1 EUROPEAN PARLIAMT Committee on Petitions PETI_OJ (2013)0220 MINUTES Meeting of 20 February 2013, from 09h00 to 12h30 and from 15h00 to 18h30 BRUSSELS The meeting opened at 10h00 on Wednesday 20 February 2013, with Erminia Mazzoni, (Chair) in the chair. * * * 1. Adoption of draft agenda and Chairman's announcements PETI_OJ(2013)217_1 The agenda was adopted in the form shown in these minutes. The annex to the Chairman's notes had been distributed for comments related to the reopening or closure of certain petitions for the reasons mentioned. Mr. Iturgaiz objected to the reopening of petition 1266/ Approval of minutes of the meeting of: The minutes of the meetings of 6 November and 3 December 2012 were adopted 3. Chairman's announcements concerning Coordinators' decisions a. Fact-finding visit for Madrid - Ley de Costas. The Coordinators decided to ask to the working group on the Ley de Costas to propose dates of the visit, to indicate precise objectives and to make proposals for membership of the delegation. b. Other visits: Greece and Poland. The Coordinators are simply reminded that they should consider questions of membership of these delegations which are provisionally planned for the end of May. 2 c. European Citizens' Initiative: update. The ECI with the following title has apparently now obtained the 1,000,000 signatures and the verification process is under way. The title of the initiative is Water and sanitation are a human right! Water is a public good, not a commodity! It is sponsored by the following organization: European Federation of Public Service Unions (EPSU). Members will be informed as soon as any official communication is received on this issue. d. PETI Communications in the context of the EP Communications policy. The Coordinators took note of the documentation concerning the Committee's communications strategy. Within the Parliament it is DG COMM which spearheads the overall communication strategy of the institution. The parliamentary committees have a complementary role in that task, each committee contributing in its own way bearing in mind its specific responsibilities, and also by liaising with the DG IPOL/EXPOL Editorial Unit. DG COMM officials are present at each Committee meeting and liaise permanently with committee secretariats e. Announcements: Questionable submissions: The secretariat has been unable to provide the list of questionable submissions received from EU citizens in the last two months due to staff changes and competing priorities; normal service will be resumed as soon as possible. Review of longstanding open petitions: The secretariat is undertaking a review of the status of open petitions which have remained dormant or inactive for long periods, in particular those received before this legislature. Petition 0901/2008 will be discussed at a forthcoming meeting. f. Main items for forthcoming Committee meeting: March 20th: 1st exchange of 2012 Annual report, EIA Opinion, Galicia FFV draft, Notre-dame des Landes petitions, petitions against vivisection, on Spanish mortgages (postponed from earlier meeting), petitions on disabilities, petitions on Hungarian pensions. May 27th: Professsor Seralini has responded to the Committee's invitation on the subject of food security, by indicating he will be available for the May meeting. Also in May the Committee will need to Schedule the presentation of the Ombudsman's Annual report for which a rapporteur should be appointed in March. 4. 3 The members of the Delegation congratulated the Secretariat for the organisation and the success of the Fact Finding Visit which helped the citizens to find a solution for the important topic of the waste management and of the pollution. The Report was adopted unanimously with 27 votes in favour 0 against 0 abstentions AM 1, 4, 5 (first part), 6, 7, approved, AM 2, 3, 5 second part, 7 rejected. 5.
