1 EUROPEAN PARLIAMT Delegation to the EU-Mexico Joint Parliamentary Committee D-MX_PV(2013)0220 MINUTES of the meeting of 20 February 2013, from to Altiero Spinelli Room A5E2 - Brussels The meeting opened at on Wednesday, 20 February 2013, with Ricardo Cortés Lastra (Chair) in the chair. 1. Adoption of draft agenda (PE ) The draft agenda was adopted and the order of items 5 and 6 was switched, in order to make it easier for all the speakers to have the floor. 2. Approval of draft minutes of meeting of 21 November 2012 (PE ) The minutes of the meeting of 21 November 2012 were approved without amendment. 3. Chair s announcements The Chair spoke about President Schulz s visit to Mexico in the middle of February He specifically mentioned that he had met President Peña Nieto and the President of the Mexican Senate, that he had had the opportunity to address the Plenary of the Senate and students from the National Autonomous University of Mexico and that he had met with representatives from various sections of civil society. He congratulated him on the visit because all the reports indicated that it had been a successful and productive one. PV\ doc PE v01-00 United in diversity

2 The Chair was appalled by the recent incidents in Acapulco, where six European citizens had been raped in the early hours of the morning in the tourist resort where they had been staying. He thanked the Mexican authorities for their commitment to solving the case and offered the six victims the support and best wishes of the members of the delegation. 4. Update on preparations for the XV meeting of the EU-Mexico Joint Parliamentary Committee The Chair told the delegation that during the EuroLat meetings which had taken place in Santiago, Chile at the end of January 2013, a working dinner had been held for the Mexican and European members of the JPC Bureau, during which the 2013 calendar of joint meetings had been discussed in detail. During the discussion, an agreement had been reached that the 15 th JPC would take place in Mexico from 2 to 4 May However, the Chair expressed his displeasure at the fact that, in its decision of 31 January 2013 approving the calendar of delegation meetings for 2013, the Conference of Presidents had not given its authorisation for a JPC meeting to be held in Mexico in 2013 and had only given the go-ahead to one JPC in 2013 to be held in Brussels. The Chair complained that this decision represented an attempt to impose a restricted interpretation of the delegation s Rules of Procedure and it did not take account of the fact that the JPC had held six-monthly meetings since its creation. Attempts were being made to have the decision reversed and for authorisation to be granted for the meeting with the Mexican members scheduled for 2-4 May With the decision pending, he suggested continuing with the preparations as if authorisation had been granted for the 2-4 May 2013 meeting. The following topics were proposed for that meeting: the political, economic and social situation in the EU and Mexico; evaluation of the EU-Mexico Global Agreement; sustainable economy and alternative energy sources and the importance of civil society involvement in Mexico and the European Union. Members of the delegation were asked to express their interest in acting as rapporteurs for these topics by contacting the Secretariat. Mexican views on the 1st EU-CELAC Summit, Santiago, Chile On 26 and 27 January 2013 the 1 st EU-CELAC summit / 7 th EU-LAC summit of Heads of State and of Government had been held in Santiago, Chile with the theme Sustainable Development to Promote Investments of Social and Environmental Quality. Sandra Fuentes-Berain, Mexican Ambassador to the EU, started by stressing the value of parliamentary diplomacy, and continued by addressing topics related to the results of bi-regional political dialogue and cooperation between Latin America and the EU. The process of integration stimulated by the setting-up of the Community of Latin PE v /11 PV\ doc

3 American and Caribbean States (CELAC) was a Mexican idea which should facilitate more formal dialogue with the EU. The summit had shown that political dialogue between the regions had intensified in recent years, facilitating closer cooperation on a wide range of issues (many of which had been included in the EU-CELAC Action Plan ). The Ambassador mentioned the Sixth Session of the EuroLat Parliamentary Assembly and attached great importance to the forty recommendations that it had set out in its message to the summit. She also mentioned the Business Summit that had been held in the last week of January in Santiago, Chile, in which business leaders from both regions had taken part. There had been time for bilateral meetings between Heads of State and Government. She mentioned in particular the meeting between President Peña Nieto and Presidents Barroso and Van Rompuy, during which they had discussed political issues related to bilateral relations, the new Mexican government s agenda, the Pacific Alliance, the desire to update the EU-Mexico Free Trade Agreement and make it more comprehensive, and Mexico s interest in being part of the dialogue that had been opened up with the USA on a free trade agreement. Exchange of views on updating the EU-Mexico Global Cooperation Agreement The Chair recalled that the EU-Mexico Economic Partnership, Political Coordination and Cooperation Agreement had been one of the first such agreements that the EU had signed with a non-eu country. Negotiations on the agreement had begun in 1995 and it had come into force in October 2000, although a fast-track mechanism had been created to allow for negotiations on the agreement s trade chapter to start quickly, before the Global Cooperation Agreement had been ratified: namely the Interim Agreement on trade and trade-related matters, which had come into force in mid Matthias Jorgensen, acting Head of Unit, DG TRADE, emphasised that current trade relations between the EU and Mexico were extremely successful and trade between the two partners had increased since the agreement had come into force. He stressed that, even so, the EU wished to deepen the relationship further and not to waste opportunities for closer cooperation in areas such as agriculture and services. Paragraph 22 of the Santiago Declaration reflected both sides desire to explore options to modernise the agreement, and in order to move forward with this initiative, the Presidents had agreed to create a working group. It was also important for the agreement to be updated in line with the EU and Mexico s relationship with North America. Ambassador Fuentes-Berain provided figures to demonstrate the positive impact that the EU-Mexico agreement had had on trade flows and investment between both partners. The EU had become the third most popular destination for Mexican exports, the third highest importer and one of the main providers of foreign direct investment (FDI) to Mexico and receivers of Mexican FDI. Nevertheless, the agreement now seemed somewhat incomplete, especially when compared with the latest agreements that had been signed by both the EU and Mexico with other third countries. 4 following also had to be taken into account when updating the agreement: the possible launching of World Trade Organisation multilateral negotiations on services, in which Mexico, the EU and 20 other countries would take part, the ongoing negotiations on the agreement between the EU and Canada, and future negotiations on the agreement with the USA. Finally, on the topic of cooperation, she pointed out that as Mexico was considered a middle-income country it would cease to be eligible for bilateral cooperation in 2014, although the European Commission had raised the possibility of including Mexico in a new partnership instrument, yet to be defined, which would be aimed at developing and promoting the shared interests of the EU with its strategic partners and with emerging economies. 7. Other business MEP Franziska Keller requested the floor and asked the Ambassador if the arrest warrants issued by the Oaxaca authorities in relation to the 2010 murders of two human rights activists, Bety Cariño and Jyri Jaakkola, who had been accompanying a humanitarian aid convey providing assistance to the indigenous community of San Juan Copala in the State of Oaxaca, had now been executed. Ambassador Fuentes- Berain said that she did not have any information on that matter, but that she would make inquiries and inform her of the result. 8. Date and place of next meeting The Chair announced that in accordance with the calendar of meetings for 2013, the next ordinary meeting of the delegation would take place on Thursday, 11 April from to in Brussels.
