1 EUROPEAN PARLIAMT Delegation for relations with Canada D-CA_PV MINUTES of the meeting of 16 June 2010, from 17h30 to 18h30 Strasbourg The meeting opened at on Wednesday, 16 June 2010, with Mr Philip Bradbourn (Chairman) in the chair. 1. Adoption of the draft agenda (PE ) The agenda was adopted without modification. 2. Adoption of the draft minutes of 27 April 2010 (PE ) The minutes were adopted without modification. 3. Communications by the Chairman The Chairman reported back to members on the meeting of 5 May 2010, which he had attended, between President Buzek and Canadian PM Harper. Prior to this meeting the EU- Canada summit had taken place in Brussels and the communiqués and speeches were to be found in members files. The Chairman also recalled that G8 and G20 summits in Canada were to take place on June and June respectively. A delegation from the Canada-Europe Round Table (CERT) would be present for an exchange of views with members at the next delegation meeting in Brussels on 13 July. Bureau visit to Canada May Debriefing by participants Speakers: The Chairman, Elisabeth Jeggle, Wolf Klinz, Ioan Enciu, Sebastian Valentin Bodu, Timo Soini The Bureau of the Delegation had visited Ottawa, Halifax and Charlottetown, Prince Edward Island from May. The three Bureau members reported back with their impressions of the visit and gave an overview of the programme which, besides the meeting with counterparts from the Canada-Europe Parliamentary Association (CEPA), had included meetings focussing on airport and port security; the CETA negotiations; the economic situation in Europe, particularly in Greece, and the bail-out of the Euro; and the opening-up of agriculture markets in the EU and in Canada. The timing of the visit had been most appropriate, following on immediately after the EU- Canada summit and the third round of Comprehensive Economic Trade Agreement (CETA) negotiations. The visits to the provinces had been particularly useful as they had allowed insights into the different concerns and issues faced there. The Bureau members left with the distinct impression that Canadians are eager for the CETA negotiations to be successful; in order to access European markets, diversify trade from the US, and, indeed, were already facilitating the opening up of the Canadian internal market itself. Previous attempts at similar trade negotiations had failed as all the provinces had not reacted in such a positive manner, and, although it was clear that concessions would have to be made - on both sides - the provinces seemed committed to work towards a successful outcome of the negotiations. MEPs emphasised that there would be no lowering of the EU's high standards (particularly in agriculture) and they had reminded their counterparts of the enhanced role of the European Parliament in international trade negotiations since the entering into force of the Lisbon Treaty, and of the potential danger of the European Parliament not being kept informed as the European Parliament would not accept a situation of "take it or leave it" as had been the case for Swift (TFTP) in February. Replying to the question of Mr Soini about the situation of the Canadian dollar against the American dollar, Mr Klinz pointed out that the Canadian economy is heavily dependent on exports and, due to the strong Canadian dollar and weak Euro, is encountering difficulties. The Canadian supervisory sector, although it has not faced the same difficulties as the EU and has not needed $billion bail-outs, has, nevertheless, been affected. 3 5. 33rd IPM Canada - 30 October-5 November - Alberta/Ottawa Initial preparations The Chairman informed MEPs of the rough outline of the programme of the 33rd IPM and the intention to visit the oil sand exploitation sites in Fort McMurray, Alberta, as well as the parliamentary meetings in Ottawa with its CEPA counterparts. Members were invited to inform the secretariat of their interest in participating on the delegation visit. Answering questions from Mr Soini and Enciu, the Chairman assured them that all issues could, and would, be discussed, including possibly contentious issues. 6.
