Lengthy EC discussin, based n these cncerns, included merit f MJP, balance, fairness, educatinal nature, etc. Questins include, what is the merit f allwing students t design their runds and chse judges wh already agree with them, prefer their style, etc. which yu wuld nt be able t d in the real

3 wrld? and If CX and LD have this ptin, why d the IEs, Cngress, nt have the ptin t chse their judges? Prpnents and Oppnents t MJP n the EC discussed their views, advcacy, suggestins, ppsitins, etc. Shuld we ffer an EC-recmmended amendment? What shuld it say? Agreed that the Bdy needs t be able t vice their cncerns, a cmmittee/discussin grup needs t be frmed in rder t discuss Judge issues, including any MJP cncerns, etc. that is Reginally balanced. Wendi prpsed that we place this n the TFA Business Agenda fr time-limited discussin n MJP-related Judge issues, s that the Bdy can vice their pinins befre it ges t a cmmittee. Mtin made by Nah t frm an Ad Hc Cmmittee called Judging Assignments at TFA State s that after discussin frm the Bdy, the actin item will be t Refer t a Cmmittee. The Cmmittee will be chsen by the EC/Regin Reps. 7-0 mtin passes Ryan expressed the cncern frm his Regin that sme items n the Cngress dcket fr State are very similar, etc.. Discussin. Discussin included cncerns abut schls nt receiving feedback abut hw the legislatin they submitted was chsen, r nt chsen, hw they were ranked by the Cmmittee, what they need imprvement n fr their next submissin, etc. Agreement that Caches shuld receive Ranking Scres, Critique Sheets, r smething t give feedback and disclsure abut Criteria fr legislatin being chsen by the Cmmittee. This culd reduce the number f prly written, ut f frmat, nt debatable, pieces f legislatin ffered t the Cmmittee. Jasn mves t ask the Cngress Cmmittee t prvide a Rubric/Criteria, t be psted n the website (the ranking sheet the Cmmittee uses t rank legislatin, nt the template r cngress website guide fr writing legislatin- thse are already psted n the Cngress page f the website), and prvide feedback t the submitting schl Ryan secnded. 7-0 mtin passes. Lcatin Plan West has put in a request with her district t hst Mtin t apprve mtin passed, hst apprval fr Plan West Sr. High Schl Keeping the new UIL/One Act Play cmpetitin dates in mind when creating the TFA State schedule Discussin fllwed further abut pssibly ffering a mre permanent lcatin fr State each year, such as a university, etc. rather than burdening high schls each year. Schls wuld be able t budget, plan, etc. Revisited discussin n the size f the State Turnament, which als impacts lcatin chices, etc. Discussin abut remving the TFA Pint system, and mving t a bid/leg system, and ther ideas fr qualificatin. (see turnaments wh utilize a bid/leg system) Cnstitutin states (p. 73) that the EC has t g thrugh several steps in rder t reduce the size f the State Turnament. Fr the EC t prpse a leg system, r any ther better system that ur current Pint System (that tends t cause caches, teams, students t cmpete mre ften and cst mre mney, mre weekends away, burnut, etc.) the Bdy wuld have t prpse an amendment t ablish that sectin f the cnstitutin and discuss a new type f qualificatin system. Once Plan West sees hw many rms are available, we may nt have a chice but t limit event entries, r g t a leg system, etc. The EC is cmmitted t analyzing numbers and hw different systems will have impacts n the size f the State Turnament. Wendi wuld like t set a gal fr a cap n hw many rms a schl wuld have t have available in rder t hst State, and then chse a qualificatin system that will match that gal. Nah will cntact the Bdy t get feedback n hw many caches/prgrams UIL OAP will effect fr the State schedule, qualificatin system changes, etc. and then make decisins abut qualificatin limitatins, if any. IQT State Qualificatin Pint System changes Change cngress frm t passed Debate- clumn 2 wuld be inserted and say (mve CX t its wn schedule t stay the same, but change LD and PF t new pints) passed Mtin t eliminate 7-8 th places passed, but add pints fr semis in 51+ (as amended passed

The judges wuld take the place f the Reginally balanced judge n a panel fr that event. They shuld be able t judge ther runds during the turnament, but will als serve as special finals judges wh wuld be intrduced, thanked, and will nt appear n the Strike List. TFA Reprter The feeling frm the Caches, Judges, Students is that they miss it. We will bring it back! TFA Secretary typically creates/edits/publishes issues. Nah suggested psting it nline, rather than printing/cpying n paper t stay envirnmentally friendly, and then Tweeting ut when each versin is available n the Website t g and enjy! Wendi will create a special page n the Website fr the TFA State Reprter, and will publish 4-5 issues during the State Turnament. Officially put names n schlarships Cnstitutinal change (n amendment needed) t include the name fr whm each schlarship is named, Student schlarship winners will als be listed in the cnstitutin after the champins, after Cngressinal Debate Awards, beginning POI and Infrmative Currently TFA cnslatin events fr the 2015 State Turnament ONLY. There might be amendments frm the Bdy t make these permanent main events, fllwing success frm the NSDA Natinal Turnament final runds, caches judging the events, and having sme perfrmances t teach/reference ging int this seasn. Discussin abut mving sme f the free events arund, eliminating Petry and including POI, eliminating the Senate and including INF, and sme ther suggestins, ideas, etc. Nah will include this discussin n the Hnest Talk Ggle Dc t the Bdy the first part f August, s we can get a feel fr preferences befre Cnventin in Octber. INF and POI and Prse and IMP culd all be cnslatin events, with rm allwances during ut-runds (wuld have t be apprved by the Bdy in Octber) if the Bdy apprves POI and INF as qualifying events, then there wuld nly be tw cnslatin events (fr qualifying students nly) New amendment: (p.87 current wrding) Strike as a pilt prgram turnament, replace with tw cnslatin events, POI and INF (Jasn will Wendi the wrding, will be intrduced as an EC-recmmended amendment (SEE BELOW). Brent indicated that ffering mre cnslatin chices will nt significantly impact rm cunt, turnament size, r anything that will cause much change t the State Turnament, simply wuld ffer mre chices fr students and judges during ut-runds f Main Events.

Justificatin: Attempt t be mre practive, rather than catching mistakes after the fact, etc. Discussin- cncerns abut differences in turnament variatins in tabrms, cnsequences fr hnest mistakes made, cncerns abut turnament hsts nt reading the rules crrectly, etc. Prpsal is t divvy up the audits t members f the EC as a check n the tabulatin results, nt necessarily fr cnsequences, but fr feedback t the cach/turnament directrs in an attempt t avid mistakes in the future. Discuss with the Bdy in Octber, the issues that have been a prblem, and discuss sme f the cncerns and suggestins.
