The Chair referred to the promise made by José Barroso, President of the European Commission, to designate a Commissioner in charge of citizenship who would be the interlocutor for the Petitions Committee. 6 The meeting resumed at Coordinators meeting The meeting opened at with Erminia Mazzoni (Chair) in the chair. 15. Petition 733/2004 by Loizos Afxentiou (Cypriot), on behalf of the Famagusta Refugee Movement, concerning the return of the closed area of the occupied town of Famagusta to the original inhabitants - Discussion held 'in camera'. The Committee heard Loizos Afxetiou (petitioner) and Alexis Galanos (Mayor of Famagusta). Decision: Ask the Commission for a written update of the current state of play. Write to the incoming Spanish Presidency to draw their attention to the situation, sending them the report from the fact-finding visit in Chairman's announcement concerning the coordinators' decisions The Chair informed Members that the coordinators had discussed the following matters and decided: 1. A note will be put forward to the Director General that more care should be taken when registering petitions, so as to minimise the number of "non-petitions". 2. The EPP and S&D groups have prepared a revised "Guidelines to the Rules and Internal Procedures of the Petitions Committee" which was presented to the other groups for comment. The coordinators will return to this item at a subsequent meeting. 3. The coordinators considered the possibility of assigning petitions to individual Members, who become rapporteurs for them. 4. The coordinators decided to continue to closely monitor the application of the measures contained in the resolution for the adoption of the Auken report. The Spanish authorities should be contacted and asked for an update. 5. Concerning the Commission Green Paper for the implementation of the European Citizens' Initiative, the Chair will write to civil society organisations asking them for their comments with a view to inviting them to a meeting in January. The Chair underlined that the deadline for comments is 31 January, The coordinators agreed to draft an opinion in relation to AFCO's own-initiative report on the institutional aspects of the adhesion of the EU to the European Convention on Human Rights. 7. For the agreed change of name for the Petitions Committee to become effective, coordinators should urge their Group Chairman to raise the issue in the Conference of Presidents. The meeting continued with Chrysoula Paliadeli, Vice-chairman, in the chair. 17. Annual Report on the activities of the Committee on Petitions in 2009 (2009/2139 (INI)) Rapporteur : Carlos José ITURGAIZ (EPP) - 1st exchange of views PE v /11 PV\ doc

7 The Rapporteur presented the main features of his report. He gave special emphasis to the development of an internet portal for petitions, which was greeted by support from all groups. Speakers: the Chair, Carlos José Iturgaiz Angulo, Pascale Gruny Decision: it is expected that the Petitions Committee will adopt the report in the 22/23 March 2010 meeting and that it will be voted in plenary in April Opinion on the Report on SOLVIT (IMCO) (2009/2138 (INI)) Rapporteur : BUSUTTIL (EPP) - consideration of a draft opinion The rapporteur presented the main features of the report. He underlined the Treaty provision enshrining the right to petition, whereas SOLVIT and Europe Direct are subsidiary mechanism for resolving complaints.
