The meeting continued with Brian Simpson in the chair. Chair s announcements concerning coordinators decisions STOA Panel Studies Comitology Confirmation of appointments Decision: Mr Cancian and Ms Ţicău were confirmed as the TRAN representatives. Decision: Political Groups are asked to send proposals for use of the 2012 budget allocation to the Secretariat by Wednesday 8 February at noon. The decision would then be taken at the 27 February Coordinators meeting. Decision: Coordinators expressed regret that the draft implementing measures related to the T-T financial work programme for 2012 had only been received the previous Thursday and that the Financial Committee would meet on 30 January. They agreed that such information should be provided to Parliament in sufficient time for any comments by Members to be taken account in the final decision. The Commission would be invited to present the measures at the Coordinators meeting on 6 February and asked to ensure that, in future, information was transmitted in sufficient time to allow effective Parliamentary scrutiny. Any other business Aviation s inclusion in the Emissions Trading System Decision: The Commission would be asked to provide an update on recent developments at a future meeting. 3 Decision: The text of the ITRE Resolution would be circulated to Coordinators so as to allow a decision to be on whether the Chair should write a letter of support. Proposed text on piracy Decision: The text would be circulated with a deadline for amendments of 30 January at noon. ecall Decision: A TRAN own initiative report on ecall would be requested and IMCO offered cooperation under rule 50 for the areas falling within its responsibilities. 7. Appointment of rapporteurs decision on procedure Opinions Establishing a European Neighbourhood Instrument COM(2011)0839 Procurement by entities operating in the water, energy, transport and postal services sectors COM(2011)0895 Public Procurement COM(2011)0896 Decision: The Greens/EFA Group will provide the Rapporteur for opinion for both procedures. Award of concession contracts COM(2011)0897 Decision: The GUE/NGL Group will provide the Rapporteur for opinion. Priorities for the 2013 budget - Section III - Commission Decision: The ALDE Group will provide the Rapporteur for opinion for all stages of the 2013 Budget procedure. Documents received for information Main Communication from the Commission to the European Parliament and the Council: a European vision for Passengers - Communication on Passenger Rights in all transport modes COM(2011)0898 Decision: The Committee would request permission to draw up an own-initiative Report based on this Communication. The EPP would provide the Rapporteur.
