Secretary Prtine secnded the mtin which carried. D. REPORTS D1. PRESIDENT S REPORT President Rbisn welcmed everyne. He requested that the agenda be rerdered due t an Executive Cmmittee member and ne f the presenters having t leave early. The Executive Cmmittee agreed t the rerdering f the agenda t D2, E2, Clsed Sessin, F1, F2, E1, and then E3. D2. EXECUTIVE DIRECTOR S REPORT Richard Hare reprted: Richard distributed t each Executive Cmmittee member the Summary f Benefits mandated by the Affrdable Care Act (ACA) fr each f TCSIG s plans. He explained that every new and existing emplyee that has a TCSIG medical plan prir t pen enrllment shuld be prvided a cpy r referred t the TCSIG website. The Dependent Eligibility Audit listed 350 emplyees with dependents that did nt prvide the required dcumentatin. After prviding the emplyers with a list f thse wh had nt cmplied and phne calls frm the TCSIG staff; the actual number f emplyees with dependents that were termed August 1, 2013 was 40. In respnse t an Executive Cmmittee request, a final list f thse 40 members will be sent t the emplyers. Richard met with the Tahe Truckee Unified Schl District Superintendent Dr. Rbert Leri, Executive Directr f Administratin Services Tm Gemma, Tahe Frest Hspital Administratr Bb Schapper and several members f his staff. The meeting went well and they will be lking at their cntract with Blue Crss and hw t better serve TCSIG s members. Apprved 2

3 CIF Nrth Cast sectin has agreed t the $40 Buy-in and will be jining TCSIG as f January 1, Wellness Center is ding well. Richard explained the handut, Authrizatin fr TCSIG Wellness Center Services. The frm is fr TCSIG emplyers that need nn-tcsig members t be TB tested, given vaccinatins, immunizatins, r Emplyee Physicals. The emplyers will be billed fr services rendered by TCSIG. Richard discussed an article that appeared in the Wallstreet Jurnal abut Nurse Practitiners seeking the right t treat patients n their wn. He als stated that Paragn Healthcare submitted a bid t Butte Cunty t manage their prpsed Wellness Center. Paragn Healthcare was nt selected. City f Simi Valley and Glenn Cunty withdrew their requests fr membership in TCSIG. Richard said the withdrawal fees and buy-in fees were significant issues fr them. E. INFORMATION AND DISCUSSION ITEMS 2. PRESENTATION OF VSP PLAN CHOICES Richard intrduced Megan Livesey, Accunt Manager fr Visin Service Plans (VSP). She reviewed the differences between the VSP Signature Plan that TCSIG currently has and the VSP Chice Plan. She stated that as f January 1, 2013, bth plans have exactly the same netwrk f prviders, s switching frm the Signature Plan t the Chice Plan wuld nt disrupt the TCSIG members that have the VSP visin plan. Richard stated that he wuld like this presented at the next Emplyee Benefits Advisry Cmmittee (EBAC) meeting in rder t gauge what the emplyees wuld like. It was asked if the EBAC meeting culd be scheduled befre the September Planning Meeting. Staff will try t set up a meeting as sn as pssible. G. APPROVAL OF VOLUNTARY LIFE PROPOSAL BY WELLS FARGO INSURANCE SERVICES Richard intrduced Liesel Cllins frm Wells Farg Insurance Services. She explained what was required fr each district that participates in the TCSIG life insurance t be able t ffer the Vluntary Life prgram t their emplyees. A mtin was made by Secretary Prtine t authrize ffering Vluntary Life prducts using Wells Farg Insurance Services t btain prpsals and Sptlite sftware fr enrllment. MEDICAL OUT-OF-POCKET LIMIT TRANSITIONAL RELIEF Richard reviewed the Affrdable Care Act health care refrm regulatins regarding cmbining all f the csts t the subscriber int the calculatin f ut-f-pcket maximums. He explained the impact f the regulatin t TCSIG and Delta Health Systems. It may be difficult t implement in 2014; hwever, plans may have ne year f transitinal relief. Staff has asked t be able t emply transitinal relief if the prgramming cannt be cmpleted by Vice President Turner made a mtin t authrize staff t emply Transitinal Relief frm the utf-pcket maximum requirements f the Affrdable Care Act, if necessary. Daena Meras secnded the mtin and it carried. E. INFORMATION AND DISCUSSION ITEMS 1. CHIROMETRICS SYSTEM UPDATE Jeremy Oswald, President f ChirMetrics gave a presentatin n all the changes and imprvements t the ChirMetrics system. He stated that as f June 1, 2013, all claims were caught up and paid. He stated that TCSIG will be receiving regular reprts as f August, 2013 n a mnthly basis. 3. EMPLOYER MODEL EXCHANGE NOTICE DUE OCTOBER 2013 Richard reprted n the required ntice all emplyers must give all emplyees by Octber 1, He als reviewed a spreadsheet that TCSIG develped t assist emplyers in determining if they are ffering an affrdable health plan. It was nted that all TCSIG plans have required essential benefits and all meet the actuarial value requirements. I. ITEMS FOR NEXT AGENDA J.
