1 COMMISSIONER PROCEEDINGS On January 16, 2018 the Perkins County Board of Commissioners met in reorganizational meeting. The meeting was called to order by County Clerk Rita Long at 8:30 a.m. The floor was open for nominations for Chairman of the Board of Commissioners for the Commissioner Deaver made the motion that Commissioner Sid Colson be named Chairman of the Board for year 2018, seconded by Commissioner Tucker, roll call vote, Colson, yes, Deaver, yes, Tucker yes, 3 ayes, motion carried. Commissioner Tucker made the motion to have Commissioner Bernard Deaver serve as Vice-Chairman for year 2018, second by Commissioner Colson, roll call vote, Colson, yes, Deaver, yes, Tucker, yes, 3 ayes, motion carried. Commissioner Sid Colson is the duly elected Chairman for the coming year of 2018, and Commissioner Bernard Deaver to serve as Vice-Chairman. Chairman Colson conducted the remaining of the meeting. It was announced that notice of this meeting had been published in the Grant Tribune-Sentinel on January 10, Chairman announced the location of the Open Meetings Act Poster in the Commissioner s Room. Commissioner Deaver made the motion to approve the minutes of January 2, 2018, meeting as published in the Grant Tribune-Sentinel. Commissioner Tucker seconded, roll call vote, 3 ayes, motion carried. The agenda was reviewed. Motion was made by Commissioner Tucker to approve the continuing agenda, seconded by Commissioner Deaver, roll call vote, 3 ayes, motion carried. 8 The Interlocal with Venango/Perkins County will be forwarded to February 5, Commissioner Tucker moved to approve and sign the Annual Report of County Officers from the Secretary of State. Commissioner Deaver seconded the motion, roll call vote, 3 ayes, motion carried. Commissioner Deaver moved to adopt Resolution to accept the Personnel Policy and Procedure Manual and begin the policy changes effective Seconded by Commissioner Tucker, roll call vote, 3 ayes, Resolution adopted. Commissioner Tucker moved to have the Chairman sign the agreement with Hartley Painting. Commissioner Deaver seconded the motion, roll call vote, 3 ayes, motion carried. Commissioner Deaver moved adopt Resolution and have the Chairman sign the Interlocal with the Village of Elsie and Perkins County to install a Jake Brake sign. Commissioner Tucker seconded, roll call vote, 3 ayes, Resolution Adopted. The Board heard reports from Highway/Noxious Weed Superintendent Mike Dolezal, Building and Grounds Rick Ochsner, Sheriff Jim Brueggeman, County Clerk Rita Long, Zoning/Transfer Ambulance Bob Tatum, Assessor Peggy Burton, and Treasurer Julie Sestak. Commissioner Tucker moved to approve and have Chairman sign the Noxious Weed Report. Commissioner Deaver seconded the motion, roll call vote, 3 ayes, motion carried. Sheriff Brueggeman submitted his quarterly report. The Fee Reports for District Court, Public Transit and Clerk were presented. Treasurer Julie Sestak submitted the Semi Annual Report. Commissioner Tucker moved to adopt Resolution that the County Treasurer be authorized to deposit County funds in any authorized depositories having money market checking services, provided that the Treasurer shall obtain from the depository a pledge of securities in a form required by statutes. Commissioner Deaver seconded, roll call vote, 3 ayes, Resolution Adopted. The next regular meeting will be held on Monday, February 5, 2018, at the Perkins County Courthouse in Grant, Nebraska. 10:23 a.m. Commissioner Tucker made the motion to adjourn the meeting, seconded by Commissioner Deaver, roll call vote, 3 ayes, motion carried.
