1 Turtle Lake-Mercer School Board Regular Meeting September 15, :00 p.m. Board Room President Laib called the regular meeting of the Turtle Lake-Mercer School Board to order at 7:00 p.m. in the Board Room on Monday, September 15, Directors present were Britton, Sondrol. Wagner, Freeman, Presser, Maxwell. Superintendent: Dick Schaffan Principal: Daren Kurle Business Manager: Susan Davis Guests: Allen Tinker, Sue Reiser, Lisa Lelm, Leslie Jacobs, Amy Lee, Melaree Sondrol, Natalie Bergquist, Cassidy Freeman, Victoria Goven, Tori Andrus, Kylee Reiser, Donnie Goven, Katie Andrus. Sondrol moved to approve the agenda as presented, Britton seconded the motion. Motion Carried 1. Public meeting was held to discuss the increase of 4.79% in dollars levied by the school district. Supt. Schaffan presented handouts to all present on our district s taxable valuation history and the number of dollars and mills levied. All present were given the opportunity to discuss any concerns they may have on this issue. 2. Britton moved to approve the minutes of the regular meeting dated August 18, 2014 as mailed out, Maxwell seconded the motion. Motion Carried. 3. Financial Reports a) Presser moved to approve the financial reports and payment of the bills as presented, Wagner seconded the motion. Motion Carried. 4. Seniors Katie Andrus, Melaree Sondrol, Cassidy Freeman and Natalie Bergquist discussed with the board their plans for a senior trip. They would like to go to Terry Peak Ski Resort in the Black Hills of South Dakota. They plan on leaving Friday, March 27 th at 2:45 and returning to school on Tuesday, March 31, Discussion on what the eligibility will be for the seniors to attend this activity and chaperones. Laib moved to approve the senior trip as presented, Maxwell seconded the motion. Motion Carried. 5. FFA gave a presentation to the Board on their opening and closing meeting ceremony along with a mock problem resolution using parliamentary procedure. Ms. Lee thanked the board for allowing them to practice for their competition. September Minutes Page 1

Old Business: a) Landscaping Proposal- Ms. Lee informed the Board that her Agriculture 4 Class is currently working on the proposed budget for the project along with planning a presentation in 3 D for the Board to look at and approve. b) Discussion on going from a seven member board to a five member board elected at large. Presser moved to proceed with the process of holding a special election for the purpose of determining whether the voters of the Turtle Lake-Mercer School District want a change in Article VI-Provision of Plan, C-Concerning the School District and the School Board, of the Reorganizarion Plan for the Turtle Lake-Mercer Public School District No. 72, Laib seconded the motion. Motion Carried. Business Manager Davis will contact North Dakota School Boards Association to determine how to proceed in this matter. c) Discussion on the Central McLean Cougar Co-op meeting that will be held in November. Board members were updated on the status of the co-op and what sports teams are a part of that co-op. Discussion on what direction the board would like to take with regard to the implementing of the co-op in all sports. Laib moved to table this discussion until the October regular board meeting, Britton seconded the motion. Motion Carried. d) Discussion on the old elementary building and the plan for this building. Currently Head Start is leasing space and our Tech Coordinator has an office/work space in this building. Britton moved to table this issue until October board meeting when the lease can be reviewed, Laib seconded the motion. Motion Carried. e) Classroom project is not complete, we are still waiting for some glass installation. f) Sixth Grade teaching position is currently open. Administration have been in contact with Teachers-Teachers to get qualified candidates. Discussion on the future of the Head Start Program if we should hire a Pre-K Teacher. g) 471 E-Rate Application has been denied. 7. New Business: a) Health Insurance costs were reviewed. Committee has been set up consisting of Teresa Presser-Chairperson, Julie Wagner, Sue Reiser, Kurt Ziebarth and Susan Davis. This committee will explore all the options that may be available to deal with the rising cost of health insurance. b) NDSBA School Board Convention will be held on October 23 and 24, 2014 in Bismarck. c) Sondrol moved to approve the use of facilities request from the Turtle Lake Hospital Assn. for the use of the kitchen for the serving of food for the Dakota Feeder Craft/Vendor Fair on October 18, 2014, Presser seconded the motion. Motion Carried. d) Laib moved to approve a use of facilities request from the Turtle Lake/Turtle Lake- Mercer Alumni for the use of the kitchen and gym for the alumni reunion on July 7-8-9, 2017, Sondrol seconded the motion. Motion Carried. 8. Athletic Director/Activities Director-Mr. Gary Ballard a) Reported on all of the fall activities and the number of participants. September Minutes Page 2

Principal-Mr. Daren Kurle a) Homecoming Week-October b) Enrollment is at 173 in grades K-12. c) Map Testing will begin September 16 and end on October 17. d) Our school ranked #1 in the State of North Dakota in the Summer Scholastic Reading Program and placed in the top 10% worldwide. e) North Dakota students are one of the top ACT test takers. f) P-T Conferences will be held on Thursday, September 25 th, from 3:30-9: Superintendent-Mr. Dick Schaffan a) Federal Consolidated Application has been submitted. Informed the Board we will be eligible for reallocated funds. Mr. Schaffan will bring the approved dollar amounts to the board when he receives final approval from the state. b) Discussion on revising the School Calendar. c) We have purchased a 2013 Nissan Quest Van and a 2007 Dodge Ram Pickup. d) New vacuum cleaner has been purchased and has proven to be a time saver in the maintenance area. e) Supt. Schaffan is in the process of organizing his cabinet. 11. Next regular meeting scheduled for Monday, October 20, 2014 at 7:00 P.M. Meeting adjourned.
