Mr. Forgey asked how the collection of the delinquent taxes was coming. Mrs. Liggett said they had another tax payer pay all of their delinquent taxes. The Auditor s Account with the Treasurer was presented for the approval of the Board as follows: To the Honorable Board of County Commissioners Tripp County: I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of June 30, 2017, Total amount of deposits in banks $5,944, Total amount of actual cash 3, Total amount of checks and drafts in Treasurer s possession not exceeding three days 32, Itemized list of all items, checks and drafts which have been in the Treasurer s possession over three days Daniel Peabody Credit Card Postage, Freight, Exp Co. License &Title 36.20_ TOTAL $5,981, Dated this 1st day of July, Barbara DeSersa, Tripp Co. Littau made the motion, seconded by Connot, that the Auditor s Account with the Treasurer be approved as presented. The Register of Deed s Statement of Fees collected during the month of July 2017 showed $7, Connot made the motion, seconded by Winter, to approve the Quarterly Ambulance Write-offs in the amount of $56, Freya Simpson, Librarian, came to the meeting to ask the Commissioners to hire a part-time person to clean for 10 hours a week. Ms. Simpson asked Community Connections if they had a client available, but there is not an independent client available. Forgey made the motion, seconded by Schroeder, to give the Librarian permission to advertise for a part-time employee to clean 10 hours a week at $10.50 per hour.
3 Discussion was held on the air conditioning units needed for the Courthouse. Littau made the motion, seconded by Schroeder, to give the Auditor permission to advertise for Carrier Brand, 3-head Mini Split System Air Conditioning Units, to be bid by each floor, with bids to be opened on August 8, 2017 at 11:00 A.M. Roll Call: All ayes. Motion carried. 243 Roger Sund, Highway Supervisor, and Ron Gillum, Brosz Engineering Co. Inc., entered the meeting. Mr. Sund gave his report. Crews have replaced 3 culverts on Project 62 and oiled on Project Fuel quotes were requested for a transport of #2 dyed diesel and E-10 fuel. Quotes were received as follows: 1. Country Pride Coop #2 dyed diesel $1.70 per gallon 2. Schaeffer & Company #2 dyed diesel $1.71 per gallon Quotes were received for E-10 gasoline as follows: 1. Country Pride Coop Unleaded E-10 fuel $1.947 per gallon Littau made the motion, seconded by Winter, to accept the gas quotes from Country Pride Coop on both the #2 dyed diesel and the unleaded E-10 fuel. Roger Nordstrom is requesting an approach on Project 11, as there is no field access. Littau made the motion, seconded by Schroeder, to give Mr. Sund permission to put in a new approach and culvert for Mr. Nordstrom. Mr. Sund said Tripp County will be participating in a PCN 05M6 a Signing and Delineation Project for Paved Roads only. Connot made the motion, seconded by Littau, to adopt the following: RESOLUTION ( ): WHEREAS, Zachery Wagner, has satisfactorily completed his six-month probationary period, NOW THEREFORE BE IT RESOLVED by the Tripp County Board of Commissioners to increase Mr. Wagner s salary to $15.25 per hour effective July 16, Discussion was held on the TSL meeting that was held on three of Tripp Counties Bridges. Ron Gillum, representative for Brosz Engineering Co., Inc., came to give a report on the three bridges that were inspected. Based on the type, size and location of the structures, two out of the three bridges would qualify for the BIG Grant Program, but Bridge # , 99N R76W, in Lamro Township, would not. The options would be to put in 3-6 Ft. culverts and cut the road down for thousands of dollars, or close the road. Mr. Gillum said there would need to be a public comment meeting for the land owners and Township board to close the road. Littau made the motion, seconded by Connot, to give the Auditor permission to advertise a Public Meeting to be held on August 8, 2017 at 10:00 A.M. in the Commissioners room, for public comment on closing the road to Bridge # , 99N R76W. Mr. Gillum and Mr. Sund left to look at North County Road and get an estimate as to how much it would cost to oil it.
4 At 11:00 A.M the opening of Sealed Bids was held as advertised for RE property S15 OF LOT 3; N15 OF LOT 4, BLOCK 21, ORIGINAL WINNER CITY, and no bids were received. Kathie Cole and Sissy Orel, Co-Ambulance Directors, came to the meeting to discuss the ambulances and the repairs that need done. Connot made the motion, seconded by Littau, to give the Auditor permission to advertise for a new ambulance with the bid opening to be held September 12, 2017 at 11:00 A.M. 244 Ms. Cole gave an update on the EMT class she taught and all the participants passed their practical s and now they will need to take the test on the computer. Discussion was held on declaring Tripp County as a disaster area due to drought. Forgey made the motion, seconded by Winter, to adopt the following: RESOLUTION ( ): WHEREAS during the late spring and summer months, Tripp County has received substantially less than normal precipitation; WHEREAS, the citizens of Tripp County, especially those engaged in agriculture, are in need of assistance in coping with the hardships resulting from the continuing drought conditions, and infestations, and NOW Therefore Be it Resolved by the Tripp County Board of Commissioners as follows: 1. Tripp County is hereby declared to be in a state of disaster and emergency arising from the lack of precipitation. 2. The Tripp County Board of Commissioners request that Tripp County be designated as a disaster area and eligible for emergency and disaster assistance, by the Governor of the State of South Dakota and the United States Government and that Tripp County residents be afforded an opportunity to participate in State and Federal disaster relief programs and benefits. 3. That the Tripp County Emergency Management Director is authorized and directed to communicate this declaration to the appropriate State and Federal authorities. Littau made the motion, seconded by Forgey, to add a meeting on September 5, 2017, to hold a hearing on the Provisional Budget, and to change the last meeting in December to the 29 th for the end of year bills. At 11:23 A.M. Dan Bechtold, Winner Advocate, left for the day. Budget discussion was held. Littau made the motion, seconded by Forgey, to adopt the following: RESOLUTION ( ): Be it Resolved by the Tripp County Board of Commissioners to hereby approve a contract, by and between, Tripp County Commission, Winner Regional Healthcare Center and South Dakota
5 Department of Health, which sets forth the terms and conditions for the Public Health Alliance of Tripp County, and Further Be it Resolved the contract shall begin July 1, 2017 and end on June 30, 2018 with Tripp County providing $32, in financial support. 245 At 3:57 P.M. Littau made the motion, seconded by Forgey, to enter into Executive session to discuss a personnel issue pursuant to SDCL (1). The Auditor, Barbara DeSersa left during executive session. At 4:57 P.M. Littau made the motion, seconded by Forgey, to return to regular session. At 4:58 P.M. Forgey made the motion to adjourn until July 25, 2017 at 10:00 A.M., seconded by Winter. Roll call: All ayes. Meeting adjourned.
