1 Turtle Lake-Mercer School Board Regular Meeting September 10, :00 p.m. ITV Room 1. Pres. Anderson called the regular meeting of the Turtle Lake-Mercer School Board to order at 7:00 p.m. in the ITV Room on Monday, September 10, Directors present were Bayless, Murray, T. Sondrol, Presser, L Sondrol. Laib arrived at 7:25. Superintendent: Gaillord Peltier Principal: Daren Kurle Business Manager: Susan Davis Guests: Allen Tinker, Mandy Pechacek, Ben Seidler, Mariah Sondrol, Michelle Anseth and Rocky Bonsness. Additions to the agenda: a) School Expansion (Peltier) b) Junior High BBB/GBB Co-op (Peltier) c) NDCSA Law Seminar and NDSBA Annual Convention (Peltier) d) Alcohol/Drug Policy (Presser) e) Bus Driver Handbook (L. Sondrol) f) Sports Booster Club (Peltier) T. Sondrol moved to approve the agenda with the additions as presented, Bayless seconded the motion. Roll Call: Unanimous. 2. Presser moved to approve the minutes of the August 13, 2012 special and regular meeting as mailed out, Murray seconded the motion. Roll Call: Unanimous. 3. Financial Reports Peltier: a) Presser moved to approve the financial reports and payment of the bills as presented, L. Sondrol seconded the motion. Roll Call: Unanimous. 4. Principals Report Kurle a) Homecoming Week-September b) Principal Open House will be September 12 and 26 from 7 to 8 PM. c) Enrollment in K-12 is at 177 students. d) MAP Testing will be for K-10 beginning this month. e) Soil Conservation Tour for Grade 8 will be Wed, September 19 th. f) Parent-Teacher Conferences will be Thursday, September 20 th at 3:30 to 9:30. g) Asst. Volleyball Coach will be Courtney Volochenko and 4-6 Girls Basketball Coach will be Michelle Anseth. September 10, 2012 minutes Page 1

2 5. Supt. Report Peltier a) Interview for the Head Maintenance position was discussed. Principal Kurle, Mr. Freborg and Supt Peltier did the interviews. All three ranked Mr. Fousek as their number 1 selection. Mr. Peltier informed the Board that he will be requesting we go into executive session to discuss some personnel issues when we get to New Business (b). b) The First District Health Unit was here on Wednesday, August 29 th to inspect our kitchen and school system. This inspection resulted in no violations. Supt. Peltier recognized the kitchen staff, Mrs. Betty Schatz and Mrs. Connie Neumiller and the custodial staff, Mr. David Freborg and Mr. Byron Fiedler for a great job of keeping our school in good condition. c) The school year is going really well; there are a lot of positive people in our hallways and throughout the school. d) Student enrollment was reviewed. e) All our teaching positions have been filled with Mrs. Tracy Beaudion agreeing to take our librarian position. f) Teacher in-service went very well. Additional training on the bullying law and on Special Education I.D.E.A. law will be scheduled. 6. Old Business: a) Mariah Sondrol, Senior Student, discussed with the Board the possibility of taking an extra day for their senior class trip. Board Member Laib arrived. There is no policy addressing this issue. Murray moved to approve the senior trip to arrive Friday at the Wisconsin Dells and return on Sunday, Presser seconded the motion. Roll Call: Unanimous. Board requested that the senior class present an itinerary for the trip at the October regular board meeting. Recommendation for changes to the Student Handbook to address Senior Trip Guidelines will be ready for approval at the October regular board meeting. b) Dave Freborg s resignation was reviewed. 7. New Business: a) Laib moved to have Mrs. Tracy Beaudoin do part time librarian duties as part of her current teaching contract, Presser seconded the motion. Roll Call: Unanimous. b) Recommendation to hire Thomas Fousek, Jr. for Head Maintenance/Custodial position. Mr Peltier recommended we go into executive session to discuss a personnel matter. 1. Pressser moved to go into executive session to discuss a personnel matter, T. Sondrol seconded the motion. Roll Call: Unanimous. Mrs. Allan Tinker requested from Supt. Peltier the Century Code citation for this reason for executive session. Mr. Peltier replied that he would get that for her. 2. Regular session resumed at 8:40 P.M. 3. Discussed the training for the furnaces and the need to maintain these furnaces. Mr. Peltier will check into an extended maintenance agreement. 4. T. Sondrol moved to hire Thomas Fousek Jr. as Head Maintenance/Custodian, Bayless seconded the recommendation. Roll Call: Laib-Yes, Murray-Yes, T. Sondrol-Yes, Presser-No, Anderson-Yes, Bayless-Yes, L. 3 c) Annual Certificate of Compliance was reviewed. Murray moved to approve the Annual Certificate of Compliance for the school year as presented, T. Sondrol seconded the motion. Roll Call: Unanimous. d) Bayless moved to amend the staff handbook to include the job descriptions as presented, Presser seconded the motion. Roll Call: Unanimous. e) Laib moved to accept the resignation of Ms. Karla Walker as Special Needs Paraprofessional, Presser seconded the motion. Roll Call: Unanimous. Mr. Peltier was instructed to advertise for this position. f) Presser moved to amend Ivy Rath s Head Volleyball Coaching Contract to add an additional 3 weeks of an Asst. Volleyball Coaches salary and Kurt Ziebarth s Asst. Football Coaching to add an additional 3 weeks of a Junior High Football Coaches salary, Bayless seconded the motion. Roll Call: Unanimous. g) Discussed the purchase of (4) 2 Seat Spring See Saws. Laib moved to purchase (4) 2 Seat Spring See Saws from Dakota Fence for $7, as presented, Murray seconded the motion. Roll Call: Unanimous. h) Mr. Rocky Bonsness, West River Telephone, met with the Board to discuss the phone system. Mr. Bonsness presented options for a new phone system. Board discussed the different options presented. Supt. Peltier will make a recommendation at the October board meeting for the purchase of a new phone system. i) Reviewed the football classifications for the school year. We will be in the 11-man classification next year. j) School Expansion Project was discussed. Buildings and Grounds Committee met to discuss this issue on August 8, Handout was given on the preliminary estimates to go with adding on to the existing building a classroom/library addition only and the previously proposed project of adding on classrooms, music room and stage. Board discussed these options. Special election could be called this fall as long as all the time lines are met for proper notification. Buildings and Grounds committee will meet to discuss these proposals and options. k) Junior High GBB and BBB Co-op was discussed. This issue will be on the agenda at the McLean County Administrators meeting on Wednesday. l) School Board s Convention and Law Seminar will be held on October 25, 26, and 27 in Bismarck. m) Alcohol/Drug policy concerning summer use and guilty by association were discussed. NDHSAA rules on these issues were reviewed. This issue will be brought up at the sports co-op meeting in November. n) Transportation policies were discussed. Board members were concerned about students driving to and from athletic events and students not riding the bus home from athletic events. Mr. Peltier will check into these concerns and address this with the coaching staff to make sure policy is being followed. Bus Driver Handbook concerns on the transportation of children to destination that are not on the regular bus route. Laib moved to approve an amendment to the Bus Driver Handbook that would prohibit bus drivers from dropping off students at a location other than the regular established bus routes, L. Sondrol seconded the motion. Roll Call: Unanimous. o) Discussion on fund raising for activities. Establishing a booster club was discussed. p) Presser moved to approve the use of the Gym by the Chamber of Progress on October 20, 2012, L. Sondrol seconded the motion. Roll Call: Unanimous. 4 q) T. Sondrol moved to approve the use of the Kitchen and Lobby by the Turtle Lake Hospital Assn. on October 20, 2012, Laib seconded the motion.
