1 TERMS OF REFERENCE (TOR) CONSULTANCY SERVICE TO CONDUCT A BASELINE ASSESSMENT FOR THE PROJECT ENTITLED FACILITATING INFORMED MIGRATION CHOICES COMMUNITY CONVERSATION AS A TOOL FOR PREVENTING UNSAFE MIGRATION IN ETHIOPIA 1. BACKGROUND Ethipia is at the centre f the migratin stage in the Hrn f Africa (HA), being a cuntry f rigin, transit and destinatin fr migrants wh face significant prtectin risks in a regin in crisis. A wide variety f push and pull factrs drive thusands f yung Ethipians 1, including wmen and children, n irregular and dangerus pathways every year using three main migratry rutes t the Middle East, Suth Africa and Eurpe, respectively. A knwledge, attitude and practise (KAP) survey cnducted by IOM in indicated that a wide majrity f in- and ut-f-schl yuths in Ethipia were aware f mre than ne risk assciated with irregular migratin. Other studies 3 cnclude that ptential migrants are mre likely t believe in the accuracy f their knwledge f the prtectin risks f irregular migratin than current migrants. These findings reveal imprtant gaps in terms f the knwledge and attitudes driving irregular migratin decisins in Ethipia. The desperate cnditins pushing yung peple t migrate are cmpunded by strng scial nrms that make yung peple cnsider migratin as part f their familial respnsibilities. Limited access t regular pathways t migratin is a well-knwn gap in cuntering narratives arund the benefits f irregular migratin. In additin, grwing landlessness and limited emplyment pprtunities in rural Ethipia, cupled with reluctance f yuth t pursue agriculture, are likely t have cntributed t the increased utmigratin in the recent years. T address this issue, IOM and the GE have tgether launched a natinal Cmmunity Cnversatin Prgramme (CCP), a frum whereby cmmunity members regularly sit tgether with ther stakehlders t share infrmatin n irregular migratin, share respnsibility t cunter irregular migratin and supprt hmegrwn slutins and alternatives t irregular migratin. These sessins cver tpics such as trafficking in persns, smuggling f migrants, risks invlved in irregular migratin, attitude tward risk, realities in cuntries f rigin, safe migratin ptins, livelihd pprtunities, mapping f lcal resurces and hw t harness them. At the end f the sessins, the cmmunity members jintly develp measures t address the identified challenges. The strengthening f the CCP has been generusly supprted by the Gvernment f the Netherlands which, thrugh a first prject phase that ran frm Octber 2016 t July 2018, enabled the scale-up f the prgramme t 1,890 kebeles (lcalities) in the main reginal states f rigin fr irregular migratin and trafficking. Mrever, using a grassrts empwerment apprach, sme cmmunity cnversatin grups (CCG) have develped strng linkages with lcal develpment and prtectin systems. 2 activities (IGAs). Increasingly, these best practices have inspired greater GE wnership in the management f the CCP. Fr instance, the gvernment in the SNNP Reginal State has dedicated specific financial resurces since 2015 t ensure the sustainability f the CCP and mainstreamed it in its annual planning. Based n these develpments, IOM with funding frm the Gvernment f the Netherlands is implementing the secnd phase f the prject entitled Facilitating Infrmed Migratin Chices Cmmunity Cnversatin as a Tl fr Preventing Unsafe Migratin in Ethipia. This prject aims t cntribute t the effrts f the Gvernment f Ethipia (GE) t prevent unsafe migratin by facilitating infrmed migratin chices and prmting alternatives t irregular migratin. T achieve this, IOM prpses three cre bjectives: (1) Ptential migrants demnstrate imprved capacity t make infrmed migratin decisins and participate in cunter-trafficking initiatives in their cmmunities; (2) Increased GE wnership f the CCP results in imprved crdinatin f TiP and SM preventin and prtectin initiatives in the cuntry; and (3) Imprved access t livelihd pprtunities including facilitating access fr regular livelihd ptins and referral services facilitates enhanced prtectin f vulnerable ptential migrants and returnees. Cmpared t its first phase, this new prject intrduces fur new elements. First, it will priritize building/reinfrcing GE wnership f the CCP by building gvernmental capacities, especially mnitring, reprting and evaluatin capacities at the reginal and lcal levels. Secnd, this new prject includes activities, including an in-depth impact assessment cnducted by IOM s Glbal Migratin Data Analysis Centre (GMDAC), that will help measure the actual impact f the CCP n the knwledge, attitudes and practices vis-à-vis irregular migratin f targeted ppulatins. This crucial evidence base will further supprt the GE and IOM in making necessary adjustments t imprve the CCP and ther gvernment and stakehlders-led behaviural change cmmunicatin interventins n migratin. Third, this phase will emphasize n the awareness-livelihd nexus by imprving access t livelihd pprtunities (incuntry and verseas emplyment ptins) and t prtectin services f vulnerable ptential migrants and returnees. Finally, the prject will bear increased attentin t issues f gender equality in the CCP and ther planned interventins t ensure wmen and girls attain equal levels f participatin in discussin, decisin-making prcesses as well as in livelihd supprt activities. 2. OBJECTIVES OF THE CONSULTANCY The verall bjective f this cnsultancy is t design data cllectin methdlgies and cllect data n all indicatrs f the prject as described in the results framewrk fr the prject. The baseline survey will prvide the benchmarks against which any changes resulting frm the prject interventins and results will be measured. The belw specific tasks will be required frm the selected cnsultancy team: T design data cllectin methdlgies fr all prject indicatrs include setting criteria, defining key aspects and develping data cllectin tls;

3 T cllect, analyse and present baseline data at the bjective, utcme and utput level (based n the prject lg frame) t allw fr efficient measurement f prject impact during and after implementatin. Mrever, identify the key gender-related issues at stake in the prject with a specific fcus n (1) the CCP, (2) capacity building interventins, and (3) livelihd supprt interventins. Issues such as gender divisin f labur, gender differentials in activities surrunding access t and cntrl ver resurces, pwer and decisin making, legal rights and status, wmen s pririties, restraints and mtivatins as well as time spent n prductive and reprductive activities will be clsely cnsidered; Verify prject lg frame s adequacy with realities bserved n the grund and prpse any adjustments t the results framewrk f the prject. Analyze and, if deemed necessary, revise prject lg frame t ensure SMART indicatrs are in place t effectively measure prject cntributin t gender equality imprvement; Prvide actinable recmmendatins fr the prject implementatin team at IOM and GE t effectively mainstream gender in prject implementatin, M&E and reprting and develp a gender-respnsive strategy t prject implementatin and mnitring describing the best appraches t address gender inequalities and identifying strategies t mbilize wmen s agency; Prpse indicatrs and mnitring methds fr measuring impact and sustainability f interventins and cllect, analyse and present any baseline data related t this endeavur; Prvide an verall analysis and recmmendatins twards imprved implementatin f the prject and effective mainstreaming f crss-cutting themes, particularly gender equality, envirnmental sustainability and sustainability f interventins. 3. SCOPE The prject will cver the main reginal states f rigin fr irregular migratin, namely Amhara, Ormia, Tigray and Suthern Natins, Natinalities and Peples (SNNP) with interventins in Eritrean refugee camps in the Shire area as well as in transit reginal states such as Afar and Smali. IOM als plans t cnduct cmmunity-based livelihd interventins in 20 different kebeles acrss these different reginal states. 4. APPROACH AND METHODOLOGY The baseline study shuld adpt a mixed methds apprach, integrating quantitative and qualitative methds t ensure that data cllected is triangulated and can be cmmunicated, explained and cntextualised. It is expected that the cnsultant will cmbine surveys/questinnaires with structured interviews and fcus grup discussins. Research teams are encuraged t use innvative methds t cllect and analyse data. The sample size will be determined in cllabratin with IOM t ensure a gender aware and statistically relevant representatin f the prject beneficiaries and stakehlders. The sample size shuld include, at a minimum, kebeles nt reached by the CCP; kebeles reached by the CCP but

4 nt selected fr cmmunity-based livelihd interventins; and kebeles reached by the CCP and selected fr cmmunity-based livelihd interventins. Infrmatin shall be cllected frm acrss specified beneficiaries, partners and stakehlders. The cnsultant shall cnduct an extensive desk review f CPP, prject and ther related dcuments and secndary surces. All data cllected during the baseline survey will be disaggregated by age and gender. 5. EXPECTED DELIVERABLES AND TIMELINE T cmplete this task, the cnsultancy is estimated t take up t a ttal f 60 calendar days starting n the date f the signing f the cntract. In accrdance with the fllwing timetable the cnsultant will: Prduce an inceptin reprt t demnstrate hw s/he will accmplish the afrementined tasks in a timely fashin, utlining the baseline study apprach (sampling framewrk, data cllectin strategy and methdlgies, tls, criteria etc.) and wrkplan fr baseline study. The inceptin reprt will be due within fur (4) calendar days after signing f the cntract and its finalizatin will invlve incrpratin f feedback frm IOM; Draft baseline reprt infrmed by: Field data cllectin; Analysis f data t establish baselines fr all prject indicatrs; Recmmendatins fr changes t the results framewrk; Prpsed indicatrs and mnitring methds fr measuring impact and sustainability f interventins and cllect and analyse baseline data related t this endeavur. The draft reprt will be due within fifty (50) calendar days after finalizatin f the inceptin reprt and will invlve incrpratin f feedback frm IOM team; Presentatin f the draft reprt at a ne-day validatin wrkshp where inputs frm stakehlders will be cllected; Submit final baseline reprt including the gender aware baseline study with feedback frm IOM and ther key stakehlders incrprated. The final reprt will be finalized 5 days after cmpletin f the validatin wrkshp; Baseline database and all data cllectin tls develped. 6. SUPERVISION The cnsultant will wrk under the verall supervisin f IOM s Special Liaisn Office in Addis Ababa s Chief f Missin and under the direct supervisin f the prject manager. The cnsultant will wrk in clse cllabratin with IOM Ethipia s gender fcal pint and IOM Ethipia s M&E Officer with verall

5 guidance frm gender specialists based in IOM s Reginal Office fr Eastern and Suthern Africa in Nairbi and in IOM s Headquarters in Geneva. The cnsultant will be able t benefit frm the guidance f IOM s Glbal Migratin Data Analysis Centre (GMDAC) in Berlin which is directly invlved in the implementatin f the prject. The GMDAC has experience evaluating the impact f infrmatin campaigns in West Africa and will prvide guidance particularly in the design (selectin f indicatrs, questinnaire design etc.) and review/quality assurance phase f the assignments. 7. CONSULTANTCY TEAM S REQUIRED QUALIFICATIONS The specialist shuld pssess wrking experience in the Hrn f Africa/IGAD regin and/r experience wrking with reginal and internatinal rganizatins with migratin, cunter-trafficking and gender related functins and respnsibilities. Preference will be given t individuals r rganizatins with prven relevant experience in undertaking a task f similar nature and magnitude, and shall have the fllwing qualificatins and experience: Educatin: Minimum f an advanced degree in scial science r anther relevant field; Other trainings in the areas f assignment will be an asset (migratin, cunter-trafficking, behaviural change cmmunicatin, gender equality prmtin, etc.) Experience: At least seven years f prfessinal experience in the field f gender and develpment; At least seven years f prfessinal experience in the field f migratin management, preferably behaviural change cmmunicatin and awareness raising campaigns; Recrd f publicatin n gender and/r migratin issues is a strng asset; Experience f carrying ut mixed-methds baseline studies and evaluatins and in prducing high quality analytical reprts (examples f previus wrk will be requested); Statistical analysis skills and strng prficiency with data analysis packages Excellent cmmunicatin and written skills in English and knwledge f lcal languages and the ability t present data cncisely and clearly Cmpetencies: Extensive knwledge f the natinal, reginal and internatinal legal framewrks pertaining t migratin in a brad definitin. Deep understanding f the Ethipian legal cntext, best practices in human trafficking/smuggling preventin, frced migratin, direct assistance t migrants, migratin and develpment, labur migratin, etc. interventin strategies and impacts in different ecnmic, scial, cultural and plitical settings, including sub-sahara Africa, evidenced by either publicatin n this subject matter r wrk n similar tpics in varius cuntries. Strng cmputer and analytical skills with ability t write and review technical dcuments/reprts, cnduct interviews as part f backgrund research.

6 Demnstrated administrative, planning, rganizatinal and advisry skills. Excellent verbal and written cmmunicatin skills in English and Amharic. Knwledge f ther Ethipian lcal languages (e.g. Afaan Orm, Tigrigna, Smali, etc.) wuld be an asset. 8. PAYMENT SCHEDULE First instalment f 20% f the ttal cnsultancy fee upn satisfactry submissin f a quality inceptin reprt validated by IOM Ethipia and IOM GMDAC; Secnd instalment f 40% f the ttal cnsultancy fee upn satisfactry submissin f a quality first draft reprt; Third instalment f 40% f the ttal cnsultancy fee upn satisfactry submissin f a quality final reprt inclusive f feedback cllected at a validatin wrkshp and validated by IOM Ethipia and IOM GMDAC.
