Approval of the draft agenda The meeting opened at a.m. with the Chair of the delegation, Mr Ramón Jáuregui Atondo, in the Chair. 2. Delegation language arrangements At the proposal of the Chair, the delegation language arrangements were agreed as follows: - At the ordinary meetings and interparliamentary meetings at the EP s places of work, the rule would be to provide interpreting in all the languages of the full members. - During visits outside the EP s places of work, every effort would be made to provide the members with interpreting in the most appropriate number of languages within the prescribed limit of five languages laid down in the Code of Conduct on Multilingualism, in accordance with real needs. - For written documents, the delegation adopted English and French as languages for translation and decided on Spanish as the source language. 3. Approval of the minutes of the constituent meeting of 16 September 2009 The minutes of the constituent meeting of 16 September 2009 were approved. 4. Chair s oral announcements The Chair informed the members of the delegation that during his visit to Mexico on 20 and PV\ doc PE v01-00 United in diversity

2 21 October 2009 he planned to meet with the Co-Chair of the EU-Mexico Joint Parliamentary Committee, Senator José Guadarrama Márquez, to finalise the dates of the ninth meeting of the JPC and the agenda for the meeting. 5. Approval of the delegation s programme of activities for 2010 The delegation s programme of activities for 2010 was approved. It included in particular the proposal to hold the tenth meeting of the EU-Mexico JPC on 31 March and 1 April in San Sebastián (Spain). 6. Appointment of a delegation representative for gender issues Mrs Teresa Jiménez-Becerril Barrio, a substitute member, was appointed the delegation representative for gender issues. 7. Preparations for the ninth meeting of the EU-Mexico JPC (Mexico, 3-6 December 2009) The delegation agreed that the ninth meeting of the EU-Mexico JPC would be held from 3 to 6 December in Mexico City (pending confirmation by the Conference of Presidents). The draft agenda was approved, including the following new topics: 5.1. Analysis of common positions of Mexico and the EU vis-à-vis the multilateral fora (Copenhagen, Doha, G20, etc.); 6.1. Participation of economic and social players in social dialogue and in the legislative and executive process; 7.1. Expansion of the study programmes for Mexican students in Europe (Erasmus Mundus, European foundations that welcomed postgraduate students, etc.); 7.2. Rapprochement on the possibilities offered by European businesses operating in Mexico; 7.2. Social responsibility of European businesses in Mexico. The following speakers were mentioned: Mr Ramón Jáuregui Atondo on the topic: Evaluation of the application of the Economic Partnership, Political Coordination and Cooperation Agreement between the European Union and Mexico ; Mrs Teresa Jiménez-Becerril Barrio on the topic: Analysis of the common positions of Mexico and the EU vis-à-vis the multilateral fora (Copenhagen, Doha, G20, etc.) ; Mr Luis Manuel Capoulas Santos on the topic: Legislative experiences in the field of social security ; Mr Santiago Fisas Ayxela on the topic: Evaluation of the cooperation programmes between Mexico and the European Union. Preparations for the EU-Mexico JPC bureau meeting in the framework of the Euro-Lat meeting in Panama (30/10/2009) The agenda of the EU-Mexico JPC bureau meeting in the framework of the Euro-Lat meeting in Panama was approved. 9. Survey of EU relations with Mexico Exchange of views with Petros Mavromichalis, Head of the European Commission s Mexico & Central America Unit Mr Petros Mavromichalis, representing the European Commission, highlighted the excellent relations between both parties, emphasising in particular the milestones in the relations with Mexico, a country with which the European Union first established diplomatic relations in 1960 and the first country with which it concluded an association agreement. In 2008 the representatives of the European Union and Mexico would launch a new initiative, the EU- Mexico Strategic Partnership. Its work programme was due to be adopted by the Joint Committee at the end of November. Mr Mavromichalis reminded members of the three priority sectors for cooperation between the regions for the period: social cohesion; economy and competitiveness; and education and culture. Exchange of views with Her Excellency Sandra Fuentes-Berain, Mexican Ambassador to the European Union Her Excellency Sandra Fuentes-Berain, Mexican Ambassador to the European Union, gave a detailed presentation of Mexico s geopolitical and economic situation, including its economic relations and cooperation with the European Union. She also highlighted the current cooperation in the fields of education (Erasmus Mundus programme) and science and technology. She welcomed the recently launched sectoral dialogue on the environment and climate change, which could enable both parties to adopt a common position with regard to the Copenhagen summit. Finally, the Ambassador mentioned the security problem, which could be the subject of a possible cooperation programme between Mexico and the EU, following the example of the cooperation that existed in this area between Mexico and a number of EU Member States. In this respect, she pointed out that countries where drugs were used should also make every effort to combat drug trafficking and money laundering.
