1 CORPORATION OF THE TOWN OF BRACEBRIDGE MUNICIPAL COUNCIL MEETING WEDNESDAY, JUNE 22, 1994 The regular meeting of the Bracebridge Municipal Council was held in the Council Chambers on Wednesday, June 22,1994, commencing at 8:40 p.m., with all members present. The minutes of the last Regular meeting and a Public meeting held on May 18, 1994, and a Special meeting held on June 7, 1994, were approved. - DELEGATIONS - Alice Ansell and Ellen Crockford, spokespersons, and a large delegation from the Moore Road area of Macaulay Ward, attended the meeting to request Council's consideration in supporting them in their opposition to the proposed wood composting proposal made by Con-Wood Resources Management for the former wrecking yard property in their vicinity. A detailed brief setting out the reasons for their opposition to the proposal was submitted. After a lengthy discussion, a resol ution was presented in support of their request for the consideration of Council. Mr. Sean Kelly, Solicitor, and Mr. Charles Rixon, on behalf of Shier's Insurance Limited and Ontario Limited, attended the meeting to request that Council reconsider the provisions of the site plan for the Shier's Insurance building on Manitoba Street. Mr. Kelly reviewed the history of the negotiations with respect to the site plan agreement and proposed certain reductions in the cash-in-lieu of parking portion of the agreement. A resolution was presented to Council in this respect. - CORRESPONDENCE - Bracebridge Business Improvement Area, requesting Council agree in principle to swearing in their summer student to provide the authority to issue parking tickets within the B.IA area. (Huisman). scon NORTHMORE--DAN BROOKS THAT we support the request of the Moore's Road area residents in their petition that the Ministry of Environment insist on a hydrogeological study and topographical survey be conducted on the property proposed by Con-Wood Resources Management Inc. to be used for a composting facility in order to assure that no contamination of run-off water or ground water occurs and that a surface water drainage plan be prepared for the proposal. D.S. HETHERINGTON--BILL GLENNIE THAT we reduce the cash-in-lieu of parking requirement for the Shier's Insurance Ltd. ( Ontario Ltd.) Site Plan by the amount of one parking space due to a recalculation of the floor space and that the amount owing be paid over six months of equal payments per month and that the sidewalk portion of the agreement be completed by October 31, DAN BROOKS--KATIE MCCANN THAT whereas Regulation 101 / 94 permits the establishment of Commercial Leaf and Yard Waste Composting Site without M.O.E. Certification, we request that this issue be placed on the agenda of the upcoming A.M.O. Conference.
