1 OFFICIAL PROCEEDINGS KINGSBURY COUNTY BOARD OF COUNTY COMMISSIONERS De Smet, South Dakota December 8, 2015 The Kingsbury County Board of County Commissioners met Tuesday, December 8, 2015 at 8:30 AM in the County Commissioners meeting room in the Courthouse with Commissioners Shelley Nelson, Joe Jensen, Delmer Wolkow, Roger Lee and Roger Walls present. Chairman Lee presided. APPROVE AGENDA Wolkow moved and Walls seconded to approve the agenda as updated. All present voting aye, motion HIGHWAY Dave Sorenson, Hwy Supt. met with the Board to discuss highway matters. APPROVE MINUTES Nelson moved and Jensen seconded to approve the minutes of the November 17, 2015 meeting as presented. All present voting aye, motion Jensen moved and Wolkow seconded to approve the minutes of the November 24, 2015 regular meeting as presented. All present voting aye, motion APPROVE CLAIMS Walls moved and Nelson seconded that the following claims presented to the Board for consideration be approved and the County Auditor be directed to issue warrant checks for payment of same. Nelson moved and Jensen seconded to allow Darcie Lee to hold yoga classes in the wellness room in exchange for offering county employees a 50% discount to attend the classes. All present voting aye, motion Vice Chm Walls returned the gavel to Chm Lee at this time. OFFICE REPORTS Jensen moved and Walls seconded that the Auditor s report with the Treasurer as of the close of business November 30, 2015 be accepted as follows and placed in the Auditor s office. Executive Session Nelson moved and Wolkow seconded to adjourn from regular session and move into executive session at 9:53 AM for labor negotiations. All present voting aye, motion Jensen moved and Walls seconded to adjourn from executive session and go back into regular session at 10:12 AM. All present voting aye, motion EXECUTIVE SESSION Wolkow moved and Nelson seconded to adjourn from regular session and move into executive session at 10:13 AM for personnel. All present voting aye, motion ENERGY EFFICIENCY STUDY Mike Hubbard, Johnson Controls, met with the Board to follow-up on the feasibility study that he is currently working on, and to give preliminary costs on possible projects. HIGHWAY ROAD AND BRIDGE 5 YEAR PLAN A public meeting was held to present and allow public input the 5 year road and bridge plan. Attending were Joyce Carlson, Marilyn Jones, Brian Bindert and Randy Odegaard.

5 Jensen moved and Nelson seconded to pass Resolution # All present voting aye, motion Resolution # A RESOLUTION ADOPTING THE KINGSBURY COUNTY FIVE-YEAR HIGHWAY AND BRIDGE IMPROVEMENT PLAN WHEREAS, the South Dakota Department of Transportation Local Bridge and Improvement Grant Fund requires that in order to be eligible to apply for Bridge Improvement Grant funds, Counties are required to develop a fiveyear Highway and Bridge Improvement Plan, hereinafter referred to as Plan; and WHEREAS, Kingsbury County has utilized the South Dakota Department of Transportation, County Staff, the First District Association of Local Governments, Townships, and the general public in developing the various components of the Plan; and WHEREAS, the Plan includes maps and lists identifying an inventory of highways and bridges, project needs, and revenue sources, and WHEREAS, Kingsbury County held a public meeting on December 8, 2015 to solicit input into the Plan, and the citizens who attended expresses an interest in the Plan; and WHEREAS, the County will be able to use the Plan as a tool to budget for transportation enhancements and better coordinate transportation issues with other entities; NOW, THEREFORE, BE IT RESOLVED BY THE KINGSBURY COUNTY BOARD OF COUNTY COMMISSIONERS THAT THE KINGSBURY COUNTY FIVE-YEAR HIGHWAY AND BRIDGE IMPROVEMENT PLAN IS HEREBY ADOPTED AND IS RECOGNIZED AS THE HIGHWAY AND BRIDGE IMPROVEMENT PLAN FOR KINGSBURY COUNTY. AUTOMATIC SUPPLEMENT TO BUDGET Wolkow moved and Walls seconded to approve the automatic supplement to the Emergency Management Homeland Security Grants revenue line ( ) and the Emergency Management Homeland Security Grants budget line ( ) in the amount of $23,780. All present voting aye, motion CHANGES TO 2016 BUDGET Nelson moved and Jensen seconded make the following changes to the provisional budget; increase general fund cash applied from $106,138 to $111,575 and increase road and bridge cash applied from $573,116 to $575,309, and to amend resolution # , total taxes levied by county from $2.128 to $ All present voting aye, motion

6 LIQUOR LICENSE RENEWAL The Board received one liquor licenses application for the 2016 licensing period. The Mathews Store- North 703 ft of the West 143 ft exc. the N 519 ft in the NW Walls moved and Wolkow seconded to approve the liquor license for the Mathews Store.
