ACADEMIC PROGRAMS AB 1451 (Hlden) Cncurrent Enrllment. AB 1451 authrizes a cmmunity cllege district and schl district t enter int a frmal cncurrent enrllment partnership with the gals f helping high schl students achieve cllege and career readiness, imprving high schl graduatin rates, reducing cmmunity cllege remediatin rates, and develping seamless pathways frm high schl t cmmunity cllege career technical educatin (CTE) prgrams r preparatin fr transfer. The bill als remves specified state plicy barriers t cncurrent enrllment. AB 2352 (Chesbr) Cmmunity Clleges: Early, Middle Cllege High Schl. AB 2352 (Chesbr) Cmmunity Clleges: Early, Middle Cllege High Schl. AB 2352 makes an exceptin frm the lw enrllment pririty requirement fr a student enrlling at a cmmunity cllege curse wh is attending an early cllege high schl if that curse is required fr the student's early cllege high schl prgram. 2 AB 2557 (Williams) Cmmunity Clleges: Intersessin Extensin Prgram. AB 2557 deletes Pasadena City Cllege as ne f the six eligible cmmunity cllege campuses t participate in the new intercessin extensin pilt prgram created by AB 955 (Williams) frm Pasadena City Cllege requested t withdraw frm the prgram. Status: AB 2557 passed in the Senate Cmmittee n Educatin, and is with the Senate Apprpriatins Cmmittee. SB 850 (Blck) Cmmunity Cllege Districts: Baccalaureate Degree Pilt Prgram. SB 850 wuld authrize the Bard f Gvernrs, in cnsultatin with the Califrnia State University and the University f Califrnia, t establish a BA degree pilt prgram at up t 15 cmmunity cllege districts which wuld be determined by the Chancellr and apprved by the BOG. Each participating district wuld be authrized t ffer ne BA degree prgram at ne campus within the district. BA degrees ffered wuld be limited t degrees nt ffered by the CSU r the UC and in areas with dcumented unmet lcal wrkfrce needs. A district participating in the prgram shall submit their plans fr the prgram t the Chancellr fr review and t the BOG fr apprval. Fees fr upper divisin cursewrk in a BA degree prgram shall be set by the Legislature. The prgram wuld cmmence in the academic year and wuld require degrees t be cmpleted by the end f the academic year. Psitin: Supprt Status: SB 850 passed in the Assembly Cmmittee n Higher Educatin and is in the Assembly Apprpriatins Cmmittee. SB 1425 (Blck) Cmmunity Clleges: Retractive Awarding f Degree. SB 1425 requires each cmmunity cllege district t perfrm retractive degree audits t identify thse students wh have cmpleted degrees, certificates, r transfer requirements in up t 12 f the highest demand fields f study during the past tw years. Thse students wuld be ntified as t their eligibility t receive the degree r certificate and shall have the ptin t pt ut if they wish. The bill als requires the Chancellr s Office t purchase degree audit sftware fr each district that desn t already wn it, and specifies that the districts shall manage its use by the campuses. The Chancellr s Office shall versee the implementatin f this bill ver a staggered time table until all campuses have degree audit sftware and have perfrmed retractive degree audits by the year Status: SB 1425 passed in the Assembly Cmmittee n Higher Educatin and is in the Assembly Apprpriatins Cmmittee. ADULT EDUCATION SB 173 (Liu) Educatin Funding: Adult Educatin. SB 173 requires the Califrnia Department f Educatin and the Chancellr's Office t crdinate and issue assessment plicy guidelines regarding assessments t be used by schl districts and cmmunity cllege districts fr purpses f placement in adult educatin curses ffered by thse districts as part f an adult educatin cnsrtium. The bill wuld als require the department and the chancellr's ffice, as a part f the reprt required under the adult educatin cnsrtium prgram, t jintly develp and issue plicy recmmendatins t the Legislature regarding a cmprehensive accuntability system fr adult educatin curses ffered by schl districts and cmmunity cllege districts in accrdance with prescribed requirements. Status: SB 173 was referred t the Senate Apprpriatins Cmmittee s Suspense File. SB 897 (Steinberg) Educatinal Cmpetitive Grant Prgrams: Adult Educatin. SB 897 clarifies that public sectr entities can participate in the 2013 Career Pathways Trust. Requires the cmmissin t incrprate a specified scial studies framewrk int the histry-scial science framewrk. The bill emphasizes the imprtance f basic teaching f American gvernment and civics engagement, and registering t vte in sme adult educatin curses. 3 CAREER TECHNICAL EDUCATION, CONTRACT EDUCATION, ECONOMIC DEVELOPMENT SB 923 (Pavley) Educatinal Apprenticeship Innvatin Act. SB 923 enacts the Educatinal Apprenticeship Innvatin Act t award a cmpetitive grant t schl districts, cunty ffices f educatin, charter schls, and cmmunity cllege campuses t prmte apprenticeships, pre apprenticeships, and career pathways amng lcal educatinal agencies, institutins f higher educatin, and businesses f imprtance t lcal ecnmics. The bill wuld als specify certain criteria t determine the cmpetitive values f an applicatin fr the grant. Status: SB 923 is in the Assembly Educatin Cmmittee. SB 923 is in the Assembly Apprpriatins Cmmittee and was referred t the Suspense File. FACILITIES AB 1906 (Wilk) Cmmunity Cllege Prperty: Direct Csts fr Use. AB 1906 amends existing law authrizing the gverning bard f a cmmunity cllege district t grant the use f cllege facilities r grunds fr use by cmmunity grups. AB 1906 expands the definitin f direct csts t include the share f csts fr maintenance, repair, restratin and refurbishment prprtinal t an entity's use f the cllege facilities r grunds. This bill requires the Bard f Gvernrs Cmmunity Clleges t develp regulatins fr determining specific allwable csts. Status: AB 1906 passed bth huses and is back in the Assembly fr cncurrence with Senate amendments. AB 2235 (Buchanan) Kindergarten-University Public Educatin Facilities. AB 2235 wuld place a Kindergarten-University Public Educatin Facilities Bnd Act f 2014 n the Nvember 2014 statewide electin ballt. AB 2235 prvides an unspecified amunt f state general bligatin bnds t K-12 schls, the Califrnia Cmmunity Clleges, the University f Califrnia, the Hastings Cllege f the Law, and the Califrnia State University fr cnstructin and mdernizatin f educatin facilities. The bnd amunt in the bill was set at $9 billin, f this amunt; $2 billin is allcatin t cmmunity clleges, $500 millin each t the University f Califrnia and the Califrnia State University, with the remaining $6 billin fr K-12. The analysis in the Senate Educatin Cmmittee recmmended a bnd amunt f $2 billin, with an expectatin f a much larger bnd n the ballt in The revised amunt wuld prvide $1 billin fr K-12 and $1 billin fr all three segments f higher educatin with each segment getting ne-third f the $1 billin. Hwever, the authr and the chair met befre the hearing t discuss the staff recmmendatins, and eventually agreed t remve the language that described the amunts in the bnd t allw the authr t cntinue t mve the bill while wrking with leadership and the Gvernr s Office t determine if there will be a bnd, and at what amunt. FACULTY AND STAFF AB 2558 (Williams) Cmmunity Clleges: Faculty and Staff Develpment. AB 2558 is the Bard f Gvernrs spnsred legislatin t revitalize prfessinal develpment fr bth faculty and staff as directed by recmmendatins frm the Student Success Task Frce and the Prfessinal Develpment Cmmittee which cncluded its wrk in September Specifically, AB 2558 updates utdated statute t reflect a renewed fcus n prfessinal develpment; authrizes the use f state mney fr prfessinal develpment activities if it becmes available thrugh the state budget; and clarifies that all emplyees, classified staff and administratrs as well as faculty, be eligible t receive prfessinal develpment pprtunities frm participating districts. 4 AB 2705 (Williams) Cmmunity Clleges: Faculty. AB 2705 amends existing law that related t cmmunity cllege faculty t change references frm full-time and part-time faculty t full-time faculty, and cntingent faculty. Status: AB 2705 is n the Senate Flr. ACR 95 (Gmez) Califrnia Cmmunity Clleges: Part-Time Faculty. ACR 95 expresses the intent f the Legislature that cmmunity cllege districts nt reduce the hurs f part-time faculty fr the purpse f aviding implementatin f the federal Patient Prtectin and Affrdable Care Act. Status: Chaptered. FISCAL ISSUES, FUNDING, ETC. SB 1391 (Hancck) Inmate Educatin Prgrams: Cmputatin. Current language in SB 1391 is similar t earlier versins f AB 1271 in that it waives pen curse requirements fr cmmunity cllege curses ffered in state crrectinal facilities and allws attendance hurs generated by credit curses at all crrectinal facilities t be funded at the full credit rate instead f the nncredit rate. SB 1391 als requires the Califrnia Department f Crrectins and Rehabilitatin (CDCR), in cllabratin with the Chancellr, t establish the Innvative Career Technical Educatin Grant Prgram t prvide planning grants t up t 20 cmmunity clleges in rder t prvide career technical educatin curses t inmates in state crrectinal facilities. The bill specifies that $2 millin, prvided in the Budget Act, is apprpriated frm CDCR the Chancellr s Office fr this prgram. Status: SB 1391 passed in the Senate Educatin Cmmittee and was sent t the Apprpriatins Cmmittee. GOVERNANCE AB 1348 (Pérez, J) Pstsecndary Educatin: Califrnia Higher Educatin Authrity. Althugh the Califrnia Pstsecndary Educatin Cmmissin (CPEC) was defunded by the Budget Act f 2011, statutes remain. AB 1348 wuld repeal statutes establishing the duties f CPEC and establish the Califrnia Higher Educatin Authrity, as the replacement fr CPEC. Amendments t AB 1348 have recently been psted and the authr intends t mve the bill. AB 1348 wuld establish the Califrnia Higher Educatin Authrity which wuld be gverned by a 13-member bard f directrs, appinted by the Gvernr, the Speaker and the Senate Cmmittee n Rules. The bard f directrs will be required t cnvene a technical wrking grup t advise n data and plicy matters befre the bard f directrs. The wrking grup is t be cmprised f the fllwing: CEOs f each f the segments f public pstsecndary educatin, A chair r the designee f the largest assciatin f the independent Califrnia clleges and universities. Chair, r designee f the chair, f the Bureau fr Private Pstsecndary Educatin advisry cmmittee. Chair r designee f the chair, f the Califrnia Student Aid Cmmissin. Chair r designee f the chair, f the academic senate fr each f the segments f public pstsecndary educatin. The Superintendent f Public Instructin, r designee. The Califrnia Higher Educatin Authrity wuld be tasked with duties similar t that f CPEC, including making plicy recmmendatins, research, etc. Status: AB 1348 is in the Senate Apprpriatins Cmmittee. AB 1557 (Hlden) Bard f Gvernrs. AB 1557 requires the next Bard f Gvernrs vacancy be filled by a veteran wh has shwn expertise and leadership in veterans issues. This is fr ne f the twelve Bard psitins that require Senate cnfirmatin, and fr the next vacancy after the bill is enacted. In the Senate Educatin Cmmittee, the staff analysis recmmended that the bill be amended t delete language adding bard members, and instead braden the descriptin f the bard members qualificatins t encurage that the members f the Bard include diverse representatives f as many f the unique demgraphic grups f persns fund in Califrnia, including but nt limited t: disabled persns, veterans, racial and gender. The bill passed with the staff recmmendatin as the Cmmittee s amendments Status: AB 1557 is n the Senate flr. AB 1942 (Bnta) Cmmunity Clleges: Accreditatin. AB 1942 has been significantly amended since it was first intrduced. AB 1942 requires the accrediting cmmissin t reprt t the Legislature n decisins that affect a cllege s accreditatin and t reprt n plicy changes that affect the accreditatin prcess. The Bard f Gvernrs is als required t review the accreditatin status f a cllege when determining cmpliance with minimum cnditins. Status: AB 1942 is in the Senate Apprpriatins Cmmittee. The versin nw in print has been amended as recmmended by the Senate Educatin Cmmittee which require a reprt t the Legislature by the accreditatin cmmissin, and requiring the Chancellr s Office t ensure the reprt is submitted. AB 2087 (Ammian) Bard f Gvernrs f Cmmunity Clleges. AB 2087 requires the Bard f Gvernrs t amend Title 5 regulatins n assigning a special trustee t include requirements that the special trustee identify benchmarks and standards that wuld lead t the lcal bard regaining its authrity. The special trustee wuld als be required t prvide fr cnsultatin with the district prir t making decisins. Status: AB 2087 is n the Senate Flr. AB 2247 (Williams) Pstsecndary Educatin: Accreditatin Dcuments. AB 2247 requires each campus r ther unit f the University f Califrnia, Califrnia State University and the Califrnia Cmmunity Clleges that receives public funding thrugh state r federal financial aid prgrams, is accredited by an accrediting agency recgnized by the United States Department f Educatin and t make final accreditatin dcuments available t the public via the institutin's website. Status: AB 2247 is with the Senate Apprpriatins Cmmittee. HR 41 (Ting and Ammian) Relative t City Cllege f San Francisc. Huse Reslutin 41 Urges the Accrediting Cmmissin fr Cmmunity and Junir Clleges (ACCJC) t cnsider the prgress f City Cllege f San Francisc (CCSF) tward achieving cmpliance with standards and t prvide CCSF additinal time t cntinue slving prblems while keeping its accreditatin intact. SB 1196 establishes that the Gvernr r designee shall, in cnsultatin with the segments f pstsecndary educatin, private industry, and plicy research entities, establish educatinal attainment gals fr the segments and a target date t achieve thse gals. It als requires the segments t adpt a plan t achieve thse gals. The gvernr r designee shall cnvene a technical wrking grup t advise in the develpment f the plans. The wrking grup wuld be cmpsed f a representative frm each segment; ne frm the Department f Finance; ne frm the LAO; and ne t three members with expertise in accuntability effrts. The wrking grup will identify specific metrics fr measuring gals frm last year s SB 195 and set perfrmance targets. Status: SB 1196 is with the Assembly Apprpriatins Cmmittee. SR 47 (Len) Relative t City Cllege f San Francisc. Status: Adpted MISCELLANEOUS AB 1969 (Levine) Intersegmental Crdinatin f Technlgy and Data. AB 1969 requires the 3 segments f public pstsecndary educatin t crdinate effrts when purchasing technlgy and sftware t enhance student achievement. The crdinatin required in this prvisin wuld apply t purchases f mre than $1 millin. It als requires the segments t develp prcedures t crdinate and share student perfrmance data as they invest in and upgrade infrastructure and sftware. Status: AB 1969 passed in the Assembly Higher Educatin Cmmittee and was sent t the Assembly Apprpriatins Cmmittee. Status: AB 1969 is with the Senate Apprpriatins Cmmittee. NURSING AB 548 (Salas) Nursing Prgrams: Cmmunity Clleges. AB 548 extends the sunset prvisin in Educatin Cde Sectin until January 1, Originally intrduced by AB 1559 (Berryhill) in 2007, Sectin authrizes a set f criteria added t the screening prcess fr applying t nursing prgrams. The reasning fr the multicriteria additin was t allw fr a mre diverse field f candidates while imprving the passing rate fr the nursing licensing exam and imprving the chances fr successful cmpletin in cmmunity cllege nursing prgrams. Status: AB 548 passed bth huses and is back in the Assembly fr cncurrence with Senate amendments. STUDENT SERVICES AB 1930 (Skinner) CalFresh: Student Eligibility. AB 1930 requires cunty welfare departments t exempt students wh participate in the Califrnia Cmmunity Cllege Extended Opprtunity Prgrams and Services prgram frm the student wrk requirement when determining eligibility fr the state s fd stamp prgram (CalFresh). Status: AB 1930 is in the Senate Apprpriatins Cmmittee. SB 967 (De León) Student Safety: Sexual Assault. SB 967 requires the gverning bards f each cmmunity cllege district, the Califrnia State University, the University f Califrnia t adpt plicies cncerning campus sexual vilence, dmestic vilence, dating vilence and stalking, including an affirmative cnsent standard in the determinatin f whether cnsent was given by a cmplainant. Requires these bards t adpt certain sexual assault plicies and prtcls. Status: AB 967 is with the Assembly Apprpriatins Cmmittee. SB 1023 (Liu) Cmmunity Clleges: Fster Yuth. SB 1023 authrizes the Chancellr's Office f the Califrnia Cmmunity Clleges t enter int agreements with cmmunity cllege districts t prvide additinal funds fr services in supprt f pstsecndary educatin fr fster yuth. These services and supprt include child care and transprtatin allwances, bks and supplies, cunseling and mental health services, career cunseling and husing assistance. Status: SB 1023 is with the Assembly Apprpriatins Cmmittee. SB 1369 (Blck) Cmmunity Clleges: Disability Services Prgram. SB 1369 amends statute relating t the Disability Services Prgram and the use f the term, students with disabilities, instead f disabled students. SB 1369 requires the regulatins adpted by the Bard f Gvernrs t prvide the apprtinment f funds t each cmmunity cllege district t ffset the direct excess csts ensuring that 6 P age

7 students with disabilities enrlled in state supprted prgrams r curses receive academic adjustments, auxiliary aids and services. Status: SB 1369 is with the Assembly Apprpriatins Cmmittee. SB 1400 (Hancck) Cmmunity Clleges: Expulsins. SB 1400 authrizes a cmmunity cllege district t require a student t apply fr reinstatement upn the expiratin f a prtective rder issued by a curt against the student, and t clarify that a district must initiate this prcess prir t the expiratin f the restraining rder. A student is allwed t re-register at the expiratin f a prtective rder withut a review by the district, even thugh the circumstances f the prtective rder may still be in effect. The intent f the measure is t describe a prcess fr a student t re-register but als fr the district t review the applicatin t ensure the student s interests are balanced with the need t maintain a safe campus. Status: SB 1400 is n the Assembly Flr. TUITION, FEES, FINANCIAL AID AB 1285 (Fng) Pstsecndary Educatin: Cal Grant Prgram. AB 1285 wuld phase in the eliminatin f a Cal Grant B restrictin that prevents 98% f first year recipients frm using their award t cver tuitin and fees. The Cal Grant B award serves the lwest incme students and pays fr tuitin and fees (nly 2% f grant Cal Grant B recipients may use their award fr these csts), bks, supplies, fd, rent and transprtatin. Recent amendments t the bill prhibit clleges and universities frm supplanting institutinal need-based grants with funds prvided fr Cal Grant B awards. Further, pstsecndary institutins are required t maintain funding amunts fr these grants at a level that is equal t the level maintained fr undergraduate students during the academic year. This bill wuld becme perative n July 1, Status: AB 1285 is in the Senate Apprpriatins Cmmittee. AB 1456 (Jnes-Sawyer) Tuitin Fees Pilt Prgram. AB 1456 requires the Califrnia Student Aid Cmmissin, the Trustees f the Califrnia State University, and the Bard f Gvernrs f the Califrnia Cmmunity Clleges, and requests the Regents f the University f Califrnia t cnduct a study f the effects f enacting a Pay it Frward, Pay it Back Pilt Prgram t replace the current system f charging students upfrnt tuitin and fees, including fr rm and bard, fr enrllment at public institutins f higher educatin Status: AB 1456 was nt scheduled fr a hearing by the Senate Educatin Cmmittee. AB 1976 (Quirk-Silva) Student Financial Aid. AB 1976 increases t 50,000 the number f Cmpetitive Cal Grant A and B awards that may be granted in an academic year, cmmencing with the academic year. AB 2160 (Ting) Pstsecndary Educatin: Financial Aid. AB 2160 requires a grade pint average (GPA) verificatin fr all high schl senirs and graduates frm the prir academic year at public schls t be submitted t the Califrnia Student Aid Cmmissin (CSAC) electrnically by a schl r schl district fficial. 8 AB 2201 (Chavez) US Selective Service: Financial Aid Ineligibility. AB 2201 establishes a prgram thrugh the Department f Mtr Vehicles t register males between 18 and 26 years ld fr Selective Service when they submit an applicatin fr an riginal r a renewal f a driver s license. This includes registratin as a cnscientius bjectr. Federal law requires males between the ages f 18 and 26 years f age t register fr the Selective Service System, and failure t register results in fines and the lss f gvernment benefits including Pell Grants, federal emplyment and services, and in sme cases lcal gvernment emplyment. The US Selective Service System has received thusands f letters frm students in Califrnia wh were unaware f their bligatin t register fr Selective Service until they were denied financial aid fr cllege expenses. Califrnia lses an estimated $100 millin in lst student financial aid, jb training and emplyment based n letters sent t the US Selective Service System. Recent amendments delay implementatin f this measure until January 1, The US Selective Service System is prviding $200,000 t the Department f Mtr Vehicles t cver the csts f implementing this system.
