1 SEPTEMBER 8, 2015 The Cherry County Board of Commissioners met in regular session on September 8, 2015, as per notice in the Valentine Midland News with the agenda being on file in the office of the County Clerk Roll call; present at this meeting were County Commissioners, Tanya Storer, Jim Van Winkle and Mark Adamson, and Cherry County Clerk, Tom Elliott The meeting was called to order at 10:00am by Chairman Adamson The Open Meetings Act Notice was announced The minutes of the last regular meeting were read Commissioner Storer moved to approve minutes as read Commissioner Van Winkle seconded the motion Roll call vote was taken Commissioner Storeraye, Commissioner Van Winkleaye and Commissioner Adamsonaye The motion carried Minutes of the Special Meeting held August 24, 2015 were read Commissioner Storer moved to approve the minutes as read Commissioner Van Winkle seconded the motion Roll call vote was taken Commissioner Adamsonaye Commissioner Van Winkleaye Commissioner Storeraye The motion carried The minutes of the meeting of The Board of Corrections held August 24, 2015 were read Commissioner Van Winkle moved to approve the minutes as read Commissioner Adamson seconded the motion Roll call vote was taken Commissioner Storeraye Commissioner Adamsonaye Commissioner Van Winkleaye The motion carried Cherry County Hospital Administrator Brent Peterson addressed the Board regarding a proposed construction project at the hospital Mr Peterson stated that construction management and architectural agreements are being reviewed with the intent to bid the project in the spring of 2016 It was the consensus of the Board to delay any formal County Board action on the matter until more complete cost information becomes available Steve Hicks provided the Board with information regarding the Nebraska Federal Lands Access Program Mr Hicks discussed the application process and the project selection process It was the consensus of the Board to review Cherry County's transportation projects to determine the feasability of applying for funds through the program Building and Grounds Superintendent Pat Greenough discussed planting a couple of trees on the west side of the Justice Center He requested permission to coordinate the planting with a County Extension Agent project It was the consensus of the Board to support the project Cherry County Surveyor Lloyd Smith met with the Board to review some pending projects No Board action was required Cherry County Sheriff Rusty Osburn presented the Board with mutual aide agreements with adjoining counties south of Cherry County It was the consensus of the Board to authorize Board Chairman Adamson to sign the renewal agreements It was the consensus of the Board to table the agenda item regarding a Purchase Agreement for Road District 1 property to the September 29, 2015 meeting At 2:00 PM, as advertised, Chairman Adamson opened the annual public hearing to consider the proposed budget for Cherry County for fiscal year No one appeared at the hearing to offer testimony on the budget The Board completed work on the budget, limiting the total tax increase for the County to less than 1% At 2:50 PM Chairman Adamson closed the hearing Commissioner Van Winkle moved to increase the prior year restricted funds authority for Cherry County by 25% Commissioner Adamson seconded the motion Roll call vote was taken Commissioner Storeraye Commissioner Adamsonaye Commissioner Van Winkleaye The motion carried Commissioner Van Winkle moved to approve an additional 10% increase to the prior year restricted funds authority Commissioner Adamson seconded the motion Roll call vote was taken Commissioner Storeraye Commissioner Adamsonaye Commissioner Van Winkleaye The motion carried At 3:00 PM, as advertised, Chairman Adamson opened the special hearing to consider setting a final tax request for No one appeared at the hearing to offer testimony At 3:45 PM, Chairman Adamson closed the public hearing
