1 DECEMBER 16, 2013 COMMISSIONER PROCEEDINGS GRANT, NEBRASKA The regular meeting of the Board of Commissioners of Perkins County, Nebraska, was held at 8:30 a.m. in the County Courthouse in Grant, Nebraska. Present: Commissioners Sid Colson, Leon Pankonin, Steve Tucker, County Attorney Richard Roberts, and Clerk Rita Long. Chairman Colson called the meeting to order at 8:30 a.m. It was announced that notice of this meeting had been published in the Grant Tribune-Sentinel on December 12, Chairman announced the location of the Open Meetings Act Poster in the Commissioner s Room. Commissioner Pankonin made the motion to approve the minutes of December 2, 2013, meeting as published in the Grant Tribune-Sentinel. Commissioner Tucker seconded, roll call vote, 3 ayes, motion carried. The agenda was reviewed. Motion was made by Commissioner Tucker to approve the continuing agenda, seconded by Commissioner Pankonin, roll call vote, 3 ayes, motion carried. 8:40 a.m. Opened Public Forum and closed a 9:45 a.m. Correspondence NONE Unfinished Business: Commissioner Pankonin moved to adopt Resolution establishing salaries for the elected officials for the terms 2015 through 2018 commencing the calendar year Commissioner Tucker seconded, roll call vote, 3 ayes, Resolution Adopted. The Non-Eligibility HSA Employee Plan will be moved to January 6, 2014, meeting. New Business: NONE 10:00 a.m. Sheriff, Emergency Management and E-911 Sheriff Brueggeman along with Rick Ochsner gave the Building and Grounds report. Sheriff Brueggeman gave his reports. Commissioner Tucker moved to adopt Resolution to set Sheriff s deputies salary. Commissioner Pankonin seconded, roll call vote, 3 ayes, Resolution Adopted. Commissioner Pankonin moved that the Chairman sign the Loan Repayment Agreement for Deputy Casey Griffin. Commissioner Tucker seconded, 3 ayes, motion carried. 10:36 a.m. Highway/Weed Superintendent Mike Dolezal submitted his reports. 10:39 a.m. Extension Office Doug Anderson gave a report. 10:48 a.m. Clerk Rita Long gave her report and fee reports.

2 10:51 a.m. Zoning Administrator/Transfer Ambulance Report Bob Tatum gave his reports. 11:00 a.m. Chairman Colson Opened the Public Hearing on the Conditional Use with Scoular Grant-North. Zoning Administrator Bob Tatum presented the findings of facts. There was public comment by Brian and Amanda Schmidt, Bill and Carlene Potts, Norm Duba. Joe Scholl was present representing Scoular. 11:12 a.m. Closed Hearing It was moved by Commissioner Tucker and seconded by Commissioner Pankonin to approve the Conditional Use submitted by Scoular Grain, as presented, for continued use as a grain handling facility, on the NE ¼ of Section 35, Township 12, Range 39, of Perkins County with the following conditions: 1. Continued maintenance of planted trees, as originally required by Conditional Use Permit # Continued maintenance of widened driveway on Road 769, as originally required by Conditional Use Permit # Continued use of centrifugal fans of North side of steel building, and south side of Canvass building. 4. Annual review by County Boards, as originally required by Conditional Use Permit # Ayes, 0 Nays. 11:18 a.m. Treasurer Pat Kroeker requested transfer of funds and gave a Certificate Deposit (CD) Report. Commissioner Pankonin moved to adopt Resolution to transfer funds from County General Fund to County Road, Commissioner Tucker seconded, roll call vote, 3 ayes, Resolution Adopted. Commissioner Tucker moved to adopt Resolution that transfers funds from County General to Paving, seconded by Commissioner Pankonin, roll call vote, 3 ayes, Resolution Adopted Commissioner Pankonin moved to approve and have Chairman Colson sign the FY13 Federal OMB Circular A-133. Commissioner Tucker seconded the motion, roll call vote, 3 ayes, motion carried.
