2 WORKING WITH PARTNERS UNHCR wrks with the Gvernment f Uganda thrugh the Office f the Prime Minister (OPM), District Lcal Gvernments (DLGs), NGOs and UN / internatinal rganizatins. OPM is respnsible fr the crdinatin, settlement management and security at all refugee sites and partners implement multi-sectrial activities. The main Gvernment partners are: The Office f the Prime Minister, District Lcal Gvernments (Adjumani, Arua, Kbk, My and Yumbe), varius technical departments and the Uganda Plice Frce. ONGOING MAIN ACTIVITIES Emergency Respnse In 2017, Uganda has cntinued t respnd t the refugee influx frm Suth Sudan, with 227,224 new arrivals between 1 January and 30 April In April 2017, UNHCR and the Office f the Prime Minister pened a new settlement at Palabek, in Uganda s Lamw district, t enhance receptin capacity fr new arrivals. Mre than 86 percent f new arrivals are wmen and children. Suth Sudanese new arrivals refugee status n a prima facie basis. Prtectin UNHCR wrks with the Gvernment t prvide effective prtectin fr refugees and asylum seekers in Uganda. Its multiyear strategy is t ensure registratin, dcumentatin and status determinatin thrugh effective functining f the Refugee Eligibility Cmmittee and the Refugee Appeals Bard in line with the Refugee Act f 2006 and the Refugee Regulatins f UNHCR and partners ensure legal supprt; scial services, including child prtectin, assistance t vulnerable persns, SGBV respnse, psychscial activities and cmmunity building in the settlements. SOLUTIONS OUTLOOK In respnse t the Gvernment f Uganda s request fr supprt fr the Settlement Transfrmative Agenda (STA), the UN family and the Wrld Bank are in the prcess f develping a five-year Refugee and Hst Ppulatin Empwerment (ReHPE) strategy, a multi-year jint framewrk fr self-reliance and resilience prgramming fr refugee and hst cmmunities in Uganda s ten refugee-hsting districts. ReHPE seeks t mve beynd a traditinal care and maintenance apprach t enable refugees and their hst cmmunities t becme safer, self-reliant and t live their lives with dignity. ReHPE ultimately aims t develp new and innvative appraches t prtracted frced displacement by addressing the humanitarian-develpment nexus. This gal is expected t be achieved thrugh jint analysis, cllective advcacy, integrated service delivery and jint resurce mbilizatin. The ReHPE strategy prvides the basis fr prpsed jint prgramming f up t $350 millin ver five years. ReHPE emphasizes clse wrking relatinships between the Gvernment, UN, Wrld Bank, private sectr and develpment partners in planning and implementatin. The Office f the Prime Minister (OPM) Department f Refugees, key line ministries and the nine District Lcal Gvernments (DLGs) are central partners in the planning and crdinatin f develpment-riented interventins and in basic service prvisins. The Gvernment leadership ensures that UN and Wrld Bank supprt will prmte resilience and self-reliance in line with the lcal develpment pririties, given the recgnitin that refugees, natinals and hsting-districts face similar develpment and basic service delivery challenges and are mre susceptible t shcks than areas nt hsting refugees. 2

3 The ultimate gal is t prvide ecnmic assistance and scial service prvisin and fr it t be mainstreamed thrugh the DLGs in rder t imprve equity, relevance and cst effectiveness, in ways that supprt refugees and hst cmmunities withut distinctin. The way service delivery is integrated will differ between regins. In regins where refugees are settled n cmmunity wned land (e.g. West Nile), as well as in Kampala, the refugee grupings will be smaller and interspersed amng the lcal hst cmmunity. In cntrast, in thse regins where refugees are in gazetted settlements, with infrastructure already built, it will be a matter f gradually handing ver existing services and infrastructure t lcal gvernment. In bth situatins, supprt t, and capacity develpment f, DLGs is needed t ensure that basic service delivery is maintained despite the added ppulatin. T date, a number f initiatives have been launched in supprt f ReHPE: The Kbk Partnership - a public-private partnership between the Gvernment f Uganda Office f the Prime Minister, Kbk District Lcal Gvernment, UNHCR, ACAV (a civil sciety rganizatin) and Kat EcFarming (a private enterprise) t prvide 7,500 refugee and hst cmmunity husehlds with training n mdern agricultural techniques and imprved access t markets. Yunus Scial Business a partnership between UNHCR and Nbel Prize winner Muhammad Yunus scial entrepreneurship vehicle designed t leverage the strength f the private sectr t create jbs, generate incme, and empwer and capacitate the yuth OPM-WFP-UNHCR Jint Prject fr Self-Reliance a multi-year prject in Rwamwanja and Kyangwali settlements t deliver cmprehensive supprt in agriculture and nn-farm incme generating activities t 3,500 refugee and hst cmmunity husehlds, thereby reducing fd dependency enhancing fd diversity and increasing self-reliance and resilience. The Japanese Internatinal Cperatin Agency (JICA) has prvided supprt t three refugee settlements thrugh their Prmtin f Rice Develpment (PRiDe) prject, enhancing refugee self-reliance by imprving access t markets fr cash crps. A multi-disciplinary apprach thrugh innvative slutins is key fr livelihds including SGBV, yuth emplyment and empwerment, and energy and envirnment. The Wrld Bank s Reginal Operatin n Develpment Respnse t Displacement Impacts Prject in the Hrn f Africa (DRDIP) is a US$175 millin lending peratin that aims t imprve access t scial services, expand ecnmic pprtunities, and enhance envirnmental management fr hst and frcibly displaced husehlds in the targeted areas f Djibuti, Ethipia and Uganda. The prject s investments will fcus n: (i) sci-ecnmic develpment; (ii) sustainable envirnmental management, (iii) livelihds; and (iv) prject management and reginal and natinal institutinal supprt. As part f this prject, the Gvernment f Uganda is brrwing US$50 millin t supprt its Settlement Transfrmative Agenda. DRDIP will fcus n the fllwing refugee-hsting districts: Adjumani, Arua, Kiryandng and Isingir. DURABLE SOLUTIONS UNHCR facilitates vluntary repatriatin when cnditins in the cuntry f rigin have imprved and, n a limited basis, resettlement, whereby a refugee family leaves the cuntry f asylum and legally settles in anther third cuntry. UNHCR is currently wrking tgether with the Gvernment f Uganda n creative legal slutins fr lng-staying refugees that are unwilling r unable t return. Resettlement is used as an individual prtectin tl fr refugees with acute prtectin needs, as well as a durable slutin fr refugees in prtracted situatins. Uganda is ne f fur cuntries implementing a sub-reginal apprach t enhanced resettlement fr Cnglese refugees, which was intrduced in During a meeting in February 2015, the Great Lakes Refugee Cre Grup cmmitted t explring the ptential f de jure lcal integratin fr 15,000 lng staying refugees by bringing the issue t high levels within the Gvernment. This is in line with the Cre Grup s bjective t prvide a cmprehensive range f slutins fr all refugees in Uganda. This was addressed in a meeting with the Prime Minister in May 2015, wh recmmended the pursuit f an interim slutin such as lng-stay residence permits fr this caselad as a pathway twards eventual naturalizatin. An Inter-Ministerial Taskfrce has been cnstituted t lk int the requirements t enable the full implementatin f this utcme. Naturalizatin f Prtracted Refugee Cases: The Gvernment is explring the pssibility f prviding naturalizatin t 2,318 individual refugees wh all arrived befre This clear expressin f the Gvernment f Uganda cmmitment has been lauded by dnrs wh have indicated their willingness t supprt the Gvernment in this endeavur. 3

4 Educatin Refugee children are granted with the same rights t educatin as their Ugandan cunterparts, prviding them with free universal primary and secndary educatin (UPE). Hwever, hidden csts, such as teacher salaries and schlastic materials, hinder the abilities f many refugees t affrd t attend schl, especially at secndary level. At the end f 2015, arund tw-thirds f children f primary-schl age were attending educatin, while at secndary level that figure drps t arund 5.5%. Partnership with central and lcal district gvernment, Ministry f Educatin Science, Technlgy and Sprts (MESTS), UN agencies, internatinal and natinal NGOs and educatinal actrs are key. District Educatin Officers (DEO) and district lcal gvernment supprt with a range f administrative and quality functins such as prvisin f capitatin grants, teacher deplyment, schl inspectin, assessing and registratin f schls, as well as a supprt and supervisry functin t ensure basic standards are met. The Uganda educatin strategy ( ) aims t increase enrlment fr children aged 6 t 13 in primary schls and imprve access t secndary, skills training and tertiary educatin Health The delivery f health services is anchred in the Uganda Health Plicy and Health Sectr Develpment Plan that are bth aimed at achieving the Gvernment f Uganda s Visin 2040 f a healthy and prductive ppulatin. The health system in Uganda is cmpsed f public, private-nt-fr-prfit (PNFP) and private-fr-prfit (PFP) prviders as well as traditinal practitiners. Refugee settlement public health services are integrated int the District Lcal Gvernment health services and are implemented in-line with natinal health plicy and the Health Sectr Develpment Plan. Public health is being increasingly integrated with lcal service delivery systems in line with the bjectives f the ReHPE framewrk. Fd Security and Nutritin WFP prvides fd ratins fr persns f cncern at transit and receptin centres as well as a mnthly fd ratin nce refugees are mved t settlement plts. The settlement plicy whereby refugees are settled n land plts prvides them with the pprtunity t prduce sme f their wn fd. In additin, UNHCR partners carry ut agricultural and livelihd activities. In August 2016, Gvernment f Uganda, UNHCR and WFP annunced that, due t cntinued and severe underfunding, fd ratins wuld be revised by 50% fr all refugees wh arrived in Uganda prir t July Exceptins have been made fr particularly vulnerable refugees. In cllabratin with the District Lcal Gvernments, technical teams frm the health and nutritin partners, under the leadership f the Office f the Prime Minister, are wrking clsely t identify malnurished children in the settlements (refugees and hst cmmunity children) and enrl them n supplementary and therapeutic feeding prgrammes. UN agencies crdinate with the partners in addressing challenges related t malnutritin and micrnutrient deficiencies amng children. Water and Sanitatin UNHCR and partners endeavur t meet the minimum water requirements fllwing UNHCR Standards (15 litres per persn per day) during the emergency and UNHCR minimum standard (20 litres per persn per day) when the situatin is stable. This includes drilling and mtrisatin as well as maintaining brehles, cnnectin t main water lines, r water trucking. Sanitatin activities are supprted by partners t achieve 1 latrine per husehld and public health prmters are trained n an nging basis in all refugee-hsting sites, t enhance knwledge and imprve n practice. Shelter and NFIs The peratin fllws the standardised shelter kits and cre relief item distributin scale. Prcurement and prvisin f minimum shelter and cre relief items is a pririty with new arrivals. Additinal shelter and NFI supprt is als prvided t persns with specific needs wh are lng stayers in the cuntry. A new shelter strategy is being develped t transitin frm emergency shelter t a semi-permanent shelter apprach. Settlement Crdinatin and Settlement Management The Office f the Prime Minister (OPM) is primarily respnsible fr the Settlement Management. UNHCR, with the supprt f partners, crdinates the maintenance and running f 3 transit and 4 receptin centres as well as 5 waystatins and 2 cllectin pints: in the nrthwest Nyumanzi transit centre (TC), Ocea receptin centre (RC), Elegu Cllectin Pint (CP) and Kuluba CP; in the midwest f Kabwya waystatin (WS), Kagma RC and Kiryandng 4

5 RC; and in the suthwest f Bubukwanga TC, Nakayj WS, Kyenjj WS, Ishasha WS, Muhkya WS, Malemb RC and Nyakabande TC. Access t Energy UNHCR is develping an Envirnment Impact Assessment and Actin Plan per settlement and plans n the implementatin f the Glbal Safe Access t Fuel and Energy Guidelines (SAFE). The peratin fcusses n envirnment cnservatin and prtectin; and prmtes access t energy saving stves and alternative clean fuels. Lgistics UNHCR wrks with partners t ensure transprtatin f nn-fd items t the varius sites is crdinated. It als wrks with relevant partners t ensure transprtatin supprt fr newly arrived refugees and assisted spntaneus returns.
