1 Turtle Lake-Mercer School Board Regular Meeting February 17, :00 p.m. ITV Room 1. Pres. Anderson called the regular meeting of the Turtle Lake-Mercer School Board to order at 8:00 P.M. in the ITV Room on Monday, February 17, Directors present were T. Sondrol, Bayless, Murray, Laib, L. Sondrol, Presser Via Conference Call. Superintendent: Gaillord Peltier, Principal: Daren Kurle Business Manager: Susan Davis. Guests: Sue Reiser, Josh Freeman, Kara Smalls and Allan Tinker Additions to the agenda: a) Driver s Education Summer Program (Peltier) b) Transportation-change in handbook (Peltier) c) Sick Bank (Staff) Laib moved to approve the agenda with the additions as presented, Murray seconded the motion. Motion Carried. 2. Bayless moved to approve the minutes of the January 20, 2014 regular meeting as mailed out, Anderson seconded the motion. Motion Carried. 3. Financial Reports Peltier: a) T. Sondrol moved to approve the financial reports and payment of the bills as presented, L. Sondrol seconded the motion. Motion Carried. 4. Principals Report Kurle a) FFA judging season has started. aa. Little I Feb. 14 bb. Kindred Feb. 15 cc. Nat l FFA Week Feb dd. TLM CDE Event Mar. 8 b) JH Math Counts is Feb. 12 aa. Team finished second and qualified for State Competition. bb. 2 5. Supt. Report Peltier a) We had a construction meeting on Wednesday, February 12, 2014, attending the meeting were Jeff Ternes from AJR LLC, Matt Kuhne from CRG, and Scott Streyle from Streyle Masonry and Jason from Grants Mechanical. The main discussion was when American General would get here and start on the roof. The masons will be done with the south exterior wall by Thursday, February 20 th, they would be done until the west part of the roof is done, and then the mason would need to put on the face brick on top part of the high rise of the roof. The roof will have to be completed and insulated before any interior work such as plumbing and any other underground work can get done. The roof should be completed by the end of March, early April. (Attached is the handout of the discussions that took place). b) Connecting Point from Bismarck will be here on Wednesday, February 19 th to evaluate our wireless system and to determine what type of expansion we will need for our Access Points, based on the issues we are presently have with our internet, we have to many wireless devices on one Access Point. With our school expansion being completed this summer there will need to be several Access Points in the new addition. Supt. Peltier is looking into an E-rate grant for the hardware that we will need. c) I will be attending a Leading Change workshop in Mandan on Monday and Tuesday, March 10 th and 11 th and a Professional Learning Communities workshop on Wednesday and Thursday, March 19 th and 20 th in Mandan. d) I attended a McLean County Administrators meeting in Washburn on Friday, January 28 th ; reports from two of our administrators who sit on the NDHSAA board of directors informed us that as of the fall of 2015 our football program will move back down to 9 man football. As of today I have not received any official notice from NDHSAA. There will be 16 teams in AAA and AA, 24 teams in A and the remaining teams will be 9 man. e) We will have a late start on Wednesday, February 19 th for Professional Development. The high school staff will be with Mariam Tobola on I-pad training and the elementary staff will be with Mr. Kurle on SLDS, Statewide Longitudinal Date System, school will start at 3 rd period. 6. Old Business: a) Public meeting dates were discussed for the clarification of the Building Fund Levy. The intention of the board at the time of the initial election and the motion in the April 10, 2006 Minutes stated: Fylling moved and Schumann seconded to put on the election ballot a Building Fund Levy of up to 10 mills. Carried. The ballot did not reflect the intention of the board at that time, therefore, clarification is needed. Public meetings will be scheduled for Tuesday, March 18 th at 7:00 P.M. in Mercer Community Center and Tuesday, March 25 th at 7:00 P.M. in Turtle Lake at the Turtle Lake-Mercer School. b) Central McLean Cougar Co-op meeting that was held on January 21 st was discussed. Future enrollment numbers were given to the board members for their review. Discussion on the current football program. 3 dropped from the program because of the number of participation from that school. Turtle Lake-Mercer is opposed to dropping McClusky from our football program. Head Coaches from the football program would like to see another coach be added to the staff. Anderson moved to approve adding an Asst. Football Coach to the McLean Cougar Football Program, T. Sondrol seconded the motion. Motion Carried. Underwood would like to see all the athletic programs part of the Central McLean Cougar Co-op. The Board agreed that this should be a year to year decision when deciding on adding more programs to the Co-op as numbers dictate. Next co-op meeting scheduled in March. It was suggested that all schools involved in the co-op present a boys/girls breakdown at the March co-op meeting. d) Board reviewed an itinerary for the Senior class trip. Board would like to see another educational activity scheduled. e) Reviewed the updated School Calendar. 6. New Business: a) Superintendent Formal Evaluation is due by March 15, Board members are to complete the evaluation form and give to Board President Anderson by March 7 to compile the information. b) Demographic public meeting will be held on Monday, April 7, 2014 at 7:00 P.M in the Turtle Lake-Mercer School. c) Letter of resignation from Board Member Bayless was read by President Anderson to all present. Murray moved to accept the resignation of Board Member Bayless effective March 17, 2014, Anderson seconded the motion. Roll Call: Anderson-Yes, Bayless-Yes, L. Sondrol-Yes, Laib-No, Murray-Yes, T. Sondrol-Yes, Presser-Yes. Motion Carried. Board Member Bayless was thanked for her many years of service to the Turtle Lake-Mercer School Board and to the children of our communities. d) Handout given on the policy for Method of Filling a Board Vacancy Descriptor Code: BBC. This policy was reviewed. Laib moved that a vacancy now exists due to the resignation of Board Member Bayless, and that the Business Manager be directed to publish a notice of vacancy and information on the application process in the local paper to fill this position until the next regular election. The Business Manager was also directed to add a two year term from Area 5 so a successor can be elected and qualify at the regular school board election being held on Tuesday, June 10, 2014, Presser seconded the motion. Roll Call: Anderson-Yes, Bayless-Yes, L. Sondrol-Yes, Laib-Yes, Murray-Yes, T. Sondrol-Yes, Presser-Yes. Motion Carried. e) Reminder School Board Election on Tuesday, June 10, 2014 for the purpose of electing one member from Area 1, one member from Area 5, and one member from Area 6 for 4 year terms and one member from Area 5 for a two year term. Also on the ballot will be Question #1: Publication of the school board proceedings for the next two years and Question #2: Clarification of the established Building Fund Levy. The Polls will be located in the Legion Hall in Turtle Lake and the City Hall in Mercer and will be opened from 7:00 AM 7:00 PM. Residents from these areas who desire to be on the ballot must file a statement that includes the candidates name and the specific position being sought along with a financial disclosure statement. This must be filed before 4:00 p.m., April 7, 2014 with the Business Manager, f) Presser moved to approve the summer of 2014 Drivers Education Program with Mrs. Diane Cullum as the instruction for a salary of $37.38 per hour for classroom FEBRUARY 17, 2014 REGULAR MEETING MINUTES Page 3
4 instruction and $25.00 per hour for behind the wheel training, Bayless seconded the motion. Roll Call: Bayless-Yes, L. Sondrol-Yes, Laib-Yes, Murray-Yes, T. Sondrol- Yes, Presser-Yes, Anderson-Yes. Motion Carried. g) Laib moved to change the Transportation Handbook to add Number 6 on Page #3 addressing a bus driver being gone more than 5 consecutive days, Anderson seconded the motion. Motion Carried. h) Sick bank was discussed. Superintendent will check with other schools to see if this can be accomplished through policy or if it has to be done through the negotiations process. i) Murray moved to approve a use of facilities request from Hospital Auxiliary for May 4, 2014 for a Salad Luncheon, Laib seconded the motion.
