1 EUROPEAN PARLIAMT Delegation for relations with Israel D-IL_PV(2008)0624 MINUTES of the meeting of 24June 2008, from 10h15 to 11h15 BRUSSELS The meeting opened at 10h15 on Tuesday, 24 June 2008, with Jana Hybášková (Chairwoman) in the chair. 1. Adoption of the draft agenda (PE ) The draft agenda is approved 2. Adoption of the minutes of the meeting of 2 April 2008 (PE ) The minutes are approved. 3. Announcements by the Chair 3.1 Report by the Chair on the visit of the ad hoc delegation Middle East to Israel and the Palestinian Territorities (30 May - 2 June 2008) The Chair informs on the visit of the ad hoc delegation to Israel and the Palestinian Territories, which took place between 30 May and 2 June (the report is in the file). She couldn't join the delegation but Vice-President Belder took part in the visit. The chair outlines the last paragraph of the final press release of the ad hoc delegation:"...the time is not yet right to upgrade EU/Israel relations" The Ad hoc delegation met after the visit on Wednesday 11 June in Brussels and discussed the outcome of the trip. President Pöttering has given a declaration on Monday 16 June in plenary (see statement in the file).in which he confirmed the ad hoc delegation report:"...the way the things are developing overall gives no ground for optimism". At the same time, the EU/Israel association council met in Luxembourg. For the chair, the EU statement is positive where it underlines "...EU is determined to develop a closer partnership with Israel...looks forward to gradually strengthen Error! 2 cooperation by different means both at political and sectorial level..." An exchange of views issues where the delegation: - regrets the contradiction between the conclusions of the meeting of EU/Israel association council and ones of the ad hoc delegation, confirmed in the plenary by the President - hears from VP Belder about security matter as discussed by the ad hoc delegation with the authorities - wants clarification on the way the ad hoc delegation was composed...; and the program decided... - underlines the unbalanced program of the ad hoc delegation (3 days in Palestine, 1 day in Israel) -thus, decides to sent a letter to the President (to be undersigned by all members present) and to invite him to a next meeting of the delegation. The chair, Mrs. Ries, Mr. Belder, Mr. Mladenov, Mr. Zaleski, and Mr. Van Buitenen took part to the discussion The chair welcomes Nina Obermaier and Gianluca Grippa, from DG Relex in the European Commission to precise the background of the 8th meeting of EU/Israel Association Council. Both Mr Grippa and Mrs Obermaier explain the context of the European Neighbourhood policy, including Israel and the Palestinian authority. Both parties pursued actively the implementation of EU/Israel Action plan, which is due to expire by April In 2007, Israel proposed to upgrade its relations with EU. EU considers it'll serve the purpose of pursuing the common objectives and interests of the parties. EU is determined to develop a closer partnership with Israel... and looks forward to gradually strengthen cooperation by different means: at political and sectorial levels (economy/social, trade issues, justice: Home affairs, transport/energy, environment, science/technology...; and trilateral cooperation, with Palestinians. As far as Human rights are concerned, EU intends to establish a sub committee. 3.2 Gaza truce - Israel and Hamas reached an agreement on a ceasefire to end months of bitter clashes with the Palestinian Islamist Movement Hamas in Gaza. Under the terms of the truce, which started last Thursday, Israel will ease its blockade on the Gaza Strip. At the same time, talks to release an Israeli soldier held by Hamas would intensify. Hamas, which controls Gaza, said it were confident that all militants will abide by the agreement. After 72 hours of implementing the truce Israel on Sunday reopened two borders crossing points and allowed food and fuels into the territory. 3.3 Talks Israel-Lebanon Israel is interested in opening peace talks with Lebanon, a spokesman for Prime Minister Ehud Olmert said last Wednesday, echoing remarks the Israeli leader Error! 3 made behind closed doors to his security cabinet. Lebanon would follow Syria in opening peace talks, saying Israel had to withdraw first from the Shebaa Farms. 3.4 Extraordinary meeting of EMPA (European Mediterranean Parliamentary Assembly) in Amman, October 2008 An extraordinary meeting of EMPA (European Mediterranean Parliamentary Assembly) will take place in Amman on 12 and 13 October. The session will focus on the Annapolis Process and its perspectives. It could also consider the future structure of the Barcelona Process: Union for the Mediterranean with a view to adopt a declaration to be subsequently sent to the Euro-Med Conference of Ministers in early November. 3.5 Commemoration of the 70th anniversary of the "Kristal Nacht" in the European Parliament (of 9 November 1938 in Germany) President Pöttering gave his agreement to the European Jewish Congress, to hold a commemoration in the European Parliament. The delegation will be informed of the details of the ceremony, which should take place in November. 3.6 High level group for equality and gender (gender mainstreaming) The Chair has received a letter from Mr Raimon Obiols i Germà, Chair of the Conference of Delegations Chairs, (letter is in the file) asking for the nomination of a representative of our delegation in the "High level group for equality and diversity" chaired by the Vice-President of the Parliament, Mrs Rodi Kratsa- Tsagaropoulou. 4 4. The 33rd EP/Israel Interparliamentary Meeting in Strasbourg, September The annual meeting between Members of Knesset and the EP will take place on 24 and 25 September in Strasbourg. The invitation will be officially confirmed to the Knesset A detailed program and agenda will be sent out in September. Members who would like to discuss certain points on the agenda are asked to communicate their wishes to the secretariat. 5. Any other business The Chair: - thanks Hans-Hermann Kraus for the good cooperation with the delegation, since he is leaving the secretariat - welcomes Christian Garrigues, who'll replace him and Lars Nielsen as new assistant 6.
