Chairman Thmas Baliga called the meeting t rder at 6:30 p.m. Chairman Baliga pened the meeting by explaining that the MNCC meeting was held pursuant t the Illinis Open Meetings Act. 2 APPROVAL OF MINUTES April 24, 2014 MEETING MINUTES Chairman Baliga asked if there were any changes t the April 24, 2014 meeting minutes. There were n changes and a mtin t apprve was made by Ms. Pinin and secnded by Ms. Dulaj. The mtin passed. CHICAGO DEPARTMENT OF AVIATION ( CDA ) REPORT A. Presentatin: 2nd Quarter 2014 Airprt Nise Management System ( ANMS ) Reprt Mr. Frame asked Mr. Jacksn f Landrum & Brwn t present the 2nd Quarter 2014 Airprt Nise Management System Reprt. Mr. Jacksn prvided a brief verview f the infrmatin cntained in the reprt and prceeded with the details. Runway Use Reprt In the 2nd quarter the mst used departure runway was 04L/04R with 35% departing t the nrtheast. 04L/04R was als the mst used arrival runway with 45% arriving frm the suthwest. April Departures were split clsely in three directins, the mst used departure runway was 22L/22R with 32% leaving t the suthwest, the next 04L/04R had 31% t the nrtheast, 31C had 30% t the nrthwest and 13C had 7% ging sutheast. The mst used arrival runway was 04L/04R with 37% in frm the suthwest, fllwed by 22L/22R with 29% frm the nrtheast, 31C with 28% frm the sutheast and 13C with 6% frm nrthwest. Chairman Baliga asked if the recent strms affected the statistics. Mr. Jacksn replied that the winds are the predminant factr, aircraft fly int the wind. May The directins were split in a similar pattern t the previus mnth f April which is typical fr this time f year. The mst used departure runway was 04L/04R with 38%, the next was 22L/22R with 34%, fllwed by 31C with 25% and last 13C with 3%. The mst used arrival runway was 04L/04R with 47%, 22L/22R fllwed with 32%, then 31C with 19% and last 13C with 2%. June Mst departures headed nrtheast frm 04L/04R with 37%, 22R/22L had 34% t the suthwest, 31C with 26% t the nrthwest and 13C had 3%. 49% f arrivals came in frm the suthwest n 04L/04R, fllwed by 22R/22L which had 32%, 31C had 18% and 13C had 1%.. 2

3 Airline Fleet Mix Reprt There was an average f 695 ttal peratins per day with 82 ccurring at night. Suthwest Airlines had the highest peratins with an average f 448 per day, f which 58 ccurred at night. The B737, used almst exclusively by Suthwest, was the mst used aircraft with an average f 460 peratins per day. Per the Cmmissin s request, in additin t the breakdwn by type f aircraft, the reprt als includes a breakdwn f the number f helicpter peratins per day which averaged 5. Permanent Nise Mnitr Lcatins The reprt indicates the addresses f the 12 nise mnitr lcatins near the airprt as reflected in relatin t the 2018 Nise Cntur. The reprt shws the results fr July 2013 thrugh June 2014 with quarterly breakdwns and a 12 mnth average. The 2 nd quarter 2014 results are cmpared t thse f the 2 nd quarter Nise Htline Reprt There were 594 ttal cmplaints fr the 2 nd quarter, with a ttal f 132 cmplainants. Typically the breakdwn included 5 r 6 cmmunities, this reprt includes cmplaints frm 18 cmmunities. This is due t the new flight prcedures that have been implemented. Of the ttal cmplaints 396 came frm Chicag, which is mre than the typical number, due t the 22L prcedures that were implemented in February Chairman Baliga asked if it is pssible t breakdwn the Chicag cmplaints by neighbrhd. Mr. Frame cnfirmed that it can be dne. B. Part 36 Nise Standards: Aircraft Type and Airwrthiness Certificatin Reprt Any aircraft flying in the United States must meet the Part 36 standards t receive a new r revised airwrthiness certificatin. Nise measurements are taken and the aircraft are gruped int different stages. Stage 1 includes airlines ver 75,000 punds which were phased ut in the 1980 s and Stage 2 are airlines that were phased ut by January 1, The Stage 1 and 2 aircraft under 75,000 punds will be phased ut by Currently n Stage 3 phaseut is scheduled. Stage 4 was added in 2005 which includes aircraft certified by the FAA after that year. All f the aircraft indicated n the Airline Fleet Mix Reprt fall under Stage 3 and wuld meet Stage 4 requirements if certified tday. CHAIR S REPORT A. Residential Sund Insulatin Sub-Cmmittee Reprt In Ms. Cnwell s absence, Chairman Baliga presented the Residential Sund Insulatin Sub-Cmmittee Reprt (see attached). 3

4 Mr. Frame elabrated n the reprt by cmmenting n the prperty inspectins and the status f Phase 15. He stated that the first tw briefings were fr cndminiums and large scale apartment buildings already zned multi-family. The RSIP prperty inspectins dcumented building cnditins accrding t the checklist prvided by the Department f Buildings. If the checklist indicated atypical cnditins, then the prperty was referred t the Department f Buildings fr further review. Chairman Baliga asked Mr. Frame t clarify the methd used by the City f Chicag t identify individuals affiliated with the prgram. Mr. Frame replied that everyne wrking with the Residential Sund Insulatin Prgram has been issued a very specific pht identificatin card and must have that card at all times when n hmewner prperty. Anyne withut the prper identificatin is nt allwed n site. NEW BUSINESS Chairman Baliga asked if there were any further questins r new business requiring further discussin. With nne, a mtin t adjurn was made by Ms. Dulaj and secnded by Mr. Pannaralla. The mtin passed. 5 Chicag Midway Internatinal Airprt Residential Sund Insulatin Prgram Sub-Cmmittee Reprt As f July 24, 2014 Fr Phase 15, Eleven Hmewner Briefings were held starting in April and ending yesterday. All addresses in the in the 2018 Prjected Nise Cntur have been sent invitatins t a briefing. There are currently 1,654 dwelling units enrlled in the Prgram. Fllw-up letters have been sent t hmes that the wners did nt attend the briefings t which they were invited fr the first ten briefings. The last fllw up letters will be sent next week. Hme inventries have been cmpleted n 40% f the dwelling units enrlled in the Prgram. The first tw 500 hme cnstructin bid packages will be advertised within the next mnth. A new prperty inspectin prcedure has been added t the prgram t verify that nly legal dwelling units are included in the Prgram. Arlene Williams, Prgram Directr, will nw tell us mre abut the prperty inspectins and the status f Phase 15.
