1 CALL FOR PAPERS TWO DAY S NATIONAL CONFERENCE ON MAINSTREAMING TRIBAL AREAS IN KHYBER PAKHTUNKHWA: PROSPECTS AND CHALLENGES Organised by Shaheed Benazir Bhutt Wmen University, Peshawar. THE CONCEPT Federally Administered Tribal Areas (FATA) merger with Khyber Pakhtunkhwa (KP hencefrth) under FATA Interim Gvernance Regulatin, 2018 will usher in a new era fr bringing the tribal peple int mainstream and prviding them with pprtunities t harness the benefits f sciecnmic develpment. Since lng, peple f the tribal areas had been deprived f their cnstitutinal and plitical rights, and ther sci-ecnmic pprtunities existing in the mainland Pakistan. In the wake f September11, and the subsequent War n Terrr, FATA turned int an epicenter f militancy and extremism, particularly peple f FATA have been n the frnt line in the War n Terrr and majr victims f this prlnged cnflict. Addressing the grievances f the tribal peple and defusing this epicenter f militancy, therefre, has been a central cncern fr the strategic cmmunity and plicy makers f the cuntry. Against this backdrp, FATA Interim Gvernance Regulatin, 2018 is a step in the right directin; it has repealed the British-era Frntier Crimes Regulatin, als knwn as Kala Qann (Black Law) amng the residents f FATA. The Interim Regulatin retitles the seven agencies, as tribal districts and six Frntier Regins as sub- 1

2 divisins, prvides tribal areas representatin in the Natinal Assembly and KP Prvincial Assembly. FATA merger with Khyber Pakhtunkhwa will necessitate the recnstructin f infrastructure, rehabilitatin f Internally Displaced Persns (IDPs), establishment f elected lcal gvernment system, putting in place a mdern plicing mechanism and extensin f the criminal justice system t the tribal districts and sub-divisins. The merger entails a rbust sci-ecnmic uplift prgramme fr the regin t help eliminate the sense f alienatin and exclusin amng the tribesmen regarding public services delivery. Despite FATA merger with KP, mainstreaming tribal districts seems t be a lng, and intricate jurney. KP and FATA are ften said t be as cngenital twins ; their law and rder and ecnmy is intertwined, hwever, unlike tribal areas, Khyber Pakhtunkhwa prvince has a defined and functinal cnstitutinal, plitical, legal and administrative system. Hw this defined and functinal system wuld be extended t tribal districts will be a daunting task fr plicy makers with many challenges t vercme. These challenges include security threats frm militant rganizatins, implementatin f criminal-judicial refrms, strengthening f law enfrcement agencies, breaking militant-criminal nexus, intrductin f effective lcal bdies system, sciecnmic develpment, financial assistance and participatin f wmen in the refrm prcesses fr successful mainstreaming f tribal districts and sub-divisins. Mst imprtantly, bureaucratic hurdles, and the vested interests f sme status qu pwers may cause hindrance in much needed refrms fr the regin as the merger is t take place in stages, thereby adversely impacting n the plitical and security landscape f Khyber Pakhtunkhwa prvince. In rder t gain a nuanced understanding f these evlving dynamics f FATA merger with KP, Shaheed Benazir Bhutt Wmen University, Peshawar, is rganizing a tw days natinal cnference t deliberate upn the prspects and challenges f mainstreaming tribal districts in Khyber Pakhtunkhwa. OBJECTIVES OF CONFERENCE: The main bjective f the Cnference is t deliberate upn the legal, cnstitutinal, sci-cultural, ecnmic, plitical and security dimensins f tribal areas merger with Khyber Pakhtunkhwa and its implicatins fr KP, Pakistan and the regin. The cnference is basically aimed at gathering 2

3 the mst relevant schlars and intellectuals frm academia, media and civil sciety t share knwledge thrugh nvel appraches in plicy decisin making and implementatin f merger with KP and t discuss the issues, prspects and challenges f mainstreaming tribal areas. In this cntext, the cnference bradly aims at achieving the fllwing bjectives: T discuss the sci-cultural, ecnmic and plitical pprtunities that are created fr the tribal peple. T debate and discuss the security, plitical, ecnmic advantages that wuld be derived frm the merger fr Khyber Pakhtunkhwa in particular and fr Pakistan and the regin in general.
