Adoption of draft agenda AP v04-00 The agenda was adopted as shown herein. 2. Election of members of the committee bureau Haroldo Rodas (Parlacen, Guatemala) was elected Co-Chair unanimously. 3. Approval of minutes of meeting of: May 2016 (Lisbon, Portugal) AP v01-00 The draft minutes of the meeting were approved. 4. Co-chairs announcements The acting Co-Chair Luis de Grandes pointed out that this was the committee s second ordinary meeting of 2016 and outlined how the meeting would proceed. 5. Working documents on "Restructuring Sovereign debt" EP co-rapporteur: Ernest Urtasun (Greens/ALE, Spain) LAC co-rapporteur: Ángel Rozas (Parlatino, Argentina) 2nd Consideration of working documents The co-rapporteurs, Ernest Urtasun MEP (Greens) and Senator Ángel Rozas (Parlatino), informed that they have not agreed on a common approach yet, but aim to present a joint working document by the next session. Urtasun underlined that Europe and Latin America need to work together, as both regions have faced problems with unsustainable sovereign PV\ docx AP v01-00

2 debt. In particular, he stressed the need for a multilateral framework setting rules for sovereign debt and limiting the activities of speculative funds. Rozas deplored the lack of regulation and in particular of a multilateral framework for sovereign debt, pointing out that the way debt restructuring is carried out today is slow, costly and painful for the people. He emphasised the benefits of contractual clauses, e.g. on collective action or ensuring the equality of parties (pari passu). Finally, recalling the painful restructuring experience in Argentina, Rozas proposed to create a register of bondholders in order to limit claims to those creditors who held debt titles at the moment of the default. In the following debate Members welcomed the co-rapporteurs approach, while also pointing to the difficulties linked to any attempts to design a framework for restructuring sovereign debt, for instance the negative impact on market confidence. It was also mentioned that there is a moral issue in that extending payment terms means passing on the burden to future generations. Working documents on "Fight against organised crime in the EU and Latin America" EP co-rapporteur: Francisco Assis (S&D, Portugal) LAC co-rapporteur: Juan Carlos Restrepo (Parlandino, Colombia) 1st Consideration of working documents Co-rapporteur Francisco Assis (S&D, PT) stated that as a result mainly of globalisation and digitalisation, organised crime has been evolving in recent years. Criminal networks are now increasingly spread across borders and even continents. Many of these new international networks are based on digital technologies. There is a greater specialisation among actors involved in organised crime and subcontracting of criminal activities has become more prevalent. All these developments make it more difficult to fight organised crime. Francisco Assis went on to stress that more international cooperation, including by harmonising legal frameworks, is needed. He named trafficking in drugs, human beings and arms, money laundering and environmental crime as some of the areas where cooperation was most needed. Carlos Edward Osorio (Parlandino, representing co-rapporteur Juan Carlos Restrepo) emphasised that the people expect a better response to organised crime. Part of this response must be more cooperation and exchange of expertise among legislators and law enforcement practitioners. Members welcomed the creation of a dedicated EuroLat working group on organised crime. A lack of political will was identified as one of the main obstacles to the effective fight against corruption, arms trafficking and other forms of crime. Working documents on "Trafficking of small and light weapons" EP co-rapporteur: Ulrike Rodust (S&D, Germany) LAC co-rapporteur: Gabriela Cuevas (EU-Mexico JPC) 1st Consideration of working documents Exchange of views with: - Senator Daisy Tourné Valdez, (Parliamentary Forum on Small Arms and Light Weapons / Uruguay) In her introductory statement, co-rapporteur Ulrike Rodust (S&D, DE) noted that controlling the proliferation of small and light weapons (SALW) is the basis for stability, development and security. Although SALW in themselves are not the reason for conflicts, they can make their escalation more likely and their resolution more complicated. Research shows that the availability of weapons often has an influence on conflict dynamics and has a negative impact on development. The existing international framework as well as bilateral and regional treaties are a good basis for further efforts to restrict arms trafficking. In this respect, Rodust stressed that parliaments need to become more active, not just as legislators, but also in supporting governments and demanding accountability. Daisy Tourné underlined that arms trafficking networks can only be combatted effectively through international cooperation. Arms trafficking is an enormously lucrative global business. In 2013, legal arms sales alone accounted for 8.5 trillion USD and the trade volume is increasing exponentially, despite all international measures and agreements to limit it. There are currently 875 million SALW worldwide, 75 percent of which are in the hands of civilians. Daisy Tourné concluded by saying that while it is unrealistic to ask for a complete halt of arms production, more transparency and responsibility in arms transfers is needed. The following debate touched upon the particularly negative impact of SALW proliferation on women and children, the important role of education and the need for a system of registration for weapons and ammunition. In her closing remarks, the co-rapporteur, Ulrike Rodust, supported the call for improving registration and traceability of weapons despite the associated costs. She argued that parliaments should insist on stricter controls and penalties. Urgent topic for debate: "EU-LAC views on fighting against terrorism" Exchange of views with: - Joseph Humire, Executive Director, Center for a Secure Free Society (SFS) (Washington) - Susana Mangana, Department of International Business and Integration Studies, Catholic University of Uruguay (Montevideo) Joseph Humire described Islamic terrorism as the biggest threat to democracy and human rights worldwide. At the root of this phenomenon is an ideology, which needs to be at the centre of any efforts to combat this type of terrorism. Joseph Humire argued that the West needs to change strategy: instead of spending large amounts of money on wars, it should PV\ docx 3/8 AP v01-00

4 invest in public diplomacy and intelligence. Finally, he pointed to the increasing nexus between Islamic terrorism and organised crime networks, including Latin American ones, which Islamists see as a source of funds and arms. Fighting Islamist terrorists therefore requires tackling their links to organised crime as well. Susana Mangana s presentation focused on the place of Islam in Latin American societies. While there are no official figures on the number of Muslims in Latin America, estimates range from 1.5 to 4.5 million. In some countries, the numbers are increasing rapidly (Brazil: +29 percent in last decade. Some Arab countries, such as Saudi Arabia and Qatar, actively promote the diffusion of Islam in Latin America. Susana Mangana stressed that in response to these developments, it is necessary to increase educational efforts in order to correct distorted views of Islam and increase popular knowledge about Islam and the different currents within the religion. In addition, she stressed the importance of strengthening links with religious centres and inter-religious dialogue in order to counter radicalisation. Finally, Susana Mangana cautioned not to view things through the European lens. 9. Proposals for reports and topics for debate in committee meetings during 2016/2017 Victor Sousa (Parlandino) proposed the preparation of a future report on Justice and Fight against impunity. This proposal was accepted by the Committee members. 10. Date and place of next meeting The date and place of the next meeting of the Committee on Political Affairs, Security and Human Rights would be announced subsequently.
