Surplus Property: Bids were opened at 4:05 P.M. on November 1, 2016 at the Yankton County Government Center for the following properties: , and Bids were received from Larry Olson for parcels ; in the amount of $6,677 and for $8,777. Habitat for Humanity submitted for parcel in the amount of $4,000. All present voted aye; motion carried. Action 16351Z: A motion was made by Epp and seconded by Kettering to recess the regular session and convene as Board of Adjustment. OEM: Emergency Management Director Paul Scherschligt, appeared before the board with several items, including approval of the resolution for the Yankton County Pre-Disaster Mitigation Plan, homeland security award and request to advertise for remote control underwater vehicle. Action 16355OEM: A motion was made by Bodenstedt and seconded by Freng to approve the following resolution. All present voted aye; motion carried. Page 6
7 A resolution of the Yankton County Commission declaring its support for, and adoption of, the Yankton County Multi-Jurisdiction Pre-Disaster Mitigation Plan. WHEREAS, A Pre-Disaster Mitigation Plan for Yankton County (the plan) has been developed; and WHEREAS, Yankton County officials participated in the development of the plan; and WHEREAS, the plan will be used as a disaster mitigation planning tool as deemed appropriate by the Yankton County Commission. NOW THEREFORE BE IT RESOLVED; that the Yankton County Commission hereby adopts and supports the plan, and will take action to ensure that the plan is implemented. All present voted aye; motion carried. IT Report: Craig Miller appeared before the board to present the IT quarterly report. Road & Bridge Levy: Commissioner Epp spoke during meeting time set aside for input about the county road and bridge levy on the general election ballot. Epp said it s about the big picture, we need our roads and they need to be taken care of so we can sustain our community. Commissioner Kettering also voiced support of the levy, stating the importance of infrastructure. There was no public input on the levy. Action 16357C: A motion was made by Epp and seconded by Bodenstedt to adjourn. All present voted aye; motion carried.
