1 Prject name Target grup Prject descriptin Prviding reintegratin assistance t Russian natinals returning frm Austria, Australia, Belgium, Denmark, Finland, France, Germany, Greece, Italy, Luxemburg, Malta, Netherlands, Nrway, Rmania, Spain, Sweden, Switzerland and the United Kingdm; ERIN Specific Actin Prgram The Russian Federatin The target grup f the ERIN Specific Actin Prgram is: Russian natinals, returning frm the abve mentined ERIN partner cuntries, vluntarily r nnvluntarily, knwn by the hsting / sending ERIN partner cuntries and defined as eligible under the rules f the Eurpean Asylum, Migratin and Integratin Fund (AMIF). The main aim f the ERIN Specific Actin Prgram is the sustainable return and re-integratin f natinals wh n lnger have the legal right t reside in the EU Member States (MS) and assciated partner cuntries. The Eurpean Reintegratin Netwrk (ERIN) stimulates the sharing services prvided by the Service Prviders t the different ERIN partner cuntries in the field f reintegratin. Fr ERIN Russian Federatin Caritas Mscw (CM) and Caritas Internatinal Belgium (CIB) will act as ne single fcal pint: CM will be Service Prvider and will wrk in clse cperatin with Caritas Internatinal t prvide assistance t returnees frm the different ERIN partner cuntries. Caritas Mscw will cllabrate with its Caritas netwrk t assist returnees all ver the Russian Federatin. Fr returnees t the Nrth Caucasus regin Caritas Mscw has its wn sub ffice in Grzny, frm where they are peratinal all ver the Nrth Caucasus regin. The fur main cmpnents f the ERIN Specific Actin Prgram are: 1 Infrmatin and Cmmunicatin 2 Case management (cunseling and referral services) 3 Reintegratin services 4 Assistance t vulnerable returnees Reintegratin services The reintegratin services prvided by Caritas Mscw include the fllwing services, depending n the required assistance per cuntry and n the allcated reintegratin amunt (this list is nt exhaustive): - Basic pst arrival assistance (airprt pick-up, emergency r temprary husing, legal, administrative and scial supprt etc.) - Assistance in vcatinal training, educatin, setting up a micr-business and jb cunseling 1

2 - Assistance t vulnerable returnees 1. Basic pst arrival assistance: - Airprt pick-up service and service fr immigratin prcedures at the airprt; - If necessary rganize safe transprtatin t a htel r t the final place f destinatin in the Russian Federatin; - Emergency husing after return: if necessary and if n ther slutin can be fund CM has the pssibility t make reservatin fr a returnee t stay in a htel (with a maximum f 7 days); - Other reintegratin activities: prvide temprary husing, supprt scial netwrks, refer t lcal (scial and administrative) services, refer t a dctr fr medical check-up, legal and administrative supprt, etc. 2. Supprt in vcatinal training and educatin: different types f vcatinal training, fcused upn the needs f the Russian labr market. 3. Prviding access t the labr market: frmatins n CV writing, building up self-cnfidence, jb interviews, etc. 4. Assistance in jb cunseling and wage subsidy mechanism: Jb placement is a pssibility t reintegrate in sciety, and this supprt can trigger an enterprise t emply a persn returning t the Russian Federatin. 5. Assistance in setting up a micr-business: CM can prvide the fllwing services if applicable t the persn returning: individual cunseling/identificatin f returnees needs and preferences business training/rientatin in relatin t lcal business envirnment develpment f a viable business plan with detailed cash flw analysis, incme statement and balance sheet assistance in business registratin f businesses, if needed mnitring f supprted businesses If applicable: making a business plan tgether with a business cnsultant basic training in accuntancy cllabratin with existing micr businesses 6. Prvide any ther individual tailr made assistance: special attentin fr vulnerable grups will be given, mre specifically t wmen, peple with 2

3 mental r physical disabilities, victims f trafficking / smuggling and UAMs. Prcedure 1) The beneficiary cntacts the Service Prvider by phne within a perid f 1 mnth after return t the Russian Federatin. The SP assists the beneficiary starting frm the first cntact. Fr mre infrmatin abut the SP => see further in this briefing nte, r check the ERIN leaflet Russian Federatin (available in English and Russian) 2) After return, the returnee shuld prvide his/her passprt r ther identity dcument t the SP as sn as pssible. Tgether with the fficial dcument received frm the ERIN partner cuntry, the eligibility f reintegratin assistance can be cnfirmed. 3) After a psitive answer n the verificatin prcedure, the returnee will, in cnsultatin with the lcal SP, make a reintegratin plan, in which he/she describes in detail hw the reintegratin package will be used. This plan is sent als t the respnsible ERIN partner cuntry by the SP. => In rder t make the tw previus steps easier, the verificatin prcedure and reintegratin plan check will be dne tgether. 4) Prir t implementatin, the reintegratin plan needs t be apprved by the respective ERIN partner cuntry. After apprval f the plan, the lcal service prvider rganizes the purchase f necessary reintegratin items (medicatin, material fr business, payment fr educatin, payment fr huse rent, etc.) tgether with the returnee within a perid f 6 mnths after return. The reintegratin assistance is given in kind and nt in cash, which means that the lcal SP transfers the reintegratin amunts directly t the pharmacy/shp/schl/wner f apartment/etc. if pssible. 5) If the in kind system is nt pssible t be implemented in a specific case fr a specific reasn, the returnee can als be reimbursed after he/she prvides the invices r ther prfs f payment t Caritas Mscw. In such cases, the reimbursement never takes place in cash, but always via bank transfer frm the SP t the returnee s bank accunt. This system f payment nly takes place after apprval by the ERIN partner cuntry. 3

4 6) The reintegratin amunt is exchanged frm Eurs t Rubles n the day f transfer by the SP t the accunt f the pharmacy/shp/schl/wner f apartment/etc. The bank rate f that particular day will be used as exchange rate. Same cnditins fr the exchange rate apply if the payment is dne directly t the returnee (as mentined in 5 ). DO s and DO NOT s 1) The returnee shuld cntact the lcal SP within ne mnth after return, and nt vice versa! 2) During the reintegratin prcess, there will be a fllw up f hw the reintegratin prcess f a returnee is prceeding in rder t justify the spending f the reintegratin package which is made available by the respective ERIN partner cuntry. Pictures f the purchased (material) reintegratin items will be taken by CM. 3) The reintegratin supprt can nly be used fr purpses directly linked t a shrt term and lng term reintegratin f the returnee in the Russian Federatin, such as: - Husing (apartment rent, huse rent, purchase f land) - Basic husing equipment and furniture - Educatinal curses and trainings - Schling fr children and higher educatin - Kindergarten - Medical treatment, examinatins, purchase f medicatin, transprt t hspital - Incme generating activity (e.g. cattle breeding, taxi business, cnstructin business, etc.) The reintegratin supprt can nly be used fr ther purpses after apprval by the respective ERIN partner cuntry. 4) The reintegratin supprt cannt be used fr the fllwing expenses: - Fd r drinks (unless stated differently in the Natinal Annex) - Payment f debts - Luxury items meant fr persnal use (TV, mbile phne, clthes, etc.) (This can be prvided if needed and with prir cnsent f the EPI) 5) The reintegratin amunt will NOT be ffered t the returnee if: - The persn refuses t prvide prfs f payment t the lcal SP 4

5 - The persn prvides false prfs f payment t the lcal SP - The persn acts aggressively twards the SP - The persn prvides incrrect infrmatin abut facts that have an impact n his/her reintegratin eligibility Imprtant infrmatin fr the persns returning 1) Incme tax: Acrding t article 23 f the legal cdex f the Russian federatin, an incme tax (knwn as NDFL tax) has t be paid t the Tax Office upn receipt f the reintegratin funds. This incme tax nrmally equals t 13% f the cmplete reintegratin amunt, and is deducted frm the reintegratin amunt by Caritas Mscw, wh pays this sum directly t the Tax Office. After tax payment, returnees receive an fficial prf frm the tax ffice. Upn request, returnees can als pay this incme tax themselves, but mstly they request Caritas Mscw t d this fr them. 2) Husing: As mentined befre, returnees can use their reintegratin package t finance husing, but nly if the wner f the accmmdatin agrees t create an fficial rent agreement with the returnee. 3) Educatin and schling: Fr peple with children wh return t the Russian Federatin, it is imprtant t prvide Eurpean (r anther ERIN partner cuntry) schl attestatins t facilitate their schl enrllment after return. If pssible, the schl attestatins shuld be translated already int English/German r Russian. Withut such attestatins, the enrllment prcess can last several mnths, s it is imprtant that the returnees are aware f this. 4) Medical prblems: Peple with medical prblems shuld als bring Eurpean (r anther ERIN partner cuntry) medical attestatins (if pssible, als translated) t the Russian Federatin. This is t facilitate their prcess f medical treatment after return. The mre infrmatin abut their medical situatin is available, the easier it will be after return t receive the necessary treatment and/r ther medical assistance. 5) In case f nn-vluntary return frm the Netherlands and Belgium: Peple are sent back nn-vluntarily t Mscw as final destinatin, even thugh it might nt be their final destinatin at all. In such cases, reintegratin supprt can be used t purchase a flight r train ticket t reach the final destinatin (fr example Grzny). 5

6 If pssible fr the respnsible ERIN partner cuntry t infrm the cntact persn in Brussels abut the nn-vluntary return in advance, it wuld be an advantage. If the lcal SP in Russia first needs t send a verificatin request t the respnsible ERIN partner cuntry after the nn-vluntary return f the migrant, the returnee shuld keep in mind that he/she will have t wait during maximum 3 days befre a flight/train/bus ticket fr the nward jurney can be arranged. Service Prviders (SP s) Caritas Mscw was funded as a member f Caritas Russia netwrk in 1991, in rder t prvide humanitarian assistance t vulnerable grups (hmeless, HIVinfected persns, elderly, etc.) after the cllapse f the Sviet Unin. Since 2010, Caritas Mscw cperates with Caritas Internatinal Belgium within the prject f vluntary return and reintegratin, and assists migrants after return during their prcess f lng term reintegratin in the Russian Federatin. This assistance includes scial assistance, assistance fr a micrbusiness start up, medical assistance, etc. in rder t guarantee a sustainable reintegratin prcess. Caritas Mscw is part f the Caritas Russia netwrk, which is extended all ver the Russian Federatin. This means that reintegratin assistance can be prvided in every regin f the Russian Federatin (Kaliningrad, Mscw regin, Vlggrad, Siberia, etc.). Caritas Mscw is als represented in the Grzny by 3 lcal representatives. Thanks t these persns, wh have been wrking fr Sintem NGO befre, reintegratin assistance is ffered als in that area. Within the reintegratin prject the Grzny ffice is a sub-ffice f Caritas Mscw and is assisting returnees t the Chechen Republic, Dagestan, Ingushetia, Nrth Ossetia and Kabardin Balkaria since Single Pint f Cntact Caritas Internatinal (Belgium) is a nn-gvernmental rganisatin. Its missin is t cntribute t a humane and dignified return f rejected asylum seekers and undcumented migrants frm Belgium and ther Eurpean cuntries wh have made an infrmed chice t return t their cuntry f rigin. The target grup needs t have prspects fr building up a sustainable livelihd, hence t 6

7 becme embedded in the sciety again upn return. T cntribute t this, Caritas Internatinal prvides pst return reintegratin assistance tailred t the needs f individual returnees thrugh its lcal partner rganisatins. These natinal based partner rganisatins are mstly nn-gvernmental rganisatins r cnsultancy agencies specialized in e.g. business creatin and develpment. Caritas Internatinal Belgium is a partner f the REAB prgram (Return and Emigratin f Asylum seekers ex Belgium) implemented by IOM since 1984, putting frward effrts t supprt vluntary return. Since 2007 CIB implements the natinal gvernment prgram as service prvider wrldwide in the field f vluntary return. The reintegratin team f Caritas Internatinal can be cntacted by and fr anyne wh is cnsidering a vluntary return. The reginal case managers have a lt f experience with the different cuntries and the lcal partner rganisatins. We prvide infrmatin, but we can als prepare the ptential returnees fr their return and reintegratin ( ). ERSO is an internatinal netwrk f nn-gvernmental return cunseling and reintegratin supprt rganisatins wrking clsely in the field f migratin and develpment. The netwrk prvides impartial cunseling and assistance t (rejected) asylum seekers and irregular and/r undcumented migrants regarding their vluntary r nn-vluntary return and reintegratin in their Cuntry f Origin.
