While CIM identified the future need fr this cnnectin, it did nt evaluate r make recmmendatins fr the specific alignment r frm the cnnectin shuld take. As such, ACHD included the further evaluatin f the future Eagle Clverdale alignment as part f this study. The prcess used t identify the preferred alignment was: Obtain initial input frm stakehlders Identify pprtunities and cnstraints Develp alternatives Evaluate alternatives Present alternatives t stakehlders fr additinal feedback Recmmend a preferred alternative 7.1 ALIGNMENT ALTERNATIVES In additin t the N Build alternative, the prject team develped six alternatives. These alignment alternatives are presented in Exhibits 7 1A and 7 1B. Each alternative included in the study is described here: N Build Alternative: Expand Clumbia Rad and the intersectins f Eagle Rad/Clumbia Rad and Clverdale Rad/Clumbia Rad. This wuld include adding dual nrthbund left turn lanes and an eastbund right turn lane at the Clverdale Rad/Clumbia Rad intersectin and dual suthbund left turn lanes and a westbund right turn lane at the Eagle Rad/Clumbia Rad intersectin as well as widening Clumbia Rad in the sectin between Clverdale Rad and Eagle Rad. Alternative #1 CIM Cncept Alignment: Cnnectin similar t that shwn in the CIM plan which prvides an S curve f Clverdale Rad t cnnect with Eagle Rad. Alternative #2 Hubbard Rad Alignment: Use a series f S curves with Hubbard Rad t prvide the cnnectin between Eagle Rad and Clverdale Rad. Alternative #3 Eagle Rad Sectin Line Alignment: Extend Eagle Rad directly thrugh the Hubbard Reservir. Alternative #4 West Alignment: Prvide an extensin f Eagle Rad west f the reservir t the mid mile cllectr lcatin between Kuna Rad and Hubbard Rad thrugh currently pen farm land. Alternative #6 West Hubbard Alignment: Prvide an extensin f Eagle Rad just t the west f the Hubbard Reservir levee. 7.2 EVALUATION OF ALIGNMENTS The Eagle Clverdale alignment alternatives were evaluated against key criteria identified thrugh the public input prcess. These issues were cnsidered imprtant fr the fllwing reasns: Expansin f Nrth Suth Capacity: By funneling all the nrth suth traffic demand frm bth Clverdale Rad and Eagle Rad int Clverdale Rad suth f Clumbia Rad, the verall crridr capacity remains similar t the N Build scenari. Therefre ptins that allw Eagle Rad t remain separate and cntiguus are preferred because they prvide additinal crridr capacity, cmplete an arterial grid netwrk, and, as a parallel and redundant facility t Clverdale Rad, may minimize the amunt f expansin needed n Clverdale Rad in the future. Hubbard Reservir: The Bise Prject Bard f Cntrl has fld rights in the Hubbard Reservir that g back t the turn f the century. They will nt allw any radway within the fld plain area unless the fld plain capacity is replaced in anther lcatin t their satisfactin. In additin, Ada Cunty has plans fr a reginal park with a nature area n the Hubbard Reservir prperty and des nt supprt a radway bisecting the prperty. As shwn in Exhibit 7 2, each f the alternatives had sme aspects that supprted the key criteria identified by the stakehlders and the public. Alignment Alternatives #4 and #6 best accmplish the tw mst critical bjectives. A mre detailed descriptin f the alternatives evaluatin is prvided in Technical Appendix E. 7.3 PUBLIC INPUT Cmment and input fr the Eagle Clverdale Alignment was received thrugh the initial small grup stakehlder meetings, discussin at the study TAC meetings, the three Public Infrmatin Meetings, feedback n the study web site, and ther input received frm stakehlders via , petitin, and phne during the prcess. Further detail is prvided in Technical Appendix A. Key input received fr the Eagle Clverdale Alignment was: Many prperties in the area are fr sale and/r are redevelping and the stakehlders felt this is area will see significant grwth within the 20 year planning hrizn. Key cncerns related t develping a new alignment were: impacts t private prperty, impacts t the existing Hubbard Reservir, hw the existing rads wuld be restructured t tie int the alignment, and the imprtance f nt further impacting the existing cngestin issue at the Eagle Rad/ I 84 interchange. Out f the first small grup stakehlder meetings, ideas fr alignment alternatives were develped as fllws: d nthing use and imprve existing radways (Clverdale Rad Clumbia Rad Eagle Rad) cmplete missing pieces f the grid netwrk (Hubbard Rad, Eagle Rad, and Deer Flat Rad) t prvide multiple ptins fr cnnectivity create a curvilinear cnnectin between Eagle Rad and Clverdale Rad Kittelsn & Assciates, Inc.

Minimize prperty impacts and parcel segregatin Maintain the existing fld plain in the Hubbard Reservir Cntinue t review the pprtunity t prvide additinal interchanges t I 84 Cmments n the advantages and challenges assciated with each initial alternative were received (prvided in Technical Appendix A). These cmments were used t feed int the refined alternatives evaluatin summarized in the Eagle Clverdale Alignment sectin f this reprt. During feedback received at the Public Infrmatin Meetings, apprximately 60 percent f the respndents agreed with the recmmended preferred alignment. The psitive input received stated: Eagle Rad shuld be cnnected in additin t Clverdale Rad t prvide redundancy in the arterial netwrk The cncept has the least amunt f impact n existing hmes There is the ability t fund and cnstruct this ptin in partnership with private develpment This ptin limits envirnmental impacts t the Hubbard Reservir The cncerns raised regarding the recmmended preferred alignment were: Eagle Rad and its interchange wuld becme mre f a bttleneck with this cnnectin The cncept is t expensive Mre infrmatin, such as true engineering csts and evaluatin f prject necessity, is needed fr detailed review The desire t see a mre detailed analysis f the alternative t extend Eagle Rad straight thrugh the reservir This shuld be a lwer pririty than many ther transprtatin prjects in the Cunty Kittelsn & Assciates, Inc.

7 Final Reprt September 2009 Suthwest Bise Transprtatin Study Page STATEMENT OF NEED The alternatives evaluatin fr the Eagle Clverdale Alignment lead t these cnclusins: The necessary timing fr cnstructin f an alignment in the vicinity f Eagle Rad and Clverdale Rad near the Hubbard Reservir will be largely dependant n the rate f develpment in and arund the study area. Hwever, an alignment will prvide system benefits such as relief t ther arterials, redundancy in the arterial netwrk, and enhanced system cnnectivity fr bth arterials and cllectrs in the study area. ACHD has mre ability t cntrl the design and peratinal characteristics f the radway cnnectin if it is cnstructed as an arterial rather than if it is cnstructed as a cllectr by private develpment. Particularly beynd the 2030 planning hrizn used fr this study, it is anticipated that the additinal nrth suth traffic capacity and cnnectivity prvided by an Eagle Clverdale alignment will be necessary t meet the needs f future travel demand and netwrk develpment. If the crridr and right f way required fr this alignment are nt identified nw fr preservatin, it cannt be certain the ability t implement the mst apprpriate alignment cnfiguratin will be pssible in the future when its cnstructin is needed. 9 Final Reprt September 2009 Suthwest Bise Transprtatin Study Page 47 Althugh this is the lngest alignment, it reduces the verall amunt f new radway miles being cnstructed by remving a cllectr radway and has the fllwing benefits: It has limited impact t existing huses and structures It has n significant impact t the Hubbard Reservir It eliminates the need t build a mid mile cllectr in additin t the arterial alignment It will directly serve the areas f future grwth west f Hubbard Reservir It can mst readily be implemented as prperties develp in the future Based n these cnclusins, the fllwing is recmmended: ACHD identify Alignment #4 as a future cnnectin fr right f way preservatin. As develpments ccur, preserve the crridr right f way fr future need. Peridically review the need during CIP updates. The ultimate timing f the alignment s cnstructin will be based n future develpment in this area.
