1 Situatin Reprt: Rhingya Refugee Crisis Cx s Bazar 11 March 2018 This reprt is prduced by ISCG in cllabratin with humanitarian partners. It cvers 23 February until 08 March The next full situatin reprt will be issued n 25 March Highlights 671,000 new arrivals are reprted as f 15 February, accrding t IOM Needs and Ppulatin Mnitring (NPM) Rund 8 site assessment. The full dataset can be fund here. The decrease is nt a result f ppulatin return, but rather the use f a mre detailed and accurate methdlgy t estimate ttal ppulatin figures. As f 01 March 2018, the RRRC Family Cunting Exercise, supprted by UNHCR, has cunted 831,597 refugees. This methdlgy prvides ppulatin data with gender and age disaggregated statistics, gelcatin and specific prtectin needs at the husehld level. The Family Cunting Exercise is cnducted as a shed-t-shed exercise with every refugee family being interviewed, and cvers Rhingya refugees acrss camps and settlements. The cmplete dataset can be fund here. The RRRC-UNHCR Family Cunting and NPM will cntinue t mnitr and triangulate the ppulatin figures and reprt independently based n their individual and cmplementary methdlgies. As f 8 March, the Bangladeshi Immigratin and Passprts Department has registered 1.08 millin peple thrugh bimetric registratin. As f 8 March, the Armed Frces Divisin (AFD) has cmpleted 7.7 kilmetres f the main rad in the Kutupalng Bakukhali extensin. The AFD has als cmpleted 2 kilmetres f an additinal access rad. The speed and scale f the influx has resulted in a critical humanitarian emergency. The peple wh have arrived in Bangladesh since 25 August came with very few pssessins. They are nw reliant n humanitarian assistance fr fd, and ther lifesaving needs. The Rhingya ppulatin in Cx s Bazar is highly vulnerable, after generatins f statelessness even befre the severe traumas inflicted by this mst recent crisis. They are nw living in extremely difficult cnditins.

Peple arrived at the new site befre infrastructure and services culd be established. Humanitarian partners are nw building necessary infrastructure in challenging cnditins, with extremely limited space. The gap in Educatin Sectr respnse remains wide with apprximately 235,000 targeted beneficiaries. The main issues slwing the prgress f partners are related t the verall lack f space within the camp and the lack f a validated learning framewrk. These issues hamper service prvisin. Age grup f remains prly reached. Only 586 (260 girls and 326 bys) refugees have been reached during the respnse and currently nly ne partner wrks with secndary level. Respnse: 110,042 (56,037 girls/54,005 bys 6 t 14 years ld) primary and 24,645 (12,208 girls/12,437 bys) pre-primary schl aged children have been enrlled since the beginning f the emergency in 1,110 learning spaces. A ttal f 108,601 educatin kits have been distributed. 583 adlescents (260 girls and 323 bys, year) have been reached thrugh secndary educatin. 351 Schl cmmittees are functinal, and 2,250 teachers have been recruited, f which 2,140 teachers have been trained t date. Gaps & Cnstraints: Ttal estimated gap in Educatin: 234,727. The Educatin respnse cntinue t be hampered by lack f established curricula fr the refugee ppulatin. Sectr partners are awaiting feedback frm Ministry f Primary and Mass Educatin (MPME) fr feedback and strategic guidance. This is a key step twards enabling partners t deliver standardized quality primary educatin fr the pst 25 August influx refugee children. Educatin Sectr cntinues t be heavily affected by lack f FD7 apprvals. Currently an estimated USD 2 Millin is pending apprvals. Based n new data 244 Learning Centres are situated in fld and landslide prne areas. Partners have received maps n the lcatins f the learning centres at risk, and the Sectr will apprach each partner with the list f schls in risk t address them accrdingly, including pssible clsure. A key gap is the lack f space t reallcate new land t centres. The schls at risk can affect ptentially capacity fr 25,000 learners. T mitigate the effects f the reductin in capacity, Educatin Sectr Partners are explring alternative ways t deliver educatin, such as shared use f alternative spaces, mbile learning and radi-based teaching. Crdinatin: Educatin Cannt Wait brkered an agreement with the Gvernment f Bangladesh (GB) t facilitate the develpment f a tw-year prgramme targeting bth hst cmmunities and refugees wrth USD 12 millin. 1 As described in the 2017 Humanitarian Respnse Plan fr the Rhingya Refugee Crisis (HRP), available at the ISCG website listed belw.

4 Situatin Reprt Rhingya Refugee Crisis 4 The tw-year ECW-facilitated jint prgramme will be based arund the existing JRP fr March- December 2018 and prvide the framewrk behind the ECW funds and ptential ther dnrs t jin. The develpment f the jint prgramme and in its subsequent implementatin will be dne in cnsultatin with key stakehlders in Bangladesh with a particular fcus n implementing partners n the grund in Cx s Bazar. Emergency Telecmmunicatins Sectr Crdinatr Pastr Lv pastr.lv@wfp.rg Needs: The existing security telecmmunicatins services and infrastructure in the crisis-affected areas need t be upgraded t meet the UN Minimum Operating Security Standards (MOSS), given the increasing humanitarian peratins. Severe cmmunicatins gaps were identified amng the affected cmmunities such nt having enugh infrmatin t make infrmed decisins. The ETS requires USD 1.2 millin t carry ut their activities in Bangladesh until the end f Respnse: A Partner staff member was deplyed t Bangladesh fr ne mnth t lead the develpment f the ETC Cnnect mbile app. This app is a cmplaints and feedback mechanism (CFM) and data cllectin tl. The ETS cntinues supprting the CwC feedback and accuntability initiatives. The ETC Cnnect app slutin was endrsed by the CwC WG n 7 February as ne f the feedback mechanisms t be ffered t humanitarian rganizatins. The CwC feedback and accuntability sub grup is cllating feedback frm grup members n mdificatins required. The mbile applicatin is als being used by the CwC WG as a data cllectin tl t cllate cmmunity cncerns and queries in rder t develp trends-based analysis int the cyclne planning prcess. The ETS is crdinating with the Site Management Sectr t deply Internet cnnectivity services t humanitarian respnders wrking in the refugee camps. The ETS is lking at ways it can facilitate the prvisin/expansin f this Internet cnnectivity t the infrmatin hubs and Camp in Charge (CiC) ffices. The aim f these infrmatin centres is t prvide refugees with infrmatin n health, nutritin, hygiene and ther relevant tpics. A security telecmmunicatins specialist frm Fast IT, Telecmmunicatins and Crdinatin Supprt Services Team (FITTEST) jined the ETS team t lead the deplyment f the inter-agency security telecmmunicatins netwrk in Cx s Bazar as well as the expansin f the lcal cmmunity FM radi cverage. HRP Partners have supplied technical staff and lgistics t prduce a cherent radmap that priritizes the mst urgent needs. The Reginal IT Emergency Preparedness Officer deplyed t Bangladesh t identify areas where the ETS can supprt the gvernment in emergency preparedness and capacity-building activities in crisis-affected areas as mnsn seasn appraches. The ETC S4C advisr cnducted a 10-day missin in Cx s Bazar t cllabrate with the Cmmunicating with Cmmunities (CwC) Wrking Grup (WG) in relatin t the three prjects the ETS is prviding supprt t. Gaps and Cnstraints: With an expected increase in the number f refugees fleeing t Bangladesh, the ETS fresees a subsequent gap in the ability meet the needs f humanitarian respnders in terms f mbile and Internet cnnectivity. The ETS is wrking clsely with the gvernment t btain necessary permissins t deliver Infrmatin and Cmmunicatins Technlgy (ICT) supprt and cnnectivity t humanitarian respnders.

Rund 10 was the 2nd distributin rund in February, and targeted nly medium (4-7 member) and large (8+ member) family sizes. Rund 11 is nging. As f 08 March 36,303 husehlds have been reached s far, representing 163,000 individuals. The planned target ppulatin is 156,553 husehlds. Rund 11 will run until 16 March. In February, an estimated 90,000 beneficiaries (registered refugees and the mst vulnerable makeshift ppulatin, including the pst-octber 2016 influx) will be assisted with cash-based transfers (e-vuchers) thrugh 18 retail utlets in 6 lcatins As f 06 March, 43 percent f the ttal beneficiary caselad (83,806 husehlds, apprximately 370,000 peple) have been enrlled int SCOPE 1,000 refugee husehlds have received fresh fd thrugh vuchers HEBs/2 days ratin: Cumulative 329,382 individuals have received High Energy Biscuits (HEBs) SCOPE: Ttal families enrlled: 85,424 husehlds (apprximately 384,000 peple, representing 44% f 195,000 husehlds) Data cllectin exercise has been cmpleted in Teknaf (17,941 husehlds 79,423 peple); and Ukhiya: Lambashia (16,330 husehlds), Balukhali (27,557husehlds), TV Twer (7,709 husehlds), D5 (12,270husehlds). Sufficient Althugh immunizatin rates have increased with successive vaccinatin campaigns, the upcming mnsn seasn pses a danger fr utbreak f a rati number f vectr brne and water brne disease particularly AWD. 54 health facilities are lcated in fld prne areas, and majrity f structures achieved are nt built t withstand either strng winds r cyclnes. Investment in f health facilities structural reinfrcement and/r transitin t mre durable semi-permanent t ppulatin structures is needed fr Health Facilities. served The mental and psychscial impacts f being frcibly displaced cntinue t affect large numbers f Rhingya refugees. This will be cmpunded by any natural disaster. Many refugees als face the daily stressrs assciated with reliance n humanitarian assistance fr fd and ther life-saving needs and there is need t increase availability and access t specialized mental health services. Essential reprductive health/maternal, child and newbrn health services, particularly bstetric services, are inadequate either due t insufficient bed capacity r lack f facilities in hard t reach areas. Admissin rates fr wmen with bstructed labur are high and many patients are referred late. SRH needs f wmen in transit pints are nt sufficiently being addressed. Respnse: Planning fr the third rund f diphtheria vaccinatin campaign is finalized and the campaign will run frm 10-23rd March, targeting 415,072 children aged 6 weeks t 7 years with pentavalent vaccine and children aged 7 years t 15 years with Td vaccine. Prvisins fr vaccinatin fr humanitarian aid wrkers were made children were vaccinated at Sabrang (Teknaf) entry pint in February All children aged 6 weeks t 15 years are being vaccinated at entry pints. The next rund f water quality testing is planned t begin in the first week f March, 2018 in cllabratin with the WASH sectr, t help identify water surces with high levels f e.cli cntaminatin. Facility-based reprting f diseases with epidemic ptential is cntinuus, and early warnings are cntinually investigated. 77 alerts were raised fr week 9 all were verified and 1 underwent risk assessment by the jint MOHFW- IEDCR-WHO respnse cell. Fr emergency preparedness, guidelines were drafted fr the Mbile Medical Teams, while mapping f referral facilities and their respective fcal pints fr trauma care is nging. The lgistics grup is mapping available medical supplies and is prepsitining tw cntainers in strategic lcatins. Fr utbreak preparedness and respnse, scenaris and plans f varius cmmunicable diseases were drafted. The distributin f emergency and life-saving Reprductive health kits t Gvernment and partner health facilities respnse is nging. Three bstetrics/gyneclgy cnsultants were deplyed t Ukhia health cmplex fr supprt f 24/7 emergency services. Hepatitis B vaccinatin fr healthcare wrkers was launched by CS ffice

The Mental health and psychscial supprt (MHPSS) wrking grup cntinues t priritize trainings in psychlgical first aid (PFA), stress management and mhgap in rder t strengthen the capacity f individuals prviding mental health and psychscial services, especially in planning and preparing fr the upcming mnsn seasn. Gaps & Cnstraints: Gap f cmmunicable disease treatment (Malaria, HIV and TB), nn-cmmunicable disease (NCD) care, and a lack f inpatient care and beds as well as a shrtage f delivery beds, particularly fr vernight services. Lack f lighting and practical/safe transprt means within the camps significantly cnstrain emergency referrals t secndary r tertiary care. Gvernment facilities are under-resurced t meet the needs f the additinal ppulatin and urgently need supprt t expand bed capacity t ensure the needs f bth the hst and refugee ppulatins are met. Quality f care is variable and difficult t mnitr Implementatin f the minimum package f essential primary health services is cnstrained by financial and human resurce shrtages as well as restrictins n health care wrkers remaining in the camps vernight. The water quality situatin remains inadequate which is a risk factr fr water brne diseases. Crdinatin: Standardizatin f the referral pathway, criteria and tls is being priritized and is prgressing. The sectr is strengthened by reinitiated supprt frm the Gvernment (DGHS) crdinatin cell. A mapping f rehabilitatin facilities was cmpleted and shared with partners. Lgistics Sectr Crdinatr Peter Dnvan Peter.dnvan@wfp.rg Strage: The Lgistics Sectr is prviding cmmn strage services at bth the Ukhiya and the new Madhuchara SMEP Lgistic Hubs. The new facility is lcated in Madhuchara apprximately 1 km nrth f Kutapalng Expansin alng the Ukhiya-Balukhali Army Rad. Strage service(s) currently available in Ukhiya Degree Cllege will slwly phase ut and shift t Madhuchara. Eight 20 shipping cntainers and 2 MSUs have been mved t the site f the new engineering and lgistics facility at Madhuchara. The Lgistics Sectr has partnered with Handicap Internatinal/Atlas Lgistics t establish a Lgistics Hub in Dhumdumia, Teknaf which is tentatively scheduled t pen in April. The hub will have 2 MSUs and 2 20-ft cntainers fr cmmn strage The Lgistics Sectr is currently facilitating access t strage fr 19 rganizatins T date, ttal carg handled by the lgistics sectr is 15,272m3 Ttal strage usage is currently at 95% f available capacity.

Amng them, 1054 were identified as SAM (MUAC r Weight fr Height admissin criteria) and were admitted t in- and utpatient prgrams fr therapeutic treatment (cumulative: 26,890). In additin 1232 Children 6-59 mnths were identified as MAM and were admitted t utpatient settings fr treatment (cumulative: 19,802). Significant number f MAM children wh were identified during screening were admitted t Blanket Supplementary Feeding Prgram. 207 Pregnant and Lactating Wmen (PLW) were identified as MAM and were admitted t utpatient settings fr treatment (cumulative: 2083). 14,667 PLW received cunseling n Infant and Yung Child Feeding (cumulative: 190,127). 34 children f 6-59 mnths received Vitamin A supplementatin (cumulative: 228,340). 652 PLW received Irn Flic Acid supplementatin (Cumulative: 37,341). 288 adlescent girls received Irn Flic Acid supplementatin (Cumulative: 14,413). 1,980 children f 6-59 mnths were admitted t Blanket supplementary feeding prgram (Cumulative: 80,775). 1,299 PLW were admitted t Blanket supplementary feeding prgram (Cumulative: 25,673). 0 Breast-milk Substitute (BMS) vilatins reprted (cumulative: 16). The lack f space fr cmmunal structures limits actrs t ffer Child Friendly Spaces (CFS) r safe spaces fr wmen and girls in lcatins that can be easily accessed r frces them t resrt t limited mbile services. There is an urgent need t allcate land fr cmmunal services that can be easily accessed, als by children and ther vulnerable grups. Lng distributin pathways, a lack f signpsting, as well as a lack f infrmatin n distributin criteria lead t heightened risks fr wmen, children, lder persns, persns with disabilities and ther vulnerable refugees and increases the prblem f children being used by families t cllect items. Infrmatin prvisin and disseminatin (relating t all services and sectrs) needs further imprvements, as d referral systems, including specialized systems t cnnect survivrs t apprpriate multi-sectral GBV preventin and respnse services in a timely and safe manner. This cncerns particularly the deeper new spntaneus sites/znes, where rad accessibility and access t services are limited.

Specialized service prviders are required t manage cmplex cases including wrking with child survivrs f sexual vilence and t expand cverage f mental health and psychscial supprt services. The integratin f GBV respnse services within the health services is critical. Health service pints need mre trained female clinical management f rape (CMR) and menstrual regulatin (MR) services. Strengthening ther services t ensure that GBV preventin and respnse is achieved remains a challenge and expses wmen t risks as they strive t access these services. Unaccmpanied and separated children cntinue t face many risks, including the risk f being expsed t child marriage and child labr. The identificatin f unaccmpanied and separated children, as well as ther children at risk, needs t scale up t refer them and prvide them with apprpriate supprt. Capacities fr family tracing and the system fr reunificatin must be strengthened. Girls and bys with high child prtectin risks f vilence, abuse, explitatin, child labr, trafficking and early marriage will cntinue t be identified and prvided with specialized case management services. The capacity f scial wrkers/case wrkers will cntinue t be built thrugh child prtectin and case management training, mentring and caching. Adlescent girls and bys in the camp face daunting challenges with limited pprtunities fr them. Many remain ut f schls and have limited pprtunities t prvide hpe fr their future. Thrugh the interventin f the UN and ther implementing partners, ver 40,000 adlescent (10 18) have been reached with Life Skills based Educatin. Respnse: The number f refugees arriving in Bangladesh has been decreasing ver the past mnths, with mre than 24,000 in Nvember, mre than 3,000 in December and 1,888 in January. Althugh the influx has slwed since the nset f the crisis, refugees cntinue t arrive in Bangladesh, with a ttal f 3,236 new arrivals reprtedly entering the cuntry in February alne, bringing the number t ver 5,000 newly arrived refugees s far in % f thse interviewed cited family safety and security as the main reasns fr their flight and 43% cited restrictins n livelihd as anther majr reasn. The situatin f a grup f peple wh have been living near the Tmbru canal, in a scalled n man s land, n the Myanmar side f the brder between Myanmar and Bangladesh since the end f August 2017, is being fllwed up clsely. Cncerns were expressed abut their safety, after they were reprtedly rdered t leave the area by Myanmar authrities. With discussins n returns regularly being reprted in the media, refugee cmmunities remain anxius abut their future. Over the past mnths, refugees have frequently said that they will nt cnsider ging back t Myanmar unless questins f citizenship, legal rights, access t services, justice and restitutin are addressed. Daily brder mnitring visits are nging t several suthern brder entry pints with cntinuus effrts in cllabratin with lcal authrities t prvide apprpriate receptin areas where medical screening and distributins f relief materials are available and t supprt the transprtatin f extremely vulnerable individuals t prper sites in the established refugee camps r t the UNHCR Transit Centre near Kutupalng where new arrivals are prvided with fd and temprary shelter and screened fr vulnerabilities. On 24 February, the ppulatin in the Transit Centre reached apprximately 2,300 individuals, exceeding its capacity f 1,600 individuals. Since 1 January 2018, 89 brder mnitring missins tk place and 31 advcacy interventins were cnducted with the BGB and the Army n behalf f new arrivals. The RRRC-UNHCR family cunting exercise nw cvers 199,008 families with a ttal f 865,230 individuals, ut f which 55% are children, 52% are wmen and girls and 3% elderly. The results shw a high prprtin f vulnerabilities and specific needs amng the refugee ppulatin i.e. 31% f all husehlds were identified as having at least ne member with a visible specific prtectin need (fr instance, 16% f all husehlds are headed by single mthers). The cntinuing family cunting has been used t supprt relcatins frm the transit sites, while effrts are stepped up t capture new arrivals. The linking exercise has nw been cmpleted. The aim was t establish the relatinship between the Family Cunting Number, cnducted by RRRC with UNHCR supprt, and the unique individual identifiers issued by MOHA during its enrlment exercise. Fllwing this exercise, UNHCR nw has a

Updating f specific prtectin needs is nging, including with the supprt f partners cnducting individual fllw-up n prtectin cases. RAIS, an nline platfrm fr distributin and mnitring assistance, is nw available with cmprehensive infrmatin n the refugee ppulatin n individuals gruped int families. Prtectin partners will be assisting with the updating f specific prtectin needs in RAIS during fllw-up f individual cases and prtectin mnitring. Additinally, RAIS is being used as a verificatin tl at distributin sites. In the meantime, prtectin partners are cntinuing t fllw up n persns at heightened risks identified thrugh the family cunting exercise. Referrals and fllw-ups are being carried ut n spt as per thematic areas and lcatins. In rder t systematize the reprting f all nging referrals, the Prtectin WG s Referral Pathway Task Frce agreed t have a unified recrding system frm the identificatin, referral and fllw-up stages, as this will facilitate data cmpilatin and analysis prcesses. Task Frce members and ther prtectin partners alike emphasized the fcus f implementatin and respnse t the needs f refugees n the grund thrugh Referral Pathways at the camp level. While sme cmmunicatin gaps are being addressed thrugh several rientatin sessins during field visits, prtectin partners are als scaling up effrts t increase capacities f field staff t ensure full understanding and cmpliance with the referral system. 40 rientatin sessins and wrkshp were cnducted and attended by varius humanitarian actrs. Prtectin partners cntinued trainings n prtectin fr newly recruited staff and cmmunity vlunteers. 293 active Cmmunity Outreach Members (COMs) have cnducted a ttal f 2,200 hme visits meeting mre than 7,000 refugees. The COMs identified mre than 1,500 cases in need f supprt, which 300 required urgent interventins, mstly cncerning refugees with mbility challenges due t factrs such as disability, ld age and absence f caregivers. On-ging prtectin mnitring missins are cnducted alng with identificatin and referral f prtectin incidents in camps, facilitated by the use f cmplaint bxes and a htline service that is pen seven days a week. Since the beginning f January, a ttal f 561 calls were received, referred and addressed, mainly related t family disputes, medical assistance and intra-cmmunal vilence. In additin, 501 legal cunselling sessins were cnducted by prtectin partners. Prtectin partners cntinued with cmmunity utreach t identify victims f trafficking (36 identified trafficking victims) and referral t specialized services. A ttal f 5,617 GBV incidents were reprted since August 27, these include, but are nt limited t, sexual vilence. A ttal f 611 GBV survivrs have been prvided legal infrmatin. A cumulative number f 121,295 individuals accessed safe spaces fr wmen and girls t date. This includes wmen and girls wh received peer supprt and recreatin, case management, and GBV emergency referral services in safe spaces. T date, mre than 132,011 men, wmen, bys, and girls have been prvided with infrmatin n the available gender-based vilence services and awareness raising n tpics including sexual and reprductive health, cnsequences f early marriage, and human trafficking. Over 126,760 dignity kits have been distributed t wmen and girls. T date, 180,754 children have received Psychscial Supprt thrugh 370 Child Friendly Spaces. A ttal f 9,912 bys and girls at risk including 5,575 unaccmpanied and separated children have received Case Management Services prvided by Child Prtectin Sub-Sectr (CPSS) partners. A ttal f 38,050 adlescent bys and girls were reached with life skills and resilience activities since August As part f child prtectin sub-sectr s effrt t ensure the child prtectin respnse and imprve child prtectin crdinatin and the availability f urgent referral and case management services fr children at risk r whm have experienced vilence, explitatin and abuse living in the camps and hst cmmunities, the Child Prtectin Fcal Pints System has been established. Fllw-up mnthly field visits and mnthly meeting will be cnducted with the fcal pints t identify and address the rutine peratinal challenges and emergency needs.

13 Gaps & Cnstraints: Situatin Reprt Rhingya Refugee Crisis 13 The enjyment by refugees f basic rights, such as freedm f mvement utside f the settlements, civil dcumentatin, educatin and access t justice amng thers, remain cnstrained by established plicies. There is an immediate need t ensure apprpriate cverage f prtectin services, including CP and basic GBV services, in all camps and fr refugees in need living in the hst cmmunities. Lack f access t basic services and self-reliance pprtunities fr refugees, especially fr wmen and girls, are increasing the risk f being frced int ptentially harmful cping mechanisms and expsed t serius prtectin risks such as trafficking, explitatin, survival sex, child marriage, and drug abuse. Prtectin mainstreaming by all sectrs thrugh an age, gender and diversity apprach needs t be urgently stepped up in rder t reduce gaps and prvide a mre hlistic refugee respnse. The integratin f GBV respnse services with health services is critical and mre trained female CMR (Clinical Management f Rape) prviders and menstrual regulatin services are needed. Distributin pints and practices need t be safer. Wmen, children and ther vulnerable persns with humanitarian gds in hand can be targeted fr theft, harassment, and explitatin. Rapid scaling up f prtectin services in the new extensin sites and technical supprt t ensure the quality f prtectin services fr children and adlescents, including the services prvided in Wmen Friendly Spaces and Child Friendly Spaces, is essential. The technical capacity f many f the wrkers need additinal enhancement and advance training in technical areas such as child prtectin and case management. Limited capacity is a main challenge in respnding t GBV incidents and prviding supprt t survivrs, particularly fr adlescent girls. The recruitment f qualified female staff remains a challenge and the turnver f already trained and recruited staff is high which negatively affects the maintenance f technical skills and knwledge. Ensuring adlescents access t critical learning pprtunities, which culd prvide them with access t ccupatinal activities and ther basic services remains critical but nt addressed. The lack f sufficient lighting in camps exacerbates prtectin risks and negatively affects the refugees mbility, access t services and the sense f safety, especially fr wmen and girls. The lack f designated tilet r bathing facilities in spntaneus settlements has a severe impact n the health and safety f wmen and girls. Increasing islatin and restricted mbility f wmen and girls limits their access t infrmatin, including regarding life-saving GBV services. Effrts need t be strengthened fr the prvisin f prper clthing/fabric t imprve mbility. The prlnged registratin prcess f humanitarian agencies and FD7 is hindering the deplyment f new actrs as well as the expansin f the existing partners int prviding much needed prtectin services, including child prtectin. GBV service prviders face challenges f high turnver f trained staff, which negatively affects the maintenance f technical skills and knwledge n the GBV prgram. Crdinatin: In preparatin fr the mnsn seasn, the Prtectin Wrking Grup (PWG) with the Child Prtectin and GBV sub-sectrs have develped a plan t peratinalize emergency respnse measures including risk analysis t mitigate the ptential impact f flding, landslides and subsequent prtectin risks n refugees living in highly cngested camps. The Prtectin Emergency Respnse Plan is fcused n cmmunity engagement, awareness raising, prtectin mbile rapid respnse teams, business cntinuity f life saving prtectin services and supprt t prtectin mainstreaming in ther sectrs respnses. Psychscial Supprt Wrking Grup re-activated and meeting weekly n Sunday t ensure and strengthen quality PSS interventins. Cnsultatins with cmmunities indicate that husehlds are cncerned abut the safety f their shelters in the event f strng wind r cyclnes and wuld like mre infrmatin n hw the humanitarian cmmunity will respnd in the event f such a disaster. Effrts are needed t develp safer and mre durable sheltering ptins which will imprve safety fr the freseeable future. Respnse: The Shelter Sectr is supprting cmmunity preparedness fr the cming cyclne and rainy seasns by: Identifying ways t further scale up and speed up shelter upgrading and site imprvements and t ensure they are meeting adequate quality standards.
