1 Eastern Caribbean Humanitarian Situatin Reprt Eye f Irma ver Barbuda- NASA pht Highlights Hurricane Irma, a pwerful Categry 5 hurricane packing winds in excess f 185 miles per hur, impacted several eastern Caribbean cuntries n 6 September Irma s wide band swept ver Antigua & Barbuda, Anguilla, Mntserrat and St Kitts & Nevis with Barbuda and Anguilla mst heavily affected. Turks & Caics and British Virgin Islands are being impacted at time f this update. While Reginal Rapid Assessment Teams are being rganized, gvernments have reprted: Widespread devastatin in Anguilla with many hmes and critical facilities reprted damaged, including mst schls, the hspital and the plice statin. Three f the fur shelters were als damaged. Cmmunicatin with the island is limited and the airprt is nt functinal with its air traffic cntrl twer damaged. Impact in Barbuda is severe as the eye f the hurricane passed five miles nrth f the 35 square mile island. Ninety per cent f all buildings are reprted as destryed r severely damaged. Telecmmunicatin systems in the island are dwn and pwer supply remains ff acrss the island. One fatality is reprted. Minimal infrastructural damage was reprted in Dminica. Antigua, Mntserrat and St Kitts with all cuntries having issued the all clear signal by 11 a.m. Accrding t all reprts received severe damage is expected in Turks and Caics and British Virgin Islands if Irma fllws the frecasted trajectry. Hurricane Jse is predicted t fllw a similar trajectry as Irma in the next few days. UNICEF Eastern Caribbean Area Office is fully engaged with the Caribbean Disaster Emergency Management Agency (CDEMA) Respnse mechanism as well as with natinal partners t cnduct rapid assessments f the impact f this pwerful hurricane t determine UNICEF and ther partners respnse. 2 UNICEF s Respnse with Partners UNICEF s pre-psitined emergency supplies in Barbads and Antigua will be rapidly distributed in crdinatin with natinal authrities in the mst affected cmmunities. The first respnse supplies include tents, water purificatin tablets and hygiene kits fr displaced families. Other supplies such as tarpaulins, blankets and ptable water cntainers are available fr immediate shipment frm the Panama reginal stcks. UNICEF has disseminated radi PSAs t lcal radi statins with key messages. UNICEF will utilize traditinal as well as scial media platfrms fr disseminatin f key messages in health, child prtectin and WASH. Texts and whatsapp platfrms as well as UReprters will als be used t reach adults and children with critical care messages fllwed thrugh by partners n the grund t ensure actual reach. As an integral part f emergency prgramming fr children s safety, trained facilitatrs are in place in every cuntry t prvide psychscial supprt fr the mst affected/impacted children and adlescents, ages 6 thrugh 14 years, thrugh the "Return t Happiness" prgramme. In the event that natinal facilitatrs are themselves cping with the disaster, teams frm nn-impact cuntries are ready t be deplyed t supprt the implementatin f the prgramme. UNICEF is als ready t prvide supprt fr mnitring and reprting n any serius cncerns fr children and wmen, especially within shelters, as well as t prvide guidance fr strengthening child prtectin mechanisms within cmmunities with large scale displacement. This is t ensure that vilence, explitatin and abuse is prevented and addressed.

At Subreginal level a develpment partners grup is already estabilished and functinal, led by the UN Resident Crdinatr fr Barbads and the Eastern Caribbean and CDEMA. UNICEF technical team with the fllwing human resurce areas are geared fr rapid assessments: WASH Specialist Educatin Specialists Prtectin Specialists C4D Specialists Humanitarian Strategy Eastern Caribbean cuntries have made remarkable strides tward guarantee children and adlescents rights, including access t basic educatin, health and prtectin services. Hwever, the impact f Hurricane Irma jepardizes all f these advances and created an extremely vulnerable situatin fr the mst f the ppulatin,

4 especially fr children and adlescents in the affected cuntries. UNICEF Eastern Caribbean Area Office has been wrking with natinal and reginal authrities, and is recgnized as an hnest brker facilitating partnerships t prvide direct supprt t sectrial ministries and cmmunities. The main supprt pririties fr UNICEF at this mment are: Water, Sanitatin and Hygiene Prmtin Prtectin fr the mst vulnerable children and adlescents Psychscial supprt t the mst affected children and adlescents Re-establish the educatin system, including Early Childhd Develpment services, as the main prtective envirnment Participatin and engagement f families and children and adlescents in the recvery effrts. UNICEF Respnse plan WASH UNICEF will ensure that a minimum f 10 litres f safe drinking water per day is available fr affected ppulatins in shelters thrugh the prvisin f 1,000 litre water tanks, water purificatin tablets and 10 litre water cntainers. Fr shelters, UNICEF will ensure adequate gender segregated sanitatin and bathing facilities, with cleaning supply materials and family hygiene kits. UNICEF will prvide material and technical supprt t the Ministry f Educatin fr the hygienic cleaning f all affected schls, especially thse used as shelters t enable quick return t regular educatin. Fr schls with interrupted water supply, UNICEF will supprt the installatin f 1,000 litre water tanks. Educatin The hurricane has hit right at the start f the schl year affecting schl facilities. Educatin plays a key rle during emergency situatins, s UNICEF and partner will mbilize all the pssible resurces in rder t accelerate the return t schls fr the affected child ppulatins. T supprt the early resumptin f students schling in the shrt term, will necessitate sme clean-up f the schl spaces t eliminate debris and ther assciated with flding as well as temprary repairs t make classrms in the affected schls functinal. At the same time, the teachers and ther supprt persnnel will need adequate pedaggical and recreatinal resurces t supprt students in their learning and ensure cntinued recreatinal as part f wider effrts t guarantee the right t educatin fr all children and adlescents. UNICEF will ensure als that all preschl age children and girls, access quality educatin and care pprtunities in safe and secure learning envirnments that prmte the prtectin and well-being f learners is established. T d s, UNICEF will strength the capacity f caregivers t prvide care, learning and develpment in hmes, ECD centres and alternative cmmunity spaces in emergencies. ECD kits will be prvided t re-start regular services fr children t return t a rutine f nrmalcy. Child Prtectin As an integral part f prgramming fr children s safety, trained facilitatrs are in place in every cuntry t prvide psychscial activities fr the mst affected/impacted children and adlescents, ages 6 thrugh 14 years, thrugh the "Return t Happiness" prgramme. UNICEF will prvide supprt fr mnitring and reprting n any serius cncerns fr children and wmen, especially within shelters, as well as t prvide guidance fr strengthening child prtectin mechanisms within cmmunities with large scale displacement. This is t ensure that vilence, explitatin and abuse is prevented and addressed. Public service annuncements which prvide tips t caregivers abut hw t best prtect their children befre, during and after a disaster are already with all natinal radi and televisin statins. UNICEF will ensure the

5 regular airing f this infrmatin. These messages are als being circulated t the ppulatin via all f the scial media channels. Cmmunicatins fr Develpment (C4D), Cmmunity Engagement & Accuntability UNICEF will utilize C4D strategies and tls t guarantee that all children and adlescent living in the affected areas can be prtected, healthy and access t educatin and participatin spaces. T d s, UNICEF will adapt key messages fr mthers and caregivers with special fcus n children under five, regarding nutritin, hygiene and prtectin. At the same time, UNICEF will wrk with cmmunities, with a fcus n children, n the imprtance f prper handwashing as well as ther basic hygiene practices t prevent the spread f water brne diseases. These initiatives will be dne in a participatry way and cnsidering the specificities f the affected area. UNICEF will als disseminate messages fr adults n keeping children safe fr all frms f vilence, especially sexual vilence, during the emergency. Lgistics and crdinatin UNICEF has a cmmitment with the mst affected children and adlescents. Supplies are cnsidered under each sectin prpsal. Hwever, cnsidering the level f impact f the cuntries and the lgistical cmplexities f reaching multiple islands and cuntries, UNICEF will take extra measures t reach the mst affected ppulatins and t participate in all the assessment and recvery phases. Media and External Cmmunicatin UNICEF s main media message in the Eastern Caribbean sub regin is that emergency situatin prtcls remain in place and we are in cnstant cntact with gvernments, ther United Natins agencies and the reginal emergency respnse mechanism t ffer the required assistance and supprt.
