1 EUROPEAN PARLIAMT Delegation to the Parliamentary Assembly of the Union for the Mediterranean DMED_PV(2016)0120 MINUTES of the meeting of 20 January 2016, Strasbourg The meeting opened at on Wednesday, 20 January 2016, with DavidMaria Sassoli (Chair) presiding. 1. Adoption of the draft agenda (PE ) The agenda was adopted without any change. 2. Approval of the minutes of the meeting held on 25 November (PE ) The minutes were approved as they stood. 3. Chair's announcements On Tunisia, VP David Sassoli informed the delegation on ongoing and upcoming activities : visit of the President in Tunisia in the week 814 February. INTA to vote on emergency measures for Tunisia (temporary Olive Oil taxfree export quotas) on 25 January. state of play on followup actions decided in the last DMED meeting (25 November) constitutive meeting of the EPTunisia Joint Parliamentary Committee (JPC) will take place on 18 February (including a session with civil society on the DCFTA) and VP Sassoli and Mr. Panzeri, as Chair of the Maghreb Delegation, will participate in the next meetings of the INTA's monitoring group on the DCFTA. Members took the floor to alert the Delegation of the dire economic and political situation in the country (Mr. Pargneaux, who took part in the AFET mission to Tunisia on 811 January) and present the state of play on the proposed emergency measures on Olive oil ahead of INTA's vote on 25 January (Mr. Fisas Ayxelà). On Libya, VP Sassoli, with the support of several Members, suggested that EUSR Mr. Kobler and the newly formed Libyan government should be invited as soon as PV\ doc PE v0100 United in diversity

2 possible. Such highlevel meetings would, according to him, give more political clout to the DMED and the PAUfM at large. VP Sassoli informed the Delegation on upcoming PAUfM activities: Bureau meeting (12 FebruaryRabat) and Committees' meeting (Economic Committee 10 February Istanbul, Culture Committee 19 February Rome, Political committee 29 February Brussels. Ms Ayala Sender wondered whether the calendar of activities included in the Members' files related to the Assembly or the UfM (in his reply, VP Sassoli indicated that this calendar related to UfM meetings only). Mr Frunzunlicà suggested to send a letter to the President to request the participation of VP Sassoli to the upcoming mission in Tunisia. 4. First exchange of views on a possible reform of the Parliamentary Assembly of the Union for the Mediterranean (incamera session): Presentation by Ms Tiziana Beghin (Chair of the Working Group on the financing and the rules of procedures of the Assembly) and exchange of views with Members. Regarding the reform of the Assembly, Ms Beghin, in her quality of Chair of the Assembly's "Rules" working group, presented a set of three possible reform options : (1) merger between the PAUfM and the PAM, (2) adaptation of the current structure and governance of the PAUfM and (3) transformation of the PAUfM into a eventsbased regional forum. As requested by VP Sassoli and Ms Beghin, a nonpaper which had been communicated to political groups ahead of the meeting will be sent to all DMED members with the aim to reach a common EP position in the next DMED meeting. Ms Beghin expressed her preference for merging the PAUfM and the PAM, and VP Sassoli and Mr. Pargneaux also drew the attention of Members on the need to reflect on the overlaps between these two Assemblies. In their interventions, Members (Ms Gomes, Ms Auken, Messrs Pargneaux and Le Hyaric and, to a certain extent, Ms Ayala Sender) insisted that the PAUfM has become dysfunctional and that it should be reformed urgently if it is to live up to the challenges in the region (in this respect, Messrs Pargneaux and Frunzunlicà pointed out that the Assembly should do a better job dealing with key regional issues, notably on migration, security and climate change. 5.
