Chairman s announcements concerning coordinators decisions Hearings and delegations 2010 Delegations 2010 Decision: The following delegation visits will be proposed: Slovenia, Croatia and Austria: Exchange of practices on intermodal transport between these countries - proposal by the EPP group. Spain - Andalucía: Visit of different transport infrastructures representing all transport modes as well as the Costa del Sol Tourism Organisation - proposal by the S&D group. Latvia and Estonia: Development of Rail Baltica and the border crossing points with Russia - proposal by the ALDE and the ECR groups. South-East of the Czech Republic, East Austria, South-West Slovakia and West Hungary: to visit railway, cycling and other transport infrastructure connections, to study interoperability issues and to learn about sustainable tourism - proposal by the Greens/EFA group. If there is no possibility to merge the proposals of the EPP and the Greens/EFA group, there will be four delegation visits with a total number of 21 Members. A senior delegation visit of 4 Members including the Chair will be sent to Washington, in order to follow closely the second stage of the Open Sky negotiations. Hearings 2010 Decision: On the basis of the political groups' proposals the following hearings will be requested: Hearing on road safety linked to the road safety action programme of the Commission to be adopted in 2010 and based on best practices such as for example Ireland. 3 External costs for ships and energy supply in ports as a contribution to fight against climate change. Motorways of the Sea: future challenges in the field of transport and perspectives for islands and isolated areas. Other topics suggested by the political groups may be taken up in form of workshops. The modalities will be elaborated at a later stage in close contact with the political groups. Comitology Decision: The EPP group nominated Mr Kuhn as responsible Member. The S&D group already nominated Mr El Khadraoui who informed the Coordinators on the important topics in the Comitology News of 29 September. It was agreed that from November onwards both representatives will have a closer look - along with the responsible administrator of the secretariat - at the upcoming comitology files in order to inform the Coordinators on a regular basis. Exchange of views on files adopted in 1 st reading and awaiting Council's Common Position The Chair informed the Coordinators on the adopted first readings awaiting Council's Common Position; so far no reply was given by the Swedish Minister to the letter sent to her on Eurovignette; as far as the passenger rights for both maritime transport and for buses/coaches are concerned, there will be an exchange of views on the November TRAN meeting in order to evaluate the situation after the Transport Council meeting of October and the contacts the rapporteurs have taken in the meantime. With regard to the ITS and the freight corridors files, the rapporteurs were mandated by the committee to enter into negotiations with the SE Presidency. Any other business Mr Zile raised the question of the European Cockpit Association (ECA) concerning the fatigue rules with reference to a Swiss study, EU-OPS and safety issues. After a thorough discussion the Coordinators agreed on the Chairman's proposal to send a letter to the Commission to seek clarification on this issue. 7. Appointment of rapporteurs decision on procedure Reports: Main Agreement on the Accession of the European Community to the Convention PV\ doc 3/9 PE v01-00

4 concerning International Carriage by Rail (COTIF) of 9 May 1980, as amended by the Vilnius Protocol of 3 June COM(2009)0441 Decision: Nomination of a rapporteur - rotation among Chair and Vice-Chairs. Transportable pressure equipment - COM(2009)0482 Decision: Nomination of a rapporteur - rotation among Chair and Vice-Chairs. Documents received for information: Main Communication from the Commission on a Progress Report on the implementation of the Railway Safety Directive and of the Railway interoperability Directives - COM(2009)0464 Decision: To table an oral question with debate to the Commission. Communication from the Commission: Towards an Integrated Maritime Policy for better governance in the Mediterranean - COM(2009)0466 Decision: No action. Opinion Discharge 2008: general EU budget, section III, Commission - SEC(2009)1089[01] Decision: The S&D group will nominate the draftsperson. Working time of mobile road transport workers The EMPL committee voted on 29 September not to reject the Commission proposal but to draft a new report with Ms Bauer, EPP/SK as new rapporteur. The Chair suggested that the TRAN committee make a new opinion as well. The Coordinator agreed to this proposal. Decision: According to the order of choice of opinions, the S&D group will nominate the draftsperson. Action Plan on Urban Mobility On 30 September the Commission adopted an Action Plan on Urban Mobility. In the absence of the Commission's own, much delayed report, Parliament adopted an owninitiative report in April 2009, rapporteur Gilles Savary; the Rules of Procedure, Annex XVIII do not allow to begin work on another own-initiative report on the same issue within a defined time period (in this case not before April 2010). Decision: To have a debate with the Commission on this topic and to evaluate in procedural terms the possibility of having an accompanying resolution. PE v /9 PV\ doc
