Organizatinal Cntext and Scpe 1. Backgrund The Internatinal Organizatin fr Migratin (IOM) is a dynamic and grwing intergvernmental rganizatin, with 162 member states. IOM is cmmitted t the principle that humane and rderly migratin benefits migrants and sciety. Established in 1951 and nw active in ver 440 field lcatins wrldwide, IOM wrks with partners, gvernment and civil sciety t prmte internatinal cperatin t address peratinal challenges f migratin and mbility, assist in the search fr practical slutins t migratin prblems, and t prvide humanitarian assistance t migrants in need, including refugees and internally displaced peple. IOM addresses the migratry phenmenn frm an integral and hlistic perspective, including links t develpment, in rder t maximize its benefits and minimize its negative effects. Migratin Health IOM s Migratin Health prgrammes address the health needs f individual migrants as well as the public health needs f transit and hst cmmunities by assisting gvernmental and nn-gvernmental partners in the develpment and implementatin f relevant plicies and prgrammes. In regard t the field f migratin health IOM fcuses n three strategic prgramme areas: 1) Migratin Health Assessments and Travel Assistance: Prviding health assessment services t migrants and refugees n behalf f destinatin gvernments. Services include physical examinatin, labratry diagnstics, vaccinatins, DNA testing, and treatment f excludable cnditins as per the specific guidelines f receiving gvernments. 2) Health Prmtin and Assistance fr Migrants: Prviding health services that meet the specific needs f migrants and their hst cmmunities, acrss a wide range f pririty areas such as sexual and reprductive health and rights (SRHR); mental health; immunizatins; envirnmental health and hygiene; utbreak preparedness; and cmmunicable disease

2 preventin, surveillance, and cntrl. Furthermre, this prgramme area invlves health prmtin and educatin n migratin health, while develping gvernment and cmmunity capacity in identifying and respnding t the health-related challenges f migratin and ppulatin mbility. 3) Migratin Health Assistance fr Crisis-affected Ppulatins: Supprting gvernments and ppulatins during the acute phase and in the aftermath f emergencies by managing health issues related t the mass mvement f peple, and arranging medical evacuatin fr individuals. Partnership n Health and Mbility in East and Suthern Africa Phase II (PHAMESA II) Building n mre than ten years f experience in East and suthern Africa regin, IOM has since 2003 t date, implemented interventins which fcussed n Health Prmtin and Assistance t Migrants thrugh its bi- reginal prgramme, Partnership n Health and Mbility in East and Suthern Africa (PHAMESA II) with financial supprt frm the Swedish Internatinal Develpment Cperatin Agency (SIDA). The verall bjective f PHAMESA II is t cntribute t imprved standards f physical, mental and scial wellbeing f migrants and migratin affected ppulatin in East and Suthern Africa by respnding t their health needs thrughut all phases f the migratin prcess which enables them t substantially cntribute t the sciecnmic develpment f their hst and hme cmmunities. PHAMESA has fur key utcme areas that are Aligned t the 2008 Wrld Health Assembly Reslutin n the Health f Migrants, as well as the crrespnding Operatinal Framewrk: Outcme 1: Imprved mnitring f migrants health t infrm plicy and practice; Outcme 2: Plicies and legislatins cmply with bligatins with respect t the right t health f migrants; Outcme 3: Migrants and migratin-affected cmmunities have access t and use migrantsensitive health services in cuntries f rigin, transit and destinatin;

3 Outcme 4: Strengthened multi-cuntry/sectral partnerships and netwrks fr effective and sustainable respnse t health challenges assciated with migratin in East and Suthern Africa. SRHR-HIV Knws N Brders: Imprving SRHR-HIV Outcmes fr Migrants, Adlescents and Yung Peple and Sex Wrkers in Migratin-Affected Cmmunities in Suthern Africa Under the auspices f the Partnership n HIV and Mbility in Eastern and Suthern Africa (PHAMESA), The Internatinal Organizatin fr Migratin (IOM), Save the Children Netherlands (SC) and Witwatersrand Schl f Public Health (WSPH) frmed an SRHR-HIV Knws N Brders Cnsrtium fllwing a 4 year funding received frm the Dutch gvernment t implement the prject entitled: SRHR-HIV Knws N Brder: Imprving SRHR-HIV Outcmes fr Migrants, Adlescents and Yung Peple and Sex Wrkers in Migratin-Affected Cmmunities in Suthern Africa This is a hlistic, reginal prject is aimed at imprving sexual and reprductive health and HIV (SRH-HIV) related utcmes amngst migrants (including migrant adlescents, yung peple and sex wrkers) as well as nn-migrant adlescents, yung peple, sex wrkers and thers living in migratin-affected cmmunities in six cuntries in the Suthern African Develpment Cmmunity (SADC) regin including Lesth, Malawi, Mzambique, Suth Africa, Swaziland and Zambia. Healthy Migrants in Healthy Cmmunities a framewrk t guide interventins The prject bjective is t cntribute t greater freedm f chice fr the target ppulatins regarding their sexuality by fcusing n the fllwing result areas: 1) demand creatin fr SRHR-HIV services; 2) facilitating supply f and accessibility t respnsive sexual and reprductive health and HIV services; and 3) creating an enabling envirnment. T achieve this, guided by the SDG 2030 agenda f the leaving n ne behind, the cnsrtium will specifically:

4 Mbilize netwrks f partners and stakehlders t champin plicies, strategies and prgrammes that respnd t migrants, adlescent and yung peple (AYPs) and sex wrkers (SWs ) SRHR and needs; Systematically sensitize cmmunities, AYPs and their parents and guardians, lcal leaderships and ther key SRHR rights bearers t jin the alliance t champin the freedm fr all regarding their SRH chices. Wrk with and supprt relevant gvernment structures respnsible fr SRH Infrmatin Management Systems t ensure they mainstream migratin in their SRH mnitring systems t generate much needed evidence abut SRHR and needs fr migrants, AYPs and SWs. Using mbile technlgy, reach ut t the hard t reach vulnerable migrants, AYPs and SWs and empwer them with the necessary infrmatin and skills. Facilitate the crdinatin f SRHR plicy dialgue and empwer the netwrks f migrants, AYPs and SWs t ensure their vices are heard and valued in these dialgues. Using prject generated evidence, cnduct targeted advcacy t enhance plitical cmmitment amng plicy makers and influencers fr timely plicy and prgramming decisins. By reaching ut t the vulnerable target ppulatin grups including cmmunity leadership structures, thrugh prpsed interventins, we expect significant imprvement in SRH utcmes in targeted migratin affected implementatin sites in the 6 cuntries implementing the prject. Furthermre, thrugh ur advcacy, we expect a shift in hw gvernment and civil sciety institutins and cmmunities in the 6 cuntries respnd t migrants, AYPs and SWs SRHR and needs in the plicies and prgrammes. T achieve these verarching bjectives, the prject Cnsrtium members, Internatinal Organizatin fr Migratin (IOM), Save the Children (SC) and Wits Schl f Public Health (WSPH) will wrk with a netwrk f reginal, natinal and lcal partners, including the gvernment ministries, private sectr cmpanies, UN partner s civil sciety rganizatins and internatinal and lcal NGOs. Against this backgrund, IOM in Suthern Africa is lking fr a Service Prvider with experience n implementing cmbinatin health appraches n SRHR and HIV. This will be supprted by extensive knwledge, experience and implementatin f cmmunity develpment/mbilisatin and Scial and Behaviural Change Cmmunicatin principles and prvide technical supprt in the implementatin f the SRHR-HIV Knws N Brders Prject particularly targeting migrants, adlescents and yung peple, and sex wrkers in cmmunities affected by Migratin Lesth, Maputse. The service Prvider will reprt directly t the Migratin and Health Prject Officer under verall supervisin f the head f Office Lesth. III. Respnsibilities and Accuntabilities Key Deliverables

5 The Service Prvider will be expected t reach ut t cmmunities affected by migratin with the aim f imprving sexual and reprductive health and HIV (SRHR-HIV) related health utcmes amngst migrants (including migrant adlescents, yung peple and sex wrkers) as well as nn-migrant adlescents, yung peple, sex wrkers and thers living in migratin-affected cmmunities in Lesth, Leribe District thrugh: With the supprt frm IOM Lesth and Reginal Health Team, cnduct a situatinal and respnse analysis t identify strategic pprtunities t implement the abve mentined Healthy Migrants in Healthy Cmmunities framewrk that guides implementatin f interventins; Recruit and cnduct an inductin prcess with Change Agents t strengthen implementatin f the SRHR-HIV interventins; Build capacity and initiate change agents in the creatin f demand thrugh cmmunity mbilizatin and enhance supply f migratin sensitive sexual and reprductive health and HIV services services fr migrants, adlescents and yung peple (AYP) and sex wrkers Build partnerships with and build capacity f health service prviders and ther nnhealth service prviders t enhance prvisin f migrant sensitive sexual and reprductive health and HIV services t migrants, adlescents and yung peple and, sex wrkers in migratin affected cmmunities In cllabratin with IOM cnduct Migratin SRHR-HIV sensitizatin sessins with gvernment, CSOs, utreach services, district health management team, religius leaders, parents, schl authrities, traditinal authrities Supprt the empwerment f identified migrant, AYP and SWs netwrk/ assciatins t participate in SRHR-HIV frums, cnferences and dialgues at the lcal, natinal, crss-brder and reginal level Establish lcal referral systems and a netwrk f stakehlders wrking cllabratively t address SRHR-HIV preventin and care amng migrants, AYP and, sex wrkers in migratin affected cmmunities f Leribe district in Maputse In partnership with cmmunities, develp themes and tpics t facilitate cmmunity dialgues, identify scial determinants f health and relevant respnses t address them; Ensure Gender and human rights are mainstreamed acrss all activities; Supprt IOM Lesth and Reginal Health Team in the develpment and disseminatin f Scial and Behaviral Change cmmunicatin (SBCC) tls and awareness raising materials fr migrants, AYP and sex wrkers and cmmunities affected by migratin; Develp and cnduct n-ging preventin and awareness raising natinal and crssbrder campaigns n SRH-HIV issues
