Summary f revisins made t the emergency plan f actin: In the first three mnths f the 2016, the migratin flws grew 44 per cent cmpared t the same perid in This caused an increase f arrivals in 2016 and als a change in the migratin rutes used last year. Thrugh this peratins update, the Italian Red Crss needs t extend the timeframe f the riginal Plan f Actin fr 2 mnths, with n change in the budget, fr tw main reasns, The changes that ccurred at Eurpean level, after the release f the Eurpean Agenda n Migratin and the intrductin f the htspt apprach, have guided the Italian Red Crss t cpe with new emerging vulnerabilities, nt included in the Emergency Plan f Actin. The htspt apprach resulted in the emerging f new vulnerabilities including migrants that have n access t the receptin netwrk and have difficulties accessing lcal services. In rder t tackle these challenges, the Italian Red Crss established Safe Pints, which are help desks t give basic assistance, health care, psychscial supprt, Restring Family Link (RFL) services and cunseling t migrant peple in need. In the Safe Pints nn-fd items are available fr distributin. In light f the frthcming increase in migratin flw by sea, due t the upcming better weather cnditins, and in the scenari f a change in migratry rutes, due t the clsure f the Balkan rute, the Italian RC decided t extend the peratin t insure sustainability t the actins, and get prepared t a pssible evlving needs.

2 A. Situatin analysis Descriptin f the situatin In 2015, ver half a millin peple, the majrity f them refugees, crssed the Mediterranean Sea in search f safety in Eurpe. Eurpean cuntries have been struggling t deal with this influx f refugees and migrants. Since the beginning f the year, mre than 586,000 refugees and migrants arrived t Eurpe by the Mediterranean sea. Italy has been witnessing a slight increase in the number f migrants since the beginning f The number f migrants arriving n Italy shres sared by 3.1 per cent ver the first nine mnths f 2015 cmpared with the same perid f last year. Italy is ne f the primary entry pints fr migrants entering Eurpe, and is cnsidered t be a transit cuntry fr the migrants t reach ther destinatins in nrthern Eurpe. The main rute remains t be the suthern Italy (especially Sicily) as first entry pints frm the Nrth Africa casts. In 2015, accrding t the UNHCR,153,842 arrivals arrived in Italy by bats mainly frm Nrth African cuntries. In 2016, 13,825 peple have arrived in Italy by sea. The evlutin f the plitical cntext, inside and utside Eurpe, and the decisins taken at the Eurpean level, included the Eurpean Agenda n Migratin which led the Italian gvernment t release, n 28 September 2015, the Italian Radmap fr 2015 which intrduced the htspts, led t the emergence f new vulnerabilities t which the Italian Red Crss has had t address. The htspt apprach resulted in the emerging f new vulnerabilities with migrants that have n access t the receptin netwrk and have difficulties accessing lcal services. In rder t tackle these challenges, the Italian Red Crss established Safe Pints, which are help desks t give basic assistance, health care, psychscial supprt, Restring Family Link (RFL) services and cunseling t migrant peple in need. The Safe Pints are lcated in Catania 1 and Trapani 2 and, until up t 29 February 2016, have assisted arund 108 peple. The Italian Red Crss plans t establish a new Safe Pint in Tarant (Puglia), due t the next pening f the htspt, and in Agrigent. Additinally, with the upcming spring seasn and favrable weather cnditins the migratin flw is expected t increase, therefre the Natinal Sciety will expand the Safe Pint apprach in the regins with htspts and will strengthen the capacities f the lcal branch in Lampedusa. Mrever, due t the current situatin f the clsing f the brders n the Balkan rute, changes in the migratry rute are expected where migrants might chse alternate ways t reach nrthern Eurpe thrugh Italy. The scenari, which we are expecting, is the emergence f a migratry flw thrugh the Adriatic Sea, frm Greece, via Albania, t the eastern cast f Italy. Our Natinal Sciety needs t be prepared in case f such scenari. The peratin timeframe extensin f the Emergency Plan f Actin, will help the Italian Red Crss t cpe with the emerging vulnerabilities and t give sustainability t the respnse actins. Summary f the current respnse Overview f Hst Natinal Sciety The Italian Red Crss fcuses its supprt t the migrants based n their immediate needs, regardless f their legal status, and renders them humanitarian assistance. The Italian Red Crss s apprach t migrants, bth regular and irregular, is based n saving lives and prviding service supprt activities fr integratin. Since 2011, the Italian Red Crss has been prviding humanitarian assistance t migrants with the fllwing: Assistance at the landing pints Assistance twards unaccmpanied minrs Assistance twards migrants in transit in the entire territry f Italy Restring Family Links Scial Inclusin Migrant health reginal Cntingency Plan fr Sicily Since 8 May 2015, these actins have been supprted by the funds raised thrugh the Emergency Appeal. During the implementatin f the plan f actin, the Italian Red Crss has assisted migrants that landed in the suthern prts f Italy: Augusta, Brindisi, Cagliari, Catania, Criglian Calabr, Crtne, Lampedusa, Lecce, Messina, Palerm, Prt Empedcle, Pzzall, Reggi Calabria, Rccella Jnica, Tarant, Trapani, and Vib Valenzia. Since mid-january 2016, the Italian Red Crss has been prviding supprt t the migrants wh have n access t the receptin netwrk and have difficulties accessing lcal services. This supprt is given thrugh tw Safe Pints, which are lcated in Catania and Trapani and have assisted 108 peple up t 29 February The assistance cnsists in giving them health and first aid, respnding t their basic need in terms f nn fd items, guiding them t lcal services and prviding psychscial supprt and restring family links. Overview f Red Crss Red Crescent Mvement in cuntry The peratinal management team at the Italian Red Crss headquarters has been ensuring supprt t the branches and vlunteers. The IFRC Reginal Office fr Eurpe team is wrking with the Italian Red Crss t help crdinate this supprt especially the internatinal prcurement f relief items thrugh the IFRC Glbal Lgistics Services (GLS). The IFRC Secretariat and the Italian Red Crss advcate fr a jint strategic discussin invlving cuntries and Natinal Scieties in the cuntries f rigin, cuntries f transit and cuntries f destinatin. The ICRC and the IFRC have wrked tgether with the Italian Red Crss in the Mediterranean regin, fcusing n the Mvement respnse t the needs f the migrants in the areas f prtectin, assistance and humanitarian diplmacy. The ICRC fcuses n the field f prtectin and prvisin f technical supprt in the field f RFL/Frensics t the Natinal Sciety.. Crdinatin amng the Mvement partners is ensured thrugh regular cmmunicatin, situatin reprts and crdinatin meetings. The Italian Red Crss regularly updates the IFRC n the situatin in the cuntry and takes part in meetings and initiatives rganized by the Mvement. The Natinal Sciety tk part in the drawing f the dcument A respnse plan t meet the humanitarian need f vulnerable migrants, which was presented during the Migratin Cnference in Tunis (September 2015). 4 Needs analysis and scenari planning Mre than a millin migrants and refugees crssed int Eurpe in 2015, sparking a crisis as cuntries struggle t cpe with changing migratin flws in rder t find new crridrs t enter nrthern Eurpe. Migrants are cntinuing t arrive by sea, but many f them are making their way via Turkey and Greece. Winter has nt stemmed the flw f peple, with 132,791 peple reaching Eurpe by sea since the start f 2016, accrding t UNHCR 5. Accrding Italian Ministry f Internal Affair by March 2016 up t 14,498 migrants reached Italy by sea. The graph describes the situatin with regard t the number f migrants wh landed frm 1 January 2016 t 21 March 2016, cmpared with the figures fr the same perid in 2015 The plitical cntext (the rising cnflict in Syria, the vilence in Afghanistan and in Iraq, the situatin in Eritrea, amng ther situatins) and the data bserved during the last three mnths underline the increase f the migratin flws fr the next perid, mrever cnsidering the upcming gd weather cnditins will allw mre landings. Therefre, the changes in migratin rutes, with the increase f the Greek migratin rute, the clsure f the brders n the Balkan rute, will intensify the pressure f migratin in the regin f Calabria and Puglia and in the Nrthern brders f Italy. Risk analysis The Italian Red Crss has been prviding a first line respnse at landing pints fr primary care (fcusing n first needs), which pints are taking care f the migrants when they disembark frm the ships at the prts. The Italian Red Crss has immediately reacted t the increasing influx f migrants by activating hundreds f vlunteers and rganizing dedicated structures t receive, prtect and lk after the migrants. The decisin where and when the disembarkatins will take place is made by the Minister f Interir. Each disembark pint have its wn peratinal plan that might generate difficult in the standardizatin f the peratin. Each lcal branch f the Italian Red Crss is cmmitted t apply an peratinal mdel tailred t their needs in rder t mve its staff and resurces t the prts where is mst needed. During the assessment missin and in discussin with the vlunteers and staff f the Sicily reginal branch, the fllwing risks have been identified: Psychlgical stress f Natinal Sciety staff and vlunteers; Unclear situatin withut a certain end date; Lng term cmmitment which is nt easy fr sme vlunteers fr persnal reasns; Heavy wrklad f Natinal Sciety staff and vlunteers; Decreasing stcks and resurces; Cincidence with ther emergencies due t the fact that Suthern Italy is prne t natural disasters; Stigma against the migrants/asylum seekers. 5 Data are updated n 2 March 2016 (

5 The identified risks will be duly taken care f when rganizing the cncrete assignments and deplyments f the staff and vlunteers f the Italian Red Crss by means f rtatin, training and psychscial supprt fr the Red Crss teams. In additin, the factrs belw will be taken int cnsideratin: The verall situatin can change als depending n the migratin trends/ arrivals t Italy, and since the peratin is spread ver several places, the pririties might als change accrding the arrivals f migrants. Early warning fr the upcming change f seasn needs t be cnsidered already in planning phase. Lng-term effrts are needed fr the successful implementatin f the activities, and gd cmmunicatin channels are required with ther stakehlders wrking in the field in rder t avid a duplicatin f effrts. The next Eurpean Cmmissin respnse strategy t this ppulatin mvement crisis will have an impact n the rle f ptential hst cuntries fr resettlement and assistance and, within the auxiliary rle t the public authrities, t the Red Crss Natinal Scieties, including the Italian RC. Crdinatin and infrmatin sharing is still a challenge amng the stakehlders invlved. Crdinatin mechanisms shuld be harmnized between the respective stakehlders prviding services t migrants. These mechanisms tend t be different frm place t place. Als, different rules and regulatins are in place, which may als lead t simultaneus, verlapping activities and actins. B. Operatinal strategy and plan Overall bjective The needs f 105,000 migrants (the initially targeted 85,000 as well as an additinal 20,000 as a cntingency stck) are met thrugh the prvisin f basic fd and nn fd items, first aid, basic health care, psychscial supprt and health prmtin, as well as tracing services and facilitating tw-way cmmunicatin effrts. Prpsed strategy Cntinuus assessments and mnitring f the situatin is in place t best adjust the peratinal capacities and resurces t meet the needs f the affected peple. At the same time, a cntingency plan has been implemented t upscale the peratinal activities in view f the upcming changing weather cnditins, as well as the ptential changes in the duratin and lcatin f peple staying in the territry f Italy. Under the current Emergency Appeal, the Natinal Sciety has been fcusing n the fllwing actins: 1. Fd and water distributin in the prts f disembark 85,000 migrants / asylum seekers received a refreshment kit with a bttle f water and biscuits/crackers (this activity has been duly cmpleted as planned earlier) 30,000 units f ral rehydratin salt have been prcured and distributed t the migrants in need. (this activity has been duly cmpleted as planned earlier) 2. Distributin f nn-fd items The relief-fcused peratin aspect f the respnse prvided the fllwing kits t the migrants arriving in the prts: 3,500 children`s kits: diapers, feeding bttles, pacifiers, cleaning tissues; (this activity has been duly cmpleted as planned earlier) feminine kits: dispsable panties, sanitary twels, cleaning tissue, hand wash gel; (this activity has been duly cmpleted as planned earlier) 85,000 relief kits: slippers, T-shirts. (this activity has been duly cmpleted as planned earlier) 3. Distributin f hygiene kits Every migrant arriving in the prts received a hygiene kit with tilet paper, hand wash gel, sap and dispsable twels. 85,000 hygiene kits have been prcured via the Emergency Appeal. (this activity has been duly cmpleted as planned earlier) Fr the peratin 50 specialized first aid kits 6 have been prcured t supprt the medical teams assisting in the prts. Additinally, 25 advanced medical kits 7 were prcured. The use f the advanced medical kits is cntrlled by the Italian Red Crss s medical dctrs. 6 The fllwing is the ttal items prcured by GLS thrugh this Emergency Appeal: 400 camp beds, 80 Gazeb tents, 2 heavy tents fr sheltering (10x12 m) 100 basic Furniture set (wden table and benches) In Octber 2015 an EA peratinal update was made. The ItRC fresees t establish a cntingency stck and the ttal f beneficiary rise t 105,000. Under prcurement are the items fr the cntingency stck: 800 camp beds, 2 Heavy Tents fr sheltering (10x12 m) 20,000 individual hygiene kits 10,000 anraks 1,000 bdy bags 4. Prvisin f psychscial supprt (PSS) Furthermre, adequate psychscial supprt has been prvided t bth migrants arriving by bats and als t the Italian Red Crss staff and vlunteers in rder t prevent r minimize stress and suffering. T achieve adequate PSS supprt, 19 trainings n PSS were cnducted with the participatin f 546 vlunteers frm Sicilia, Puglia and Calabria. This activity will cntinue fr the next tw mnths, thanks t the cntributin f vluntary psychlgists f the Italian Red Crss. 5. Restring Family Links (RFL) services Thus far, the Italian Red Crss vlunteers are present in almst all the activities in favr f migrants ffering them the fllwing RFL services in crdinatin with the ICRC: infrmatin abut the RFL service and access t printing flyers and any prmtinal items; assessment based n age and family reunificatin needs (befre a family grup may be displaced); disseminatin f the Red Crss Red Crescent values and principles twards the authrities and ther humanitarian stakehlders which are engaged in rescue prcedures in the harbrs; prmtin f the tracing service, as a humanitarian value, that must be assured twards the migrants and the families wh are still waiting fr news, and the authrities in charge shuld be aware f this basic need; training fr increasing the RFL capacities fr vlunteers and staff. The staff invlved in RFL is cvered by this Emergency Appeal until the end f March Fr the next tw mnths, tw RLF experts will be wrking in Calabria and Puglia and they will be cvered by the Emergency Appeal. 6. 7 As part f this Emergency Appeal, and in respnse t the needs fr services related t the cntingency stck planning f the crdinatin, respnse and preparedness Emergency Appeal, the IFRC and the Italian Red Crss agreed that the Natinal Sciety will enable access t its wn cntingency stck in its warehuse fr ther Natinal Scieties affected by the migratin crisis thrugh a brrw replenishment-mechanism and managed by the IFRC cntingency stck n the cst recvery mechanism. 7. Capacity building In view f the upcming gd weather cnditins and f the cnsequent increase and changes f the migratin flws, the Safe Pint apprach will be expanded t strengthen the capacity f the lcal branches in Lampedusa, where ne f the htspt is lcated, in Calabria, in Puglia and in the nrthern brders f Italy. In March 2016, the Italian Red Crss will launch a cmmunicatin campaign t raise awareness and sensitize the public, media and dnrs n the emergency situatin, humanitarian needs and Red Crss/Red Crescent respnse. This cmmunicatin campaign will be based n the IFRC campaign and it will be tailred t the Italian cntext. Operatinal supprt services Human resurces The peratin is invlving ver 5,000 Red Crss vlunteers and staff in Italy. Depending n the evlutin f the situatin, additinal lcal branches can be invlved and mre teams culd be sent in t supprt. This plan f actin cvers the travel and accmmdatin csts related t the staff and vlunteers. The IFRC will prvide supprt thrugh its Reginal Office in Eurpe thrugh the Disaster Management Unit and ther specialized staff t prvide technical supprt. Fr the extensin f the peratin will the fllwing staff in cuntry is included: Linguistic mediatr, supprt n the field 4 persn +2 mnth RFL experts 2 persn +2 mnths Field fficer 4 persn +2 mnth Emergency appeal crdinatin 1 persn +2 mnth Reprting fficer 1 persn +2 mnth Cmmunicatr 1 persn +2 mnths Lgistics and supply chain The Supply Chain Management Plan is designed t supprt and facilitate the delivery f the verall Emergency Plan f Actin. The Italian Red Crss cntinued t use the IFRC Secretariat`s Glbal Lgistic Service (GLS) fr the prcurements. Under the framewrk f this Emergency Appeal and the Eurpe Migratin: crdinatin, respnse and preparedness Appeal, reginal disaster respnse activities shuld result with creatin f a mechanism designed t bring tgether the Red Crss lgistics respnse resurces available within the regin. The Italian Red Crss will prvide supprt t this cncept by making their supplies available t peratins f Natinal Scieties in Eurpe and by prviding strage service fr items t be prepsitined under Reginal Emergency Appeal. An agreement in this regards is underway between the IFRC and the Italian Red Crss. Infrmatin technlgies (IT) IT materials, such as cmputers and scanners, have been prvided t the Natinal Sciety t increase its IT capacity during the disembarkatin peratins and t enhance the capacity f the Lampedusa branch. Cmmunicatins All cmmunicatin activities directly supprt the Emergency Appeal, and aim t raise awareness and sensitize the public, media and dnrs n the emergency situatin, humanitarian needs and Red Crss/Red Crescent respnse. These cmmunicatins activities have been discussed and agreed with the Natinal Sciety cunterparts based n jintly identified publicity needs. These activities will answer t these bjectives: T psitin the Italian RC as a key humanitarian actr in the migratin crisis in Italy T prvide real-time infrmatin/data abut the changing situatin in Italy and t disseminate the wrk f the Italian RC and EA peratins.

8 All activities carried ut by Italian Red Crss in respnse t the ppulatin mvement emergency will be illustrated thrugh a variety f cmmunicatin channels, including news stries, audi visual prducts (phtgraphs, vides, B- rll ftage, etc.), press releases, etc. Materials will be published n bth IFRC and Natinal Sciety nline platfrms in rder t further illustrate the wrk f the Natinal Sciety.. The IFRC and the Italian Red Crss are aiming at the develpment f a harmnized cmmunicatin/advcacy strategy which will target key stakehlders including lcal cmmunities, natinal and internatinal media, Natinal Scieties and ther prspective dnrs. Infrmatin and cmmunicatin captured in dialgues with migrants thrugh the activities highlighted under this appeal will feed int cnsistent media messaging. In September 2015, the glbal IFRC campaign n raising awareness n migratin issues was launched, calling peple, partners and decisin-makers t stand in slidarity with vulnerable migrants by signing a call fr their prtectin, and t guarantee their safety and dignity, withut discriminatin, at every stage f their jurney. In March 2016, the Italian Red Crss will launch a cmmunicatin campaign t t raise awareness and sensitize the public, media and dnrs n the emergency situatin, humanitarian needs and Red Crss/Red Crescent respnse. This cmmunicatin campaign will be based n the IFRC campaign and it will be tailred t the Italian cntext. Planning, mnitring, evaluatin, & reprting (PMER) The mnitring is undertaken by the Migratin Office f the Italian Red Crss headquarters in cnjunctin with the reginal branches f the Italian Red Crss and their partners. Field visits are undertaken t verify the peratin. The distributin f relief items are carried ut exclusively by Red Crss staff wh reach the final beneficiaries persnally. The peratin reprt are prviding accurate data n the distributin. The narrative and financial reprts are prduced accrding t IFRC requirements by the Italian Red Crss. Administratin and Finance The peratin is managed by the Italian Red Crss`s prvincial branches directly invlved in the peratin under the guidance f the Natinal headquarters and in accrdance with the already existing internal financial management and administratin prcedures f the Italian Red Crss that ensure the accuntability f the whle Natinal Sciety. This prcess is supprted by the IFRC Secretariat. Prvisins have been made fr cmmunicatin and visibility csts related t the peratin as well as the financial charges and general expenses (please refer t the budget).
