1 EUROPEAN PARLIAMT Delegation for relations with the People's Republic of China D-CN_PV(2015)0121_01 MINUTES of the meeting of 21 January 2015, Brussels The meeting opened at on Wednesday, 21 January 2015, with Jo Leinen (Chair) presiding. 1. Adoption of draft agenda The draft agenda was adopted without modifications. 2. Adoption of minutes of the meeting of 3 December 2014 The minutes of the meeting of 3 December 2014 will be deemed approved if no changes are suggested within the next three working days. Translations will be sent by Chair's announcements The Chair: introduced and welcomed H.E.Ms Yang Yanyi, Ambassador of the Chinese Mission to the EU. 4. Exchange of views with H.E. Ms Yang Yanyi, Ambassador Extraordinary and Plenipotentiary, Head of Mission of People s Republic of China to the European Union, on current EU-China bilateral relations The Chair: highlighted the fact that this year is the 40th anniversary of the reestablishment of diplomatic relations between the EU and China and that throughout the year many celebrations and events will take place to commemorate this, The EP Delegation expects to contribute to this; PV\ doc PE v01-00 United in diversity

Ambassador Yang: accepted the invitation with thanks to address the Delegation; noted the commitment and contribution of the Delegation' work to enhancing the EU- China relations through interparliamentary exchanges; referred to the visit of President Xi Jinping to President Schulz and to the EU headquarters; stated that over 70% of the initiatives identified in the China-EU 2020 Strategic Agenda for Cooperation have been implemented; stated that the first three rounds of negotiations on a China-EU Bilateral Investment Agreement (BIT) were conducted; underlined that trade between China and the EU grew strongly, reaching over USD 615 billion, up by 9.9% year-on-year. Investment by EU enterprises in China reached around USD 95 billion. China's investment in the EU reached USD 49 billion; noted that, guided by the reciprocity and win-win principle, China and the EU had settled disputes (PBC, silicon, grape wine...) through dialogue and negotiations; noted that more than 5 million people travel each year between China and Europe and almost students study in each other's countries; underlined that communication and coordination between China and the EU on such major issues such as climate change, sustainable development and global governance has been strengthened; mentioned 2015 as the year of the 40th anniversary of the EU/China bilateral relations and emphasised the importance of the bilateral relations and called for greater involvement of people in our common endeavour. She called moreover for making a major push for China-EU comprehensive partnership in order to boost communication and cooperation between China's National Assembly and the EP; noted that the 17th EU-China Summit scheduled to take place in the coming spring will enhance the EU-China partnership; underlined the need to further strengthen the exchanges on education, culture, sports, tourism and interactions between the young in order to forge closer bonds between the peoples and strengthen governance; pointed out the need to broaden exchanges on human rights and develop dialogue on legal and administrative affairs with the benefits of equality and mutual respect; noted that, to meet regional and global challenges and to make the international system more just and equitable, China and the EU wish to deepen their dialogue and coordination on major international issues and global governance; PE v /7 PV\ doc

3 underlined the goals of Chinese leadership to turn China into a modern socialist country, prosperous and democratic, culturally advanced and harmonious, by midcentury, when the People's Republic of China will mark its centenary; added that, with its economic growth accounting for almost 28% of the world economic growth and over 50% of the growth in Asia, China has contributed in no small measure toward stability and prosperity in the world; concluded by highlighting the relevance to world peace and prosperity of enhanced ties between China and the EU and called for a broader engagement from both sides to promote joint interests; noted that the EP Delegation for Relations with the People's Republic of China is an active contributor to the strategic partnership and looked forward to further cooperation and support from the Delegation. The presentation was followed by numerous Members raising questions that the Ambassador answered on tourism, global governance, the South China Sea, Hong Kong and democracy, income distribution, inequality, productive versus indirect investments in the EU, trade deficit and economic balance, counterfeiting... The Chair noted the mutual interest despite the different political and economic systems and thanked the Ambassador for coming to exchange views with the delegation and welcomed the prospect of similar future exchanges. 5.
