1 CEMS Curse Sessin Plan Fr The Year Curse Title-Market Refrm and Ecnmic Gvernance in Asia Curse Crdinatr-Prf. Biju Paul Abraham (CC)/ Prf. Chiranjib Sen (PTVF) I. Curse Backgrund: This curse will discuss the relatinship between ecnmic grwth and institutins in the era f market refrms. Markets are embedded in institutins. As the ecnmic rle f the gvernment changes, these institutins must als adapt. The institutins f plicymaking, regulatin and prmtin play a key rle in enabling markets t functin effectively. The curse will fcus n the cntemprary experience f selected Asian cuntries that have attempted t transitin t a market ecnmy after decades f dminance by gvernment in the ecnmy. The empirical analysis will fcus n cuntries that cmbined capitalist ecnmic systems alngside an activist develpmental state, i.e., India, S. Krea, Japan, Singapre and Taiwan. The aim f the curse is t: Prvide a perspective n past three decades f ecnmic plicy in the Asian regin. These cuntries prvide interesting cntrasts in the way in which erstwhile state-dminant ecnmies have adapted: (a) their plicies frm ecnmic natinalism t engaging with glbalizatin, and (b) adapted institutins t enhance the rle f markets vis-à-vis the state as allcative mechanisms. Examine thrugh a plitical ecnmy lens the evlving relatinship between gvernments and business enterprises, and the assciated plicy and institutinal transitins. In the cntext f enabling markets, examine the fllwing selected set f three sectr-specific plicy challenges and the institutinal refrms that are needed. We shall examine the current Indian cntext in these areas, and analyze the cmparable experience f ther Asian cuntries, t seek pssible plicy lessns: a. Large Private Manufacturing Industry: The relatinship between large private enterprises and gvernment, the changing character f plicy making institutins and the institutinal respnse t the threat f crny capitalism. b. Public Sectr Natural Mnply Industries: The evlutin f independent regulatry and audit institutins where the private sectr is inducted, public assets are privatized, and markets established. (The case f Indian cal and telecm spectrum allcatin) c. Private Participatin in the Scial Sectr:(The case f Higher Educatin). This sectr is characterized by the rapid grwth and the marked rise f private prviders. This sectr has traditinally been dminated by public academic institutins. The entry f private players has impacted equity f access and quality. The pedaggy in this curse will be based n the fllwing elements: lectures (which will fllw a set f circulated presentatin slides); discussin n selected vide-clips, including frm the PBS dcumentary Cmmanding Heights; discussin f specific case studies (cal allcatin scam, telecmmunicatin spectrum allcatin and evlutin f regulatry institutins, TRAI, TDSAT) Students will wrk n individual term papers fr which there will time fr discussin with instructr utside the class rm.
