1 Turtle Lake-Mercer School Board Regular Meeting October 20, :00 a.m. Board Room 1. President Laib called the regular meeting of the Turtle Lake-Mercer School Board to order at 7:00 a.m. in the Board Room on Monday, October 20, Directors present were Sondrol, Freeman, Maxwell, Wagner, Presser, Britton. Supt: Dick Schaffan Principal: Daren Kurle Business Manager: Susan Davis Guests: Jody Fylling, Gary Ballard, Allan Tinker, Lisa Lelm, Kara Smalls, Sue Reiser. Sondrol moved to approve the agenda as presented, Britton seconded the motion. Motion Carried. 2. Maxwell moved to approve the minutes of the September 15, 2014 regular meeting as mailed out. Freeman seconded the motion. Motion Carried. 3. Presser moved to approve the financial reports and payment of the bills as presented, Laib seconded the motion. Motion Carried. 4. Old Business a) Landscaping proposal will be ready for the November school board meeting. b) Co-op committee meeting is scheduled for November 19, 2014 at 6:30 p.m. in McClusky. Discussion on what direction the board would like to take with regard to the implementing of the co-op in all sports or just adding basketball. Board members and Athletic Director were given an opportunity to express their opinion on this issue. The committee members will meet prior to the November 19 th co-op meeting to discuss the direction they want to take. c) Elementary building usage and head start lease agreement was tabled until a copy of the agreement can be obtained from the Head Start Coordinator. d) Construction Committee will meet today at 3:30 p.m. e) Sixth Grade teaching position is currently open. Administration will continue to seek qualified candidates. f) Discussion on who will be attending the Law Seminar and the NDSBA Convention in Bismarck. g) Discussion on the school calendar. Maxwell moved to approve a change in the school calendar with there being no school on December 22 and 23 and there will be school on April 6 and May 1, Britton seconded the motion. Roll Call: Laib-No, Maxwell-Yes, Sondrol-Yes, Wagner-Yes, Freeman-Yes, Britton-Yes, Britton-Yes, Presser-Yes. Motion Carried. h) Proposed change in the reorganization plan was discussed. Business Manager has consulted Alyssa Martin from NDSBA to get her recommendation on how to proceed and is waiting for her recommendations. Tabled. October 20, 2014 Minutes Page 1

2 5. New Business a) Supt. Schaffan has requested Title I Re-allocated Funds for our After School and Summer School Title I Program. He is awaiting approval for this request. b) Britton moved to approve the use of facilities request from the Community Memorial Hospital for October 6, 2015 for the hospital supper, Sondrol seconded the motion. Motion Carried. 6. Administrative Reports: a) Athletic Director-Gary Ballard aa. Fall sports are nearing completion. bb. Jr. High Girls basketball will start today. cc. District volleyball will be the first week in November. dd. Region volleyball seeding meeting will be held on Wednesday. There will be discussion on having a super region for volleyball. Mr. Ballard asked for the Board s opinion on going to a super region not only for volleyball but also for basketball. Discussion on this issue followed. Athletic director was given a directive from the Board to oppose going to a super region and to keep district tournament play in all sports. b) Principal-Daren Kurle aa. FFA will be leaving for Louisville KY on Sunday for National Convention. bb. A student from our school district has been appointed to the student youth advisory committee for the North Dakota Farmer s Union. cc. There will be CPR Training for our staff on October 29 th. dd. We will have a late start on Wednesday due to in-service for our staff. c) Superintendent-Dick Schaffan aa. Reported on the Education Committee Hearings and the money that may be available for education. Fund balance reduction was also discussed. bb. Policy revision was discussed. Board was given a binder of policy changes to review before the next board meeting. The Board will address at the November board meeting how they are going to proceed on finalizing these recommended changes by our policy services. 7. Executive Session- The following was read to all present. The next item on the agenda is Hippa Matter-Employee. This item must be discussed in an executive session. The legal authority for closing this portion of the meeting is North Dakota Century Code Sections and The topic or purpose of this executive session is HIPPA Matters- Employee. This executive session will be recorded and all members of the governing body are reminded to limit their discussion during the executive session to the announced topic. Any collective decision, collective commitment, or other final action by the governing body must occur after it reconvenes in an open meeting, unless final action is specifically required by law to be taken during the executive session. At this time, a motion would be in order to convene in executive session with the legal authority for closing this portion of the meeting is NDCC and Is there a motion? Motion by Britton to convene in executive session with the legal authority NDCC and , Presser seconded the motion.
