2 After sme welcming wrds frm the vereadra Susana Ngueira, all participants were asked t present themselves and t talk abut their expectatins fr the RPCI and fr this meeting: - Listen and understand what the RPCI is and updates; - Netwrk needs t be useful fr ur daily wrk; - Give visibility t the diversity f Oeiras and psitin the city as a reference regarding interculturality; - Exchange and sharing f practices, methdlgies and bjectives / cllabratin between cities; - T cntinue t implement the practices we had befre and restructure ur integratin plans; - Understand hw can we wrk and value diversity; - Get t knw the best practices and adapt t ur realities; - Interchange between cities; - Hw t imprve the integratin in the labur market and health services; - Integratin f ethnic minrities (eg. Gipsy/Rma); - Build lcal and natinal prjects tgether t integrate several initiatives; - Mre visibility t the RPCI and influence plicy makers; Suggestins and Questins: - T cnnect the ACM prject Cidades amigas ds imigrantes (Albufeira, Cascais eiras, Prtimã, Lures, Lisba, Amadra, Sta Maria da Feira are all part) that had an index. The best practices are in a publicatin that can be updated; - Prtimã and Albufeira are waiting fr the expert visit this can happen in the 1 st week f july); - Oeiras culd receive the expert in nvember. - Dcumentary f the stries cities when can we see it? Summary - wrk cities have been ding: - Prtimã: Wrk with refugees: labur market placement (difficult t find jbs fr all year), husing is als hard (peple need t live in the city fr 5 years until they have husing rights); Venezuelan Prtuguese: their requests fr citizenship is being denied (mstly already brn in Venezuela); Migrants: legalizatin law changes in 2017 brught mre migrants ACM prject mentrs fr migrants is wrking well Municipal plan fr migrant inclusin: after the end f the financial help frm ACM the plan cntinues: mstly multicultural fairs and events; wrk with children with the bk diary f a migrant written by Maria Inês Almeida; municipal migrant day (29 may);

One f these classes in specific is ding literacy and Prtuguese simultaneusly. - Lisba: CM has a temprary placement centre fr refugees with many requests/ sme cnflicts raise in the centre fr lack f access t health services fr eg. 5 - Albufeira In 2016 after the end f ecnmic crises and the change f the migratin law mre migrants came (+ 22% f migrants), als migrants frm ther Prtuguese cities; Supprt t settlement (CLAIM): juridical supprt, legislatin, language curses (frmal and infrmal); Multicultural menus in lcal schls (1 st grade and preschls) mnthly accrdingly t the different cuntries existing in the schl; Multicultural meeting (annual) with lcal NGO s and assciatins: shws, fd, etc.) with embassies (25 and 26 th may); Dignity day with city schls; Sessins with migrants assciatins regarding migratin law; Diagnsis / INDEX waiting fr experts visits t start wrking at mre levels; Partnership with OIM fr returning f migrants; - Santa Maria da Feira: Wrk with the Gipsy/ Rma peple in a mre lng-term perspective. 6 Plicy Lab Regarding the plicy lab, sme decisins were made: - It shall be held between 23 September and 9 Octber in Lisbn r surrunding cities; - The main change that needs t be made is regarding the applicatin f laws in a unifrmed way by all services: sme services in sme cities d nt apply the law in the same way as thers, denying peple f their rights. This means we have t act directly with the service reginal directrs t. - Tpics t be discussed: 1) Access t natinality and residence rights, 2) Access t emplyment and frmal recgnitin f qualificatins, 3) Access t language training 4) Scial, civic and cultural rights as the basis fr plitical participatin prcesses. - Invitatins t be made: Ministries f: Educatin Health Finance Internal affairs Emplyment and scial security Secretary f state fr Citizenship and Inclusin High Cmmissiner fr Migratins SEF: Brder services Civil sciety rganizatins: Hlly Huse f Mercy (Santa casa Misericórdia Lisba); Caritas; Red Crss (Cruz Vermelha) CPR, PAR and JRS (NGO s wrking with refugees); IEFP Emplyment services Services reginal directrs (health, scial security, finance, educatin ) Universities/ researchers: each city will identify researchers frm the field f inclusin until next meeting; ANMP: Natinal cities assciatin - Methdlgy: In Octber the RPCI prmtes a seminar fr legislatrs and reginal directrs with universities and municipalities, t learn abut recent investigatin, discuss the issues that need change and prmte mutual listening regarding thse chances. A task frce is then settled t wrk further n the prpsals that will meet regularly.

7 Part f the prpsals can be t update and prmte mre training curses fr frnt-ffice staff frm the different services regarding prcedures fr migrant integratin. This was previusly dne by the inter-ministerial wrkgrup fr migratin but need updating and needs t include finance. Anther tpic discussed was the pssibility t create wrking grups arund specific subjects, prmting mutual learnings amng cities, sharing f practices, mutual field visits and even jint ventures and prjects. prpsal f pssible grups will be set up by .
