The Chair welcomed Mr Loucas Louca, Minister for Justice and Public Order of the Republic of Cyprus. 1. Adoption of agenda JURI_OJ (2012)0709v01-00 The Chair announced that three disputes would be dealt with under the relevant item on the agenda. Items 6, 26, 27 and 28 on the draft agenda were cancelled. The agenda was adopted as amended. 2. Chair's announcements The Chair reminded participants to bring their voting cards in order to take part in votes. 3. Approval of the minutes of the meeting of May 2012 The minutes were approved. 4. Law of Administrative procedure of the European Union JURI/7/ /2024(INI) The following spoke: Luigi Berlinguer (rapporteur), Klaus-Heiner Lehne. The deadline for tabling amendments was set at on 19 September The meeting was suspended at and resumed at 16.30, in camera. 8. Verification of credentials (Rule 3) The Committee unanimously verified, with eight votes in favour, the credentials of Mr Erik BÁNKI, (to replace Mr János ÁDER), as from 1 June 2012, and Ms Martina ANDERSON (to replace Ms Bairbre DE BRÚN), as from 12 June Waiver of the parliamentary immunity of Jarosław Leszek Wałęsa JURI/7/ /2112(IMM) The Committee unanimously adopted, with eight votes in favour, the draft report calling for the immunity of Jarosław Leszek Wałęsa to be waived. 10. Disputes involving Parliament (Rule 128) The Committee considered three disputes. Opinion 1/12, ACTA The following spoke: Klaus-Heiner Lehne, Christian Pennera (Jurisconsult), Luigi Berlinguer, Eva Lichtenberger, Jiří Maštálka. The Committee unanimously decided, with 13 votes in favour, to recommend to the President that Parliament should submit observations to the Court, but only to state that the request for an opinion had become obsolete as the adoption of the international agreement was not longer 'envisaged' for the purposes of Article 218(11) TFEU, following its rejection by Parliament. Case C-195/12, I.B.V. & Cie, Validity of Directive 2004/8/EC The following spoke: Klaus-Heiner Lehne, Christian Pennera (Jurisconsult). The Committee unanimously decided, with 13 votes in favour, to recommend to the PE v /11 PV\ doc

3 President that Parliament should submit observations to the Court in defence of the validity of Directive 2004/8/EC. Case T-396/09, Vereniging Milieudefensie and Others v Commission, Regulation (EC) No 1367/2006 (the 'Aarhus Regulation') The following spoke: Christian Pennera (Jurisconsult), Eva Lichtenberger, Klaus- Heiner Lehne. The Committee unanimously decided, with 13 votes in favour, to recommend to the President that Parliament should bring an appeal against the General Court's Judgment in Case T-396/09 in defence of the validity of the Aarhus Regulation. The meeting was suspended at on 9 July and resumed at 9.07 on 10 July Chair s announcements The Chair made the following announcements concerning decisions made by the coordinators: The coordinators submit the following appointments for approval: Immunity of Clemente Mastella: Ms Lichtenberger Proposal for a directive on collective management: Ms Gallo Investor-state dispute settlement tribunals: rapporteur for opinion: a member of ALDE Implementation of Audiovisual Media Services Directive: rapporteur for opinion: a member of S&D Development aspects of intellectual property rights: rapporteur for opinion: Ms Castex The coordinators propose to ask for authorisation to draw up an opinion for IMCO's own-initiative report on single market governance. The coordinators propose to seek authorisation for an own-initiative report on the Commission's report on the application of the takeover bids directive (rapporteur: the Chair). The coordinators will communicate the groups' candidates for representatives to the European Observatory on Infringements of Intellectual Property rights to President Schulz for notification to OHIM. A proposal for an oral question to the Commission with a wind-up resolution on the accession of eight countries to the 1980 Hague Convention on Child Abduction would be circulated. The coordinators propose to ask the Policy Unit to commission a comparative study on national practices with regard to the accessibility of court documents. The coordinators agreed to write a letter to President Schulz on the possible contribution of the European Parliament to the Global Forum on Law, Justice and PV\ doc 3/11 PE v01-00

4 Development. The coordinators agreed to invite a representative of Parliament's Directorate-General for Communications to present its services at its next meeting. The coordinators propose to write to the Chair of AFCO to suggest that JURI and AFCO collaborate on commissioning a study on the national constitutional opportunities for EU integration. The coordinators propose to ask for authorisation to hold a hearing on the Council Regulation on the Statute for a European Foundation. The Committee endorsed the above decisions of the coordinators. 12. Common European Sales Law JURI/7/07445 ***I 2011/0284(COD) COM(2011)0635 C7-0329/2011 The following spoke: Professor Christiane Wendehorst (University of Vienna), Professor Antoni Vaquer (University of Lleida), Dirk Staudenmeyer (Commission), Alexandra Thein, Klaus-Heiner Lehne (co-rapporteur). 13. Exchange of views with Neoclis Sylikiotis, Minister of Commerce, Industry and Tourism, on the priorities of the Cyprus Presidency The Chair welcomed Mr Neoclis Sylikiotis, Minister for Commerce, Industry and Tourism of the Republic of Cyprus.
