Adoption of agenda OJ AP v01-00 The agenda was adopted. 2. Approval of minutes of meeting of September 2015 PV AP v01-00 The minutes were approved. 3. Co-chairs announcements The Co-Chair informed the Committee about the reinforcement of the security measures in Brussels after the Paris attacks, the absence of workshops during the 30th Session, the official opening and the Newsletter. ***Voting time*** 4. Migration between ACP and EU Member States: causes, consequences and strategies for common management Co-rapporteurs: Zamel Mohamed El Mokhtar (Mauritania) and Nobert Neuser Consideration of working document DT AP v01-00 Members endorsed the replacement of Zamel Mohamed El Mokhtar (Mauritania) by Magnus Kofi Amoatey (Ghana) as Co-rapporteur on the report. The Co-rapporteurs underlined the need to tackle the root causes and not only the symptoms of migration. There is a need to encourage governments affected by migration to do a better job in education and the provision of employment, in order to reverse the brain drain from Africa. They further noted the need to distinguish between illegal migrants and refugees and to give them the basic rights they deserve. Members underlined the need to take a holistic approach in dealing with migration, to encourage political dialogue and to assess the effectiveness of EU development cooperation aid in alleviating poverty. Decision: The title of the next report will be, Challenges for family farming and small-scale agriculture production in ACP countries. This will be followed by a report entitled Sport as a tool for peace and social development. The meeting continued with Co-Chair Rafael Mangouala (Gabon) in the chair. 7. Follow-up by the Commission on the resolution adopted by the ACP-EU Joint Parliamentary Assembly on the challenges and opportunities of education and vocational training in ACP countries Exchange of views with the European Commission Aurora Iglesias Ortega (European Commission) underlined the commitment of the EU to education as reflected in a number of EU development policy documents, including the Agenda for Change. In the new financial framework , the overall EU budget to support education and training in developing countries stands at an estimated EUR 4.7 billion. Further, an increasing number of ACP countries have chosen vocational training as a sector of cooperation with the EU or as a component of a broader focus on education and training. At the recent Valletta Summit on Migration, the EU, the African Union and other key countries adopted an Action Plan that includes a number of concrete actions to promote the mobility of students, researchers and entrepreneurs between Africa and Europe. Members underlined the need to link education and vocational training to employment opportunities. 8. The African Conservation Strategy Exchange of views with the European Commission Philippe Mayaux (European Commission) underlined that the pressure on land and natural resources in Africa has increased in recent decades and is set to increase considerably more as a result of ongoing demographic and economic trends. Janice Weatherly-Singh (Wildlife Conservation Society) noted that African wildlife is now facing unprecedented threats. She indicated that the conservation of wildlife and wild places provides multiple benefits such as food security, and the improving of livelihoods of people. Speakers: Catherine Bearder, Adjedowe Weidou (Chad), Joyce Laboso (Kenya), and Rafael Mangouala (Gabon). Members noted the importance of promoting the understanding by the population for the protection of wildlife, in order to manage the conflict between human activities and wildlife.
