Lgistics Cluster Updates and Cmmn Services The Chair fllwed up n the actin pints frm the last meeting: The Lgistics Cluster cntinues t liaise with the Civil Military Crdinatin unit (CMCrd) n extra requirements that are being enfrced at sme checkpints. The Lgistics Cluster shared WFP asset dispsal guidelines with the requesting partner. The OSS fcal pint cnfirmed with the relevant authrities that persnnel mving between the Kurdistan Regin f Iraq (KRI) and Federal Iraq need t have, at least, a six-mnth residency permit. The Lgistics Cluster shared the updated assessment reprt n the Fishkabur/Peshabr brder crssing pint. As f 29 August, 138,880 families (833,280 individuals) are currently displaced due t the Msul peratins (surce: IOM DTM). Hwever, return mvements cntinue t increase and as f 29 August, 257,238 returnees were recrded. A temprary bridge has been established in Msul, suth f the fifth bridge (Abi Tmmam bridge) and nrth f the ld bridge (Aljisr Alateek); cnnecting the Faysaliya and al-qadima neighburhds. It is reprtedly pen fr everyne, nt just military, but due t buffer znes n each side it is nt yet useable fr UN agencies. N rganisatins present have used it yet.

2 The military ffensive t retake Telafar has prgressed much faster than expected, and the majrity f the city has been retaken. 33,000 individuals have s far cme thrugh the Hamam al Alil screening site since 9 July; all f whm reprtedly remain displaced within the Ninewa gvernrate (surce: IOM DTM). The Iraqi Gvernment is leading the respnse, prviding emergency aid and transprt. Humanitarian rganisatins are supprting with emergency aid at screening pints and cmprehensive assistance in camps. The Tel Zalat/Musaid, Tel Majan (suth f the Telafar airprt) and Scrpin Junctin mustering pints have all been clsed; all screening is nw being dne thrugh Badush. It has been cnfirmed that the Telafar peratin has nt had an impact n crss brder peratins int Syria thrugh the Fishkabur brder crssing. Humanitarian actrs wh have been int Telafar city have reprted a cmplete absence f civilians. Hwever, 1,500 families are in the prcess f mving t the newly-pened Nimrd camp, with a further 2,000 expected t fllw. One participating rganisatin is active there, but nt distributing nn-fd items (NFIs). If strage needs d arise, rganisatins are encuraged t get in tuch with the Lgistics Cluster. Mre than 100,000 individuals are currently displaced frm Hawiga - 43 percent in Kirkuk Gvernrate (mainly in displacement camps in the Daquq district), 51 percent in Salah al Din Gvernrate (in camps, infrmal settlements, unfinished buildings as well as religius and schl buildings in Tikrit and Shirqat districts). There are apprximately 65,000 peple remaining in IS-held territry acrss Hawiga district, accrding t OCHA estimates. An Operatinal Plan is being drafted and will be circulated. Alw NGO presence and a lack f crdinatin between Kirkuk and Salah al-din authrities are the main challenges in terms f security cnstraints t the current peratin. The Lgistics Cluster is wrking t expand cmmn strage capacity in Tikrit and identify ther pssible lcatins fr cmmn strage hubs. There was a Centre-Suth Inter Cluster Crdinatin Grup (ICCG) meeting n 29 August, minutes are yet t be shared. OCHA is meeting Anbar partners tday t receive further updates n peratins. The Ministry f Migratin and Displacement (MOMD) estimates there are 48,000 78,000 peple remaining in IS-held areas, mstly in Qa im (OCHA is estimating that 85,000 peple remain). During the military ffensive, temprary camps may be established in Haditha, Ana and/r Baghdadi. MOMD is reprting that the humanitarian respnse is fcusing n camps, leaving a gap ut f camps.

3 The Lgistics Cluster and an implementing partner are planning an assessment t Amiriyah Fallujah and Ramadi t explre cmmn strage ptins fr the area. MOMD reprt that they have 1,000 m² f land in Tamem (west f Ramadi city), which they are ffering t partners t install MSUs. Partners are encuraged t share pssible lcatins and identified gaps in strage capacity in the regin, as well as t flag any lgistics cnstraints. 2. Rundtable discussin n respnse and lgistics cnstraints/bttlenecks The Qayyarah Bridge remains clsed (since 21 July), but can be crssed n ft. The Muniera Bridge remains pen but is restricted t mt and trucks are ften prevented t crss until the afternn (arund 3.00pm). The exemptin that allws NGOs registered in either the KRI r Federal Iraq t perate in Ninewa is still valid, but this arrangement was negtiated fr the emergency respnse and will cease at sme pint in the future. Once this happens, rganisatins will need t be registered in Federal Iraq, in rder t perate in Ninewa. Organisatins are encuraged t cntact the CMCrd team regarding any issues at checkpints: iraqaccess@un.rg r +964 (0) Sinuni authrities have prvided a written letter regarding the mvement f gds thrugh the Sahela checkpint. Frm nw n, there is n need t get apprval frm the security authrities t mve gds thugh the checkpint and t Sinuni, except fr medicine, medical equipment and chemical fertilizer. 3. Lgistics Cluster Updates and Cmmn Services Between 17 Octber 2016 and 29 August 2017, a ttal f 52,330 m³ f humanitarian carg, equivalent t 11,473 mt, has been received fr strage, and 7,105 m³ (1,605 mt) transprted n behalf f 42 humanitarian rganisatins acrss the 17 different Lgistics Cluster hubs. The Lgistics Cluster has 27 MSUs in stck (in Baghdad, Dahuk and Erbil) that can be laned fr specific needs, t actrs in particular peratinal areas. The Lgistics Cluster is currently string 12,203 m³ (2,966 mt) f relief cmmdities n behalf f 27 humanitarian actrs. On 29 August, the Lgistics Cluster accmpanied UNICEF n an assessment missin t the Haj-Omran brder crssing with Iran: The brder is functining well, with n cngestin. It is wrking 24/7, and nly clsed three days a year (Eid Alfitir, Eid Aladha, and Nwruz).

4 The dcuments required are the same as fr Ibrahim Khalil; the prcedures are als the same but the lab tests are free. Inspectin takes three days but the trucks are nt required t stay at the brder crssing; the items just cannt be distributed until the results are received. The Jint Crisis Crdinatin (JCC) centre letter will be accepted. In case f delays, trucks can be stred fr up t ne week withut getting demurrage fees. The brder crssing management is planning t cnstruct cld chain facilities at the site. As f tday, the Lgistics Cluster strage capacity at each hub is as fllws: 4. A.O.B. The Lgistics Cluster is lking at Iraq s different brder crssing pints, as a preparedness activity leading up t the KRI referendum. All assessment reprts will be shared as they becme available. One rganisatin reprted that needing bth JCC and Jint Crdinatin and Mnitring Centre (JCMC) apprval when crssing between the KRI and Federal Iraq and the discrepancies between the tw prcesses is difficult fr peratinal actrs. Additinal access cnstraints fr humanitarian carg and staff, between the

5 KRI and federal Iraq may arise as a cnsequence f the upcming referendum. The Lgistics Cluster will cntinue t advcate fr simplified/cnsistent prcesses thrugh liaisn with relevant actrs. Directly after the meeting, an ad hc discussin was held n market assessments and price mnitring. The Lgistics Cluster will cntinue t act as a liaisn in this matter.
