained thrughut the reprting perid, even thugh the high number f newly arriving refugees meant a cnstant extensin f the water supply systems, the prgress twards full access t water surces within 200m fr all refugees was partially met. There are cntinuus challenges regarding water strage capacity due t tpgraphical nature areas f higher elevatin causing inadequate water flw. In additin, the walking distance and cngestin at water cllectin pints was significantly reduced, as 90% f husehlds had access t water within 200m. Further imprvements are needed regarding the cverage f peple per tap stand. Currently, up t 112 persns are using ne tap, while the target is at 80 persns per tap. 12,302 f the sanitary kits cnsist f 5 items which are re-usable sanitary pads (Afripads), underpants, laundry sap, wrapper and a bucket were distributed in ,602 emergency shelters were set up in While refugees ften have t stay in cmmunal shelters/halls until a plt f land is allcated, the cnditins in thse cmmunal shelters are nt ideal and ften vercrwded. As sn as a shelter plts are allcated the family/husehld is supprted with a temprary emergency shelter. Depending n the availability f funds, UNHCR and partners are prviding transitinal shelters, which are semi-permanent and mstly made frm mud bricks with crrugated irn rfing. Due t the cntinuus influx f refugees thrughut 2016, UNHCR was struggling t cpe with emergency shelters fr newly arriving refugees. The biggest challenge is in the land allcatin and infrastructure, such as water supply and access rads. Cre relief items (CRIs) were prcured and distributed fr a ttal f 131,646 persns. The standard cre relief item kit cnsists f blankets, buckets, jerry cans, kitchen sets, sleeping mats, msquit nets, and slar lamps. Prtectin presence ensured at varius brder entry pints and transit centres, a particular imprtant activity in a situatin where s many new refugees arrive n a daily basis. The 18 receptin pints ffered basic services such as registratin, shelter, wet fd, medical screening, and general infrmatin t newly arrivals. Brder mnitring missins cnducted t varius areas all alng the Tanzanian brder. Training n fundamental human rights, SGBV and preventin f sexual explitatin and abuse was prvided t plice and ther camp authrities. A child and gender fcal pint was trained and deplyed within the plice crps wh deals with issues related t child prtectin and gender-based and dmestic vilence in all three camps. Several small-scale prjects in the hst cmmunities were implemented with the aim f prmting peaceful c-existence and reductin f tensins between the refugee ppulatin and hst cmmunities. Deplyment f 40 Scial Welfare Officers t supprt case management f acute child prtectin cncerns in all three camps. CERF funds als prvided supplies fr child friendly spaces in all three sites, such as recreatin and child friendly space kits, and case management system, parenting sessins, fur child friendly spaces with infrastructure, capacity building sessins with plice and cmmunity plicing, and capacity building fr case wrkers n prviding psychscial supprt and alternative care. Clinical care fr survivrs f rape and sexual vilence was prvided within 72 hurs f incident thrugh the distributin f 10 Pst rape and Treatment f STI kits. Measles and pli vaccinatin t all children belw five years, and ther rutine vaccinatin t children belw tw years. Malaria preventin and respnse was strengthened thugh infrmatin campaign and distributin f 12,000 LLINs t 12,000 husehlds and prvisin f diagnstic kits t partners and drugs fr treatment t three hspitals. With regards t children under five with severe acute malnutritin (SAM), nearly all cases (1,723) amng new refugee arrivals were identified and admitted in the nutritin prgramme fr treatment with a cure rate f 98% and death rate at 2 %. This is beynd the set target f 95% cure rate and < 5% death rate. 9

10 10 nurse midwives prvided t Nyarugusu main hspital in supprt f maternal and reprductive health services including ante natal care, deliveries, pstnatal care and family planning cunselling. Sme 2,628 deliveries have been reprted at Nyarugusu main hspital between July and December Emergency Reprductive Health (ERH) Kits distributed t ensure safe bld transfusin practices, make free cndms available thrugh the three camps, prvide clinical care fr survivrs f rape and sexual vilence, ensure availability f supplies t manage bstetric and new-brn cmplicatins acrss all health facilities and prvide clean delivery kits t visibly pregnant wmen and birth attendants fr use in hme deliveries when access t a health facility is nt pssible. Tw ambulances leased t strengthen referral f cmplicated bstetric cases t district hspital and within the camp. Thrugh IRC, UNFPA supprted recruitment, deplyment and maintenance f 21 health care wrkers (2 clinical fficers, 19 nurses) at IRC supprted health facilities in Nyarugusu refugee camp. The recruited staff prvided clinical care t survival f sexual and gender based vilence and the general refugee ppulatin. Respnding t the chlera utbreak a strng crdinatin mechanism fr current and future utbreak respnse was established t crdinate data cllatin, synthesize reprts and timely disseminate infrmatin widely with partners and the public. A multi-sectral Rapid Respnse Team (RRT) was als established t cnduct mnthly mnitring/supervisry visits t ht spts regins and districts. 20 hand pump brehles were prvided in htspt villages f Mara and Mwanza regins t prvide safe water t estimated 108,000 peple and 200 imprved demnstratin latrines beniffiting1,500 peple. 21,600,000 tablets f water guards were prvided t 514,285 husehlds fr 6 weeks and 1,107 drums (45kg) f High Test Hypchlrite (HTH) granules, distributed amng 83 district water authrities fr use in treating water at surce; and 100 HACH chlrine testers t district water authrities in chlera reprting districts f Mainland and Zanzibar. As a result, 70% f the urban and district water authrities started t treat (chlrinate) water at the recmmended chlrine level befre supplying t users. At the end f the CERF fund, 655,380 direct beneficiaries have been reached (r 104% f plan); 70% f sampled husehlds with drinking water had FRC level f >0.2mg/litre f chlrine and a marked decline in chlera cases and a halt in chlera transmissin were bserved in htspt cmmunities and districts where brehles and VIP latrines were prvided by WHO, including intensive surveillance, scial mbilisatin and case management. 10

11 CERF s ADDED VALUE CERF grants are crucial fr UN s activities due t the fast fund distributin which allw immediate implementatin. CERF underfunded windw grants are particularly imprtant t capacity t implement, if funds are received thrugh the first rund f distributin. This allws UN t bridge the funding gap, we are facing in the first half f each calendar year. Funding received in the secnd rund f CERF distributin are used t increase already started implementatin and therefre will benefit a greater number f beneficiaries. The timeliness f funding distributin is imprtant, especially fr infrastructure, such as sanitary facility r water supply system cnstructin, as the rainy seasn ften slws dwn implementatin. Overall CERF funding has imprved prvisin f humanitarian supprt in all sectrs and enabled the inclusin f attentin t vulnerable grups such as inclusin f latrines fr children with disabilities in schl t ensure access t sanitatin a) Did CERF funds lead t a fast delivery f assistance t beneficiaries? The CERF cntributin therefre was allwing partners t immediately expand which therwise wuld nt have been dne in the early stage f 2016 due t budgetary cnstraints at the time. It wuld have required additinal initiative t seek ut alternative dnr r recnfigure pririties within a limited budget, ff-setting ther equally imprtant pririties in the peratin. YES PARTIALLY NO This CERF grant was disbursed in May 2016, exactly ne year after the nset f refugee influx int Tanzania frm Burundi. While the first peak f refugee s arrivals was behind, cntinuusly high numbers f newly arriving refugees daily meant that the needs fr humanitarian supprt cnstantly increased thrughut the year. Hence, at the same time, the financial incme frm the initial dnr appeal in 2015 decreased, the CERF Underfunded windw supprt was critical. Many dnrs started lking at ther refugee ht spts in Africa, the Middle East and Eurpe and Tanzania entered a kind f hidden emergency. In additin, it prvided a platfrm t use the Natinal Schl WASH guidelines t standardize designs and appraches t Schl WASH. Findings frm the annual CHS has shwn that fd aid accunts fr three quarters (74 percent) f the surces f fd cmmdities that refugees in Nyarugusu camp cnsumed, while in Nduta and Mtendeli it accunts 84 percent and 87 percent respectively. The CHS further revealed that there is a slight imprvement f husehld dietary diversity cmpared t the previus year. Fr the 2016 CHS, mean fd cnsumptin scre (FCS) fr Nyarugusu was 55.0, which is an increase frm 50.9 recrded during the 2015 PDM. Nduta camp recrded a scre f 52.8 while the FCS in Mtendeli was

17 Mst f the interviewed husehlds fell in the acceptable fd cnsumptin categry (90.3 percent in Nduta, 89.6 percent in Nyarugusu and 89.1 percent in Mtendeli). Better cnsumptin in Nyarugusu camp culd be attributed t its stability cmpared t ther camps which are still new. Refugees in Nyarugusu have established sme livelihds and/r means f subsistence, mre s than thse in Nduta and Mtendeli which are camps still n internal transitin t stability, adptability and integratin int the lcal scial and ecnmic systems. During the CERF timeframe there was n increase in levels f acute malnutritin amng the refugee ppulatin. Perfrmance indicatrs fr treatment f mderate acute malnutritin remained within the recmmended SPHERE threshlds. In September 2016, WFP ffered technical supprt t a Standardized Expanded Nutritin Survey (SENS) which was led by United Natins High Cmmissiner fr Refugees (UNHCR) and cnducted in the three perating refugee camps (Nyarugusu, Nduta and Mtendeli t establish the nutritin situatin f the Burundian refugees. Survey findings shws a Glbal Acute Malnutritin (GAM) prevalence f 1.8 percent amngst children aged 6-59 mnths in all the three camps and is within the acceptable threshld f belw 5 percent GAM rates as per the WHO classificatin f malnutritin in emergencies. Hwever, the prevalence f anaemia amng children in the same age grup is abve 40 percent in tw ut f three camps. The rates f stunting acrss the three camps are abve the 40 percent threshld, which is cnsidered critical accrding t WHO classificatins. Key recmmendatins have been cnsidered t reverse stunting and anaemia levels. Fd basket mnitring during fd distributin assessed the effectiveness f the fd distributin system. The results frm fd mnitring shwed that n average all the refugees received ver 98% f the kilcalrie requirement frm the fd basket indicating efficient distributin. 13. This has been achieved thrugh sensitizatin f the fd cmmittees, erecting f bill bards with ratin infrmatin in lcal language and public awareness campaigns. This knwledge is hwever less strng in newly established camps; WFP will cnduct mre awareness sessins n this fr all the camps. Furthermre, thrugh the fd crdinatin meetings (FCM) that the refugee leaders attend, WFP infrms the refugees n any anticipated changes in the fd basket e.g. change f ratin size, anticipated pipeline break, changes f fd basket cmpsitin etc. Mre s, the FCM are usually held n a mnthly basis prir t every distributin in rder t ensure that cncerns raised during the previus fd distributins are taken int cnsideratin in the future subsequent distributins. WFP has als established a cmplaint and feedback mechanism is in all the 3 refugee camps which included setting up litigatin help desks at the final distributin pint (FDP). Hwever, nly 47.4 percent f the surveyed husehlds indicated that there is a system r place where they culd raise their cmplaints r ask questins if they wanted t cntact the aid agencies abut anything. As nted in different versight missins including dnr missins, this has t be strengthened and in 2017, WFP will wrk with ther UNHCR and Cperating Partners t ensure that all beneficiaries understand the feedback mechanism well. On safety t and frm distributin sites, 95 percent f the ppulatin that was interviewed reprted that they did nt experience safety prblems. Althugh this scre is exceeding the target f 90 percent, this result is slightly lwer than that 2015 s which was 98 percent. WFP tgether with the partners has ensured that distributin is dne in the mrning hurs s that the refugees can g back t their huse befre it is dark. Cncerns n distributin pint safety fr bth females and males were nted mre amng the Burundians ppulatin in all the camps. This is because the distributin arrangements fr newly arrived refugees have nt been stabilized as cmpared t Cnglese arrangements. In 2017, WFP will increase effrts t settle all issues that have been identified. WFP cnstructed additinal FDPs t make sure t address the refugees cncerns n the lng distance t the distributin site, especially in Nyarugusu where the Burundian refugees cmplained that their settlements were far away frm the existing FDPs. WFP will cntinue t engage with UNHCR and NGOs in charge f envirnment t address the sexual gender based vilence (SGBV) that is linked t access t firewd as a surce f fuel fr cking fds. Reprts have indicated that a significant number f wmen are abused while they g fetch firewd in Nyarugusu camp. 17
